【摘要】：官方發(fā)展援助可分為多邊發(fā)展援助和雙邊發(fā)展援助,多邊發(fā)展援助是指援助國捐助給國際多邊機構(gòu),再由國際多邊機構(gòu)統(tǒng)一協(xié)調(diào)向發(fā)展中國家發(fā)放的援助。相比雙邊發(fā)展援助,多邊發(fā)展援助具有很多優(yōu)勢,例如透明度較高,所含國家私利更少,方便發(fā)展中國家更好地利用援助。此外,多邊援助機構(gòu)還為發(fā)達國家和發(fā)展中國家提供了一個有利的平臺,用于更好地協(xié)調(diào)援助活動、應(yīng)對當(dāng)前全球問題。因此,國際多邊援助在今天發(fā)揮了越來越重要的作用。自新中國成立以來,我國接受了大量的多邊援助,這些援助積極地推動了我國的經(jīng)濟建設(shè)。近年來,我國也開始積極參與國際多邊援助,無論從援助的數(shù)額還是從參加國際多邊援助機構(gòu)的數(shù)量方面來說,我國都有了很大地提高。然而,相比西方國家,我國的多邊援助數(shù)額所占援助比例較少,雙邊發(fā)展援助不透明,援助法制體系不完善。因此,新的時期,隨著我國綜合國力的提升,我國政府更應(yīng)注重援助的有效性和國際影響,并借鑒其他國家的優(yōu)秀經(jīng)驗,在和諧世界的理念下達到互利共贏,在幫助其他貧窮落后國家發(fā)展經(jīng)濟和改善社會福利的同時更好地樹立國家形象。
[Abstract]:Official development assistance (ODA) can be divided into multilateral development assistance and bilateral development assistance. Multilateral development assistance refers to donor countries contributing to international multilateral institutions, and then international multilateral institutions to coordinate aid to developing countries.Multilateral development assistance has many advantages over bilateral development assistance, such as higher transparency, less national self-interest, and better utilization of aid by developing countries.In addition, multilateral aid agencies provide an enabling platform for developed and developing countries to better coordinate aid activities in response to current global problems.Therefore, international multilateral aid is playing an increasingly important role today.Since the founding of the people's Republic of China, China has received a lot of multilateral aid, which has actively promoted our economic construction.In recent years, our country has also begun to actively participate in international multilateral assistance, both in terms of the amount of aid and the number of international multilateral aid agencies, our country has greatly increased.However, compared with western countries, China's multilateral aid accounts for a small proportion of aid, bilateral development aid is not transparent, aid legal system is not perfect.Therefore, in the new period, with the improvement of our country's comprehensive national strength, our government should pay more attention to the effectiveness of aid and international influence, and draw lessons from the excellent experience of other countries to achieve mutual benefit and win-win under the concept of a harmonious world.While helping other poor and backward countries to develop their economies and improve social welfare, a better national image should be established.
