【摘要】：波譎云詭的國際安全環(huán)境為民族國家安全戰(zhàn)略的制定與調整提供了不竭動力，冷戰(zhàn)時期前蘇聯的核威脅促成了美國互聯網戰(zhàn)略思維的萌生。隨著人類文明的發(fā)展，信息網絡對國家安全問題舉足輕重的地位使美國網絡安全戰(zhàn)略應運而生。美國網絡安全戰(zhàn)略以“安全”、“繁榮”、“價值觀”和“主導權”為核心目標，經歷了比爾·克林頓、喬治·沃克·布什和巴拉克·奧巴馬時期的“三階嬗進”，彰顯出戰(zhàn)略制定的“承襲與發(fā)展”、攻防態(tài)勢的“由守轉攻”及安全合作的“由內向外”等特征。在實施上，美國網絡安全戰(zhàn)略以“安全能力構建”、“國家利益至上”及“參與和主導”等原則為價值導向，以“超強的控制”、“全面的威懾”、“積極的干涉”和“廣泛的合作”等手段為實現路徑，取得顯著成效。然而，，美國政府仍無法避免來自國內外的海量網絡攻擊，保證對網絡攻擊百分之百的安全防御；無法徹底解決網絡經濟發(fā)展中存在的諸多問題；無法阻止其他民族國家對自身主流價值觀的保存，這為美國網絡安全戰(zhàn)略的順利實施帶來諸多挑戰(zhàn)。在體系理論視閾下，美國網絡安全戰(zhàn)略不斷發(fā)展的根本動因在于國際網絡空間權力格局中單元與單元間及單元與格局間的互動，這種互動關系對中國政治與安全產生重要影響。中美兩國在國際網絡空間的權力博弈尚處于相互試探階段，面對“優(yōu)勢地位護持”、“安全戰(zhàn)略調整”和“綜合威懾”等美國網絡安全戰(zhàn)略總體走向，中國政府在國家安全利益護持方面形勢嚴峻。從戰(zhàn)略地位提升、自主技術研發(fā)、安全能力構建、全民“立體式”參與、網絡輿情危機應對、國際安全合作及網絡文化弘揚等維度加強我國網絡安全建設，實乃當務之急。
[Abstract]:The turbulent international security environment provides an inexhaustible motive force for the formulation and adjustment of the national security strategy. The nuclear threat of the former Soviet Union during the Cold War contributed to the emergence of American Internet strategic thinking.With the development of human civilization, information network plays an important role in national security.With the core goals of "security", "prosperity", "values" and "dominance", the US cybersecurity strategy has experienced the "third evolution" of Bill Clinton, George Walker Bush and Barack Obama.It shows the characteristics of "inheritance and development" of strategy formulation, "from defense to attack" of offensive and defense situation and "from inside to outside" of security cooperation and so on.In its implementation, the US network security strategy is guided by the principles of "security capability construction", "national interest first" and "participation and leadership", and is guided by "super control" and "comprehensive deterrence"."positive intervention" and "extensive cooperation" and other means to achieve the path, achieved remarkable results.However, the US government still can not avoid the massive network attack from home and abroad, guarantee 100% security defense against the network attack, and solve many problems existing in the development of network economy.It can not prevent other nation states from preserving their own mainstream values, which brings many challenges to the smooth implementation of American cyber security strategy.From the perspective of system theory, the fundamental reason for the continuous development of US cybersecurity strategy lies in the interaction between units and units and between units and patterns in the international cyberspace power pattern, which has an important impact on Chinese politics and security.The power game between China and the United States in the international cyberspace is still in the phase of exploring each other. In the face of the overall trend of the US network security strategy, such as "protecting the dominant position", "adjusting the security strategy" and "comprehensive deterrence", etc.The Chinese government is facing a grim situation in protecting its national security interests.It is urgent to strengthen the construction of our country's network security from the aspects of strategic position promotion, independent technology research and development, security ability construction, the participation of the whole people, the response to the crisis of network public opinion, the international security cooperation and the promotion of network culture.
