【摘要】：“網(wǎng)絡(luò)外交”這一概念是伴隨著信息技術(shù)的進(jìn)步而發(fā)展起來(lái)的,它是指國(guó)家、組織和普通民眾為了維護(hù)和發(fā)展自身在國(guó)際政治格局中政治、經(jīng)濟(jì)、文化等多方面利益,以互聯(lián)網(wǎng)絡(luò)技術(shù)和平臺(tái)為手段,對(duì)其它國(guó)家以及社會(huì)公眾展開(kāi)的各種對(duì)外宣傳、對(duì)外交往的外交活動(dòng)。其作為信息時(shí)代下的一種新型的外交運(yùn)作模式,相比傳統(tǒng)外交模式,網(wǎng)絡(luò)外交具有突出的靈活便捷性、虛擬隱蔽性以及強(qiáng)烈的親和力和感召力等等諸多新特點(diǎn)。其不僅對(duì)外交工作的內(nèi)容、形式和決策模式等諸多方面產(chǎn)生著重要的作用,而且也給國(guó)家政治格局帶來(lái)深刻的影響,成為當(dāng)今國(guó)際社會(huì)激烈討論的熱點(diǎn)問(wèn)題。 相比西方發(fā)達(dá)國(guó)家,網(wǎng)絡(luò)外交在中國(guó)的發(fā)展才剛剛起步,水平還不高,發(fā)展的道路依然充滿艱辛和困難。比如：中國(guó)發(fā)展網(wǎng)絡(luò)外交一方面還存在著網(wǎng)絡(luò)資源不足、管理體制混亂、參與主體素質(zhì)不高、執(zhí)行意識(shí)淡薄、執(zhí)行內(nèi)容單調(diào),執(zhí)行方法落后等等多方面缺點(diǎn),另一方面又面臨著政治、經(jīng)濟(jì)、文化等方面的外部性網(wǎng)絡(luò)沖擊。顯然,這些因素都會(huì)制約中國(guó)網(wǎng)絡(luò)外交水平的提高,成為中國(guó)發(fā)展網(wǎng)絡(luò)外交面臨的嚴(yán)峻課題。但是,隨著中國(guó)改革開(kāi)放的不斷深入和信息技術(shù)的不斷發(fā)展,中國(guó)發(fā)展網(wǎng)絡(luò)外交也逐漸具備和擁有許多優(yōu)勢(shì)和機(jī)遇。比如：日益提高的網(wǎng)絡(luò)普及率,應(yīng)用廣泛的網(wǎng)絡(luò)運(yùn)用,逐漸完備的戰(zhàn)略規(guī)劃,中國(guó)政府及領(lǐng)導(dǎo)的高度重視,專家、學(xué)者的大力提倡,人民群眾的熱情支持以及國(guó)際社會(huì)在政治、經(jīng)濟(jì)、文化等方面對(duì)中國(guó)發(fā)展網(wǎng)絡(luò)外交的催化因子。最終,這些積極因素將會(huì)成為中國(guó)克服困難和挑戰(zhàn),引領(lǐng)中國(guó)網(wǎng)絡(luò)外交發(fā)展的重要力量。 總之,在信息時(shí)代的背景下,新型網(wǎng)絡(luò)外交正推動(dòng)著傳統(tǒng)外交模式的變革,并已經(jīng)在國(guó)際交往中產(chǎn)生了極為重要的影響。因此,加強(qiáng)對(duì)網(wǎng)絡(luò)外交理論上和實(shí)踐上的探索和研究也必然成為當(dāng)前中國(guó)社會(huì)一個(gè)急待解決的重要課題。本文在SWOT分析方法的基礎(chǔ)上,通過(guò)對(duì)中國(guó)發(fā)展網(wǎng)絡(luò)外交內(nèi)在主要的優(yōu)劣勢(shì)和外部主要機(jī)遇及挑戰(zhàn)的梳理和歸納,發(fā)現(xiàn)：中國(guó)發(fā)展網(wǎng)絡(luò)外交應(yīng)當(dāng)選擇WO的發(fā)展戰(zhàn)略。
[Abstract]:The concept of "network diplomacy" has developed along with the progress of information technology. It refers to the interests of the state, organizations and ordinary people in order to safeguard and develop their political, economic, cultural and other aspects in the international political structure.Internet technology and platform as a means to other countries and the public to carry out a variety of foreign propaganda, foreign exchanges diplomatic activities.As a new diplomatic operation mode in the information age, compared with the traditional diplomatic mode, network diplomacy has many new features, such as outstanding flexibility and convenience, virtual concealment, strong affinity and charisma, and so on.It not only plays an important role in many aspects such as the content, form and decision-making mode of diplomatic work, but also has a profound influence on the political structure of the country, and has become a hot issue under intense discussion in the international community.Compared with the western developed countries, the development of network diplomacy in China has just started, the level is not high, the road of development is still full of hardships and difficulties.For example, on the one hand, there are still shortcomings in the development of China's network diplomacy, such as insufficient network resources, chaotic management system, low quality of the participants, weak executive consciousness, monotonous implementation content, backward implementation methods, and so on.On the other hand, it faces the external network impact of politics, economy, culture and so on.Obviously, these factors will restrict the improvement of China's network diplomacy, and become a serious problem for China to develop network diplomacy.However, with the deepening of China's reform and opening up and the continuous development of information technology, China's network diplomacy gradually has many advantages and opportunities.For example, the increasing network penetration rate, the extensive use of the network, the gradual completion of strategic planning, the high attention of the Chinese government and leaders, the vigorous advocacy of experts and scholars, the enthusiastic support of the people and the international community in politics,Economic, cultural and other aspects of China's development of network diplomacy catalytic factors.Finally, these positive factors will become an important force for China to overcome the difficulties and challenges and lead the development of China's cyber diplomacy.In a word, under the background of the information age, the new network diplomacy is promoting the change of the traditional diplomatic mode, and has already produced the extremely important influence in the international communication.Therefore, strengthening the exploration and research on network diplomacy in theory and practice is an urgent and important subject in Chinese society.On the basis of SWOT analysis, this paper summarizes the internal advantages and disadvantages of China's network diplomacy, as well as the external opportunities and challenges, and finds that China should choose the development strategy of WO in the development of network diplomacy.
