【摘要】： 海合會是中東地區(qū)運行最為成功的區(qū)域性組織,這與海合會相對成熟的合作機制有著密不可分的關(guān)系。當前國內(nèi)學術(shù)界為數(shù)不多的論述主要以經(jīng)濟領域的研究為主,對其合作機制的詳細論述并不多見。基于此,本文試圖通過結(jié)合國際機制理論展開對海合會合作機制的研究,力圖較全面地認識海合會合作機制的特征及其影響因素。海合會成立的最大動因是共同應對外來威脅。伊朗伊斯蘭革命和兩伊戰(zhàn)爭相繼爆發(fā),國家安全成為海灣阿拉伯君主制國家的首要關(guān)切,共同的安全利益使它們結(jié)合成一個共同體——海灣合作委員會。在近30年的發(fā)展歷程中,海合會在各領域尤其是經(jīng)濟領域的合作取得了可喜成就。由于受海灣地區(qū)特有的政治、經(jīng)濟、文化、安全和地緣環(huán)境的影響,海合會合作機制有自己的特征:從組織的開放性程度與合作議題方面看,它是具有典型排他性、合作議題廣泛的區(qū)域組織;從機構(gòu)設置和組織安排方面看,它的權(quán)力集中程度和控制能力處于中等水平。海合會合作機制的本質(zhì)特征在于它是基于國家利益的政治實用主義型合作機制,國家利益和安全威脅始終是影響海合會合作機制最重要的兩個因素。
[Abstract]:GCC is the most successful regional organization in the Middle East, which is closely related to the relatively mature cooperation mechanism of GCC. The detailed discussion on the cooperation mechanism is rare. Based on this, this paper attempts to study the GCC cooperative mechanism by combining the theory of international mechanism. Striving for a more comprehensive understanding of the characteristics of the GCC cooperation mechanism and its influencing factors. The greatest motivation for the establishment of the GCC is to jointly deal with external threats. The Islamic Revolution in Iran and the Iran-Iraq War broke out one after another, National security has become the primary concern of the Arab monarchies of the Gulf, and their common security interests have brought them together into a community-Gulf Cooperation Council... in the course of nearly 30 years of development, GCC cooperation in various fields, especially in the economic field, has achieved gratifying results. Due to the special political, economic, cultural, security and geographical environment of the Gulf region, The GCC cooperation mechanism has its own characteristics: in terms of its openness and cooperation issues, it is a typical exclusive regional organization with a wide range of cooperation topics; and from the point of view of institutional set-up and organizational arrangements, The nature of the GCC cooperation mechanism is that it is a political pragmatic cooperative mechanism based on national interests. National interests and security threats have always been the two most important factors affecting GCC cooperation mechanism.
