【摘要】：聯(lián)合國2030年可持續(xù)發(fā)展議程是一項具有普遍性的、全面性和變革性的發(fā)展議程,需要各國政府、市民社會和私營部門等多個行為體共同努力來實現(xiàn)。但是,由于私營部門本質上追求盈利的性質,國際社會關于私營部門在2030年發(fā)展議程中的地位與貢獻尚存爭議。本文分析了私營部門在2030年發(fā)展議程中的地位,指出私營部門從過去發(fā)展議程的邊緣者成為2030年發(fā)展議程的重要力量,揭示國際籌資體系的變革與2030年發(fā)展議程的轉型目標是私營部門地位提升的重要動因;闡釋了私營部門對2030年發(fā)展議程可能提供的資金貢獻、行為貢獻和創(chuàng)新貢獻;在此基礎上,文章還提出了私營部門實現(xiàn)2030年發(fā)展議程的補充性作用、不平衡參與和模式變革的艱巨性等局限因素,并從政策環(huán)境與自身實踐兩方面提出了改進私營部門對2030年發(fā)展議程作用的政策建議。
[Abstract]:The United Nations Sustainable Development agenda 2030 is a universal, comprehensive and transformative development agenda that requires the joint efforts of multiple actors, including governments, civil society and the private sector... but, Due to the nature of the private sector's profit-seeking nature, there is a debate in the international community about the position and contribution of the private sector in the 2030 development agenda. This paper analyses the position of the private sector in the 2030 development agenda. It is pointed out that the private sector has become an important force in the 2030 development agenda from the fringe of the past development agenda, revealing that the transformation of the international financing system and the transformation goal of the 2030 development agenda are important drivers for the advancement of the private sector; Explaining the potential financial, behavioural and innovative contributions of the private sector to the 2030 development agenda and, on that basis, the complementary role of the private sector in achieving the 2030 development agenda, This paper also puts forward some policy suggestions on improving the role of the private sector in the 2030 development agenda from the aspects of policy environment and its own practice.
