【摘要】：金融危機之后，亞太地區(qū)區(qū)域經(jīng)濟合作正在發(fā)生深刻的變化。茂物目標的擱淺讓APEC這一亞太區(qū)域組織難以在經(jīng)濟合作領(lǐng)域取得良好進展，一些國家開始投身于靈活性更強的雙邊和多邊FTA建設(shè)。首先，“10+1”和“10+3”機制取得豐富的成果，另外，由美國主導的高標準的自由貿(mào)易協(xié)定TPP也越來越受到亞太各國的關(guān)注。美國積極推動TPP談判也有深刻的戰(zhàn)略意圖，它是美國重返亞洲的標志。但是TPP進程不會一帆風順，其高標準性讓亞太地區(qū)大多數(shù)國家望而卻步，，并且關(guān)于最終協(xié)議內(nèi)容的談判也進展緩慢。 中國目前作為世界第二大經(jīng)濟體呈現(xiàn)不斷開放的姿態(tài)，對外FTA也從無到有，到現(xiàn)在已經(jīng)遍及五大洲的15個自由貿(mào)易區(qū)。對于TPP的發(fā)展態(tài)勢，中國應積極關(guān)注，積極應對。文章首先對目前亞太區(qū)域合作現(xiàn)狀進行分析，闡述目前TPP在亞太地區(qū)備受關(guān)注的原因。對日本、韓國以及東盟國家對TPP態(tài)度的分析揭示了TPP未來不會一帆風順，還有很長一段路要走。最后提出中國應該積極拓展目前的對外經(jīng)濟合作，以抵消TPP帶來的不良影響。
[Abstract]:After the financial crisis, the regional economic cooperation in the Asia-Pacific region is undergoing profound changes. The grounding of the Bogor objective makes it difficult for the Asia-Pacific regional organization to make good progress in the field of economic cooperation. Some countries are beginning to engage in more flexible bilateral and multilateral FTA construction. First, the "101" and "103" mechanisms have yielded rich results, and in addition, The TPP, a high standard free trade agreement led by the United States, has also attracted increasing attention from Asia-Pacific countries. The United States also has a profound strategic intention to actively promote the TPP negotiations, which is a symbol of the return of the United States to Asia. But the TPP process will not be smooth sailing. Its high standards have deterred most countries in the Asia-Pacific region, and negotiations on the content of a final agreement have been slow. At present, China, as the world's second largest economy, is constantly opening up, and its external FTA has also grown from scratch. Up to now, China has spread over 15 free trade zones on five continents. China should actively pay attention to the development trend of TPP. First of all, the paper analyzes the current situation of Asia-Pacific regional cooperation and explains the reasons why TPP has attracted much attention in the Asia-Pacific region. The analysis of the attitude of Japan, South Korea and ASEAN countries to TPP reveals that TPP will not be smooth in the future. There is still a long way to go. Finally, it is suggested that China should actively expand its current foreign economic cooperation to offset the adverse effects of TPP.
