【摘要】：韓國是東亞重要的政治經(jīng)濟力量,其所位于的朝鮮半島有著重要的地緣戰(zhàn)略意義。同時,韓國又面臨著復雜的地緣政治環(huán)境,其周邊不但域內(nèi)大國林立,且又有域外大國勢力的介入。千百年來,位于半島之上的歷代民族國家和位于大陸之上的中國歷代封建王朝之間不斷轉(zhuǎn)化著對抗和合作的關系。時至今日,兩方勢力依然沒有擺脫這一宿命。中國做為韓國對外貿(mào)易中最重要的合作伙伴,對韓國經(jīng)濟的影響極為重大。中國作為韓國周邊最重要的國家之一,又對韓國國家安全構成了影響。所以,韓國不得不采取靈活的外交方式,妥善處理和中國的關系。公共外交作為一種新型外交方式,將其運用到對中國的總體外交戰(zhàn)略中,有利于韓國應對當前的亞洲悖論,有利于實現(xiàn)韓國國家利益的最大化。本文通過分析韓國對華開展公共外交的內(nèi)外環(huán)境總結(jié)出其對華公共外交總體戰(zhàn)略之利弊;通過分析韓國對華公共外交的目標,總結(jié)出其短,中,長期三個目標;通過分析韓國對華公共外交的對象,總結(jié)出其中兩個最主要對象;最后通過分析韓國對華公共外交的模式,總結(jié)出其文化外交模式和主動式的外推內(nèi)引模式。并以環(huán)境,目標,對象和模式四點構成韓國對華的公共外交戰(zhàn)略。本文通過評估韓國對華公共外交的短,中,長期三個目標的效果來判斷其公共外交實施之效果。在最后一章,本文根據(jù)整篇所述內(nèi)容,分析韓國對華公共外交對中國開展公共外交的啟示,進而認為,雖然韓國對華公共外交戰(zhàn)略在執(zhí)行主體,模式和目標的規(guī)劃上對中國有相當?shù)慕梃b意義,但是由于韓國與中國在國際和地區(qū)秩序中所扮演的角色,國家的總體外交戰(zhàn)略目標以及國家力量等一系列差異,使得中韓兩國的公共外交戰(zhàn)略也呈現(xiàn)出迥異的特點。中國應該制定出一個符合國家利益的公共外交戰(zhàn)略。
[Abstract]:South Korea is an important political and economic power in East Asia, and its location on the Korean Peninsula has important geo-strategic significance. At the same time, South Korea faces a complex geopolitical environment. And there has been the involvement of foreign powers. For thousands of years, the relations of confrontation and cooperation have been constantly transformed between the national states on the peninsula and the feudal dynasties of China on the mainland. To this day, China, as the most important partner in South Korea's foreign trade, has a great impact on the Korean economy. China is one of the most important countries around South Korea. It also has an impact on South Korea's national security. Therefore, South Korea has to adopt a flexible diplomatic approach to properly handle its relations with China. As a new type of diplomacy, public diplomacy is applied to the overall diplomatic strategy for China. It is helpful for South Korea to deal with the current Asian paradox and to maximize the national interests of Korea. This paper summarizes the advantages and disadvantages of South Korea's overall strategy of public diplomacy with China by analyzing the internal and external environment of South Korea's public diplomacy to China. Through the analysis of the objectives of South Korea's public diplomacy to China, it summarizes its short, medium and long-term objectives, and summarizes two of the most important objects by analyzing the objects of South Korea's public diplomacy to China. Finally, by analyzing the mode of South Korea's public diplomacy to China, the author summarizes its cultural diplomacy model and its active extrapolation model. Object and mode four points constitute South Korea's public diplomacy strategy to China. This paper assesses the effect of Korea's short, medium and long term public diplomacy to judge the effect of its public diplomacy implementation. In the last chapter, Based on the content of the whole article, this paper analyzes the enlightenment of Korean public diplomacy to China, and concludes that, although Korea's public diplomacy strategy towards China is being carried out by the main body, The planning of the models and objectives is of considerable significance to China. However, due to the role played by South Korea and China in the international and regional order, the country's overall diplomatic strategic objectives and national strength are different. The public diplomacy strategy of China and South Korea is also different. China should formulate a public diplomacy strategy in line with the national interests.
