【摘要】：進(jìn)入21世紀(jì)以來(lái),周邊發(fā)展中國(guó)家在中國(guó)外交全局中的地位進(jìn)一步凸顯。在中國(guó)周邊外交思想繼承性發(fā)展、中國(guó)實(shí)力增長(zhǎng)迅速、周邊發(fā)展中國(guó)家自身發(fā)展需求強(qiáng)勁和域外大國(guó)戰(zhàn)略重心轉(zhuǎn)移等因素的共同作用下,中國(guó)與周邊發(fā)展中國(guó)家的合作發(fā)展迅速,并呈現(xiàn)出伙伴關(guān)系網(wǎng)絡(luò)快速發(fā)展、中國(guó)國(guó)際責(zé)任意識(shí)增強(qiáng)、以經(jīng)濟(jì)合作為主和注重項(xiàng)目?jī)?yōu)先的特點(diǎn)。然而,中國(guó)與周邊發(fā)展中國(guó)家的合作也面臨中國(guó)海外利益擴(kuò)大與保護(hù)能力不足、不對(duì)稱(chēng)結(jié)構(gòu)下的認(rèn)知差異擴(kuò)大、領(lǐng)海主權(quán)爭(zhēng)端激化、域外大國(guó)干預(yù)和國(guó)際環(huán)境變化帶來(lái)的諸多問(wèn)題和挑戰(zhàn)。中國(guó)需要把握形勢(shì),主動(dòng)應(yīng)對(duì),強(qiáng)化合作共贏意識(shí),采取有效措施,持續(xù)推進(jìn)與周邊發(fā)展中國(guó)家的合作,為推動(dòng)"一帶一路"建設(shè)和實(shí)現(xiàn)"兩個(gè)一百年"目標(biāo)營(yíng)造良好的周邊環(huán)境。
[Abstract]:Since the beginning of the 21st century, the position of neighboring developing countries in the overall situation of China's diplomacy has been further highlighted. In the inherited development of China's neighboring diplomatic ideology, China's strength has grown rapidly. Under the joint action of the strong demand for development of neighboring developing countries and the shift of strategic focus of foreign powers, the cooperation between China and neighboring developing countries has developed rapidly, and the partnership network has developed rapidly. China has become more aware of its international responsibilities, has focused on economic cooperation and given priority to projects. However, China's cooperation with neighboring developing countries is also facing the expansion of China's overseas interests and insufficient capacity to protect them. Under asymmetrical structure, cognitive differences are enlarged, sovereignty disputes in territorial waters are intensified, problems and challenges brought about by the intervention of foreign powers and changes in the international environment. China needs to grasp the situation, take the initiative to deal with it, strengthen the awareness of win-win cooperation, and take effective measures. Continue to promote cooperation with neighboring developing countries to create a favorable surrounding environment for promoting the construction and realization of the "two hundred years" objectives of Belt and Road.
