【摘要】：對外援助是國際政治和經(jīng)濟(jì)中的一個重要的領(lǐng)域,是國家或者國際組織內(nèi)部政治經(jīng)濟(jì)的外延,是其維護(hù)政治經(jīng)濟(jì)利益,實(shí)現(xiàn)戰(zhàn)略目標(biāo),樹立道德形象的重要平臺。中國作為最大的發(fā)展中國家,始終把加強(qiáng)同非洲國家在內(nèi)的發(fā)展中國家的友好合作作為外交政策的基石,對非援助是中國對外關(guān)系的一個重要方面。歐盟是國際上最大的對外援助集團(tuán),其借助歷史慣性,通過對非援助延續(xù)并擴(kuò)大在政治,經(jīng)濟(jì)等領(lǐng)域?qū)Ψ侵迖业挠绊�。對非援助問題是中歐關(guān)系中的一個新的重要領(lǐng)域,中歐在對非援助問題上的發(fā)展趨勢對解決非洲的穩(wěn)定與發(fā)展、實(shí)現(xiàn)聯(lián)合國千年發(fā)展目標(biāo)以及中歐全面戰(zhàn)略性伙伴關(guān)系有著重大的影響。本文以對外援助為視角,對中歐雙方在對非援助問題上的分歧和合作進(jìn)行了分析。著重分析了中歐雙方在對非援助問題上開展合作的動因和障礙,并對今后中歐雙方在對非援助合作提出了具體的建議。 本文首先以對外援助作為切入點(diǎn),分別針對中國和歐盟對非援助的援助以及各自模式做了歷史梳理和簡單比較。中歐雙方援助非洲都經(jīng)歷了不同的階段,分析了雙方對非援助政策的起始,調(diào)整和發(fā)展階段,并比較了雙方在不同援助非洲政策指導(dǎo)下的對非援助的共性與分歧。其次,分析了中歐雙方在對非援助的空間及局限。認(rèn)為雖然中國和歐盟雙方不太相同的援助模式,但是中歐雙方在對非援助上能夠開展合作主要得益于中歐雙方在對非援助問題上具有共同利益和互補(bǔ)利益,并且受到了全球性問題的挑戰(zhàn)和合作觀念認(rèn)同的推動以及實(shí)現(xiàn)中歐全面戰(zhàn)略伙伴關(guān)系的需要。再次,本文以中歐雙方在蘇丹達(dá)爾富爾問題和剛果金沖突的分歧與合作為例闡述了中歐雙方在該問題認(rèn)識上的分歧,以及為非洲提供人道主義援助等合作的實(shí)踐。最后,從中歐雙方對非洲援助的合作現(xiàn)狀來看,雙方存在著巨大的合作潛力,中國和歐盟在對非援助上不是“零和博弈”。雖然援非的“中國模式”和“歐盟模式”存在分歧,但是雙方在非洲也存在廣泛的利益交匯點(diǎn),在援非問題上,雙方應(yīng)該超越彼此的分歧,建立一種更為開放的、合作的、共贏的方式達(dá)成利益的共享而不是沖突的持續(xù),爭取在推動非洲發(fā)展進(jìn)程中實(shí)現(xiàn)各方利益的共贏。
[Abstract]:Foreign aid is an important field in international politics and economy, the extension of politics and economy within a country or an international organization, and the maintenance of political and economic interests and the realization of a strategic goal. As the largest developing country, China has always taken the strengthening of friendly cooperation with developing countries, including African countries, as the cornerstone of its foreign policy. Aid to Africa is an important aspect of China's foreign relations. The EU is the largest foreign aid group in the world. The impact of economic and other fields on African countries. The issue of aid to Africa is a new and important area in China-EU relations. The development trend of China and the EU on the issue of aid to Africa will solve the problem of stability and development in Africa. The achievement of the Millennium Development goals of the United Nations and the comprehensive strategic partnership between China and the EU have a significant impact. This paper analyzes the differences and cooperation between the two sides on the issue of aid to Africa, and emphatically analyzes the motives and obstacles of the cooperation between the two sides on the issue of aid to Africa, and puts forward concrete suggestions for the future cooperation between the two sides in the field of aid to Africa. In this paper, first of all, with foreign aid as the starting point, the history of China and the European Union's aid to Africa and their respective models are reviewed and compared. Both China and Europe have experienced different stages of aid to Africa. This paper analyzes the initiation, adjustment and development stages of bilateral aid policies to Africa, and compares the similarities and differences between the two sides under the guidance of different aid policies for Africa. Secondly, This paper analyzes the space and limitation of China-EU aid to Africa. Although China and the EU do not share the same aid model, However, the cooperation between China and the EU in aid to Africa is mainly due to the common interests and complementary interests of the two sides on the issue of aid to Africa. And has been driven by the challenges of global issues and the recognition of the concept of cooperation, as well as the need to realize the comprehensive strategic partnership between China and the EU. Again, Taking the differences and cooperation between the two sides on the Darfur issue in the Sudan and the DRC conflict as an example, this paper expounds the differences in the understanding of this issue between the two sides, as well as the practice of cooperation in providing humanitarian assistance to Africa. Finally, Judging from the current situation of China-EU cooperation in aid to Africa, there is enormous potential for cooperation between the two sides. China and the EU are not "zero-sum game" in aid to Africa. Although there are differences between the "China model" and "EU model" in aid to Africa, But there is also a broad convergence of interests between the two sides in Africa. On the issue of aid to Africa, the two sides should transcend their differences and establish a more open, cooperative and win-win way to achieve benefit-sharing rather than the continuation of the conflict. We will strive to achieve win-win results for all parties in the process of promoting the development of Africa.
