美國(guó)核心價(jià)值觀對(duì)外傳播及其對(duì)中國(guó)的啟示

【摘要】:核心價(jià)值觀是一國(guó)文化軟實(shí)力的核心與靈魂。推動(dòng)核心價(jià)值觀的對(duì)外傳播,是增強(qiáng)國(guó)家文化軟實(shí)力、維護(hù)國(guó)家文化安全、塑造良好國(guó)家形象、提升國(guó)家綜合國(guó)力的重要舉措。當(dāng)今世界各主要大國(guó)為取得綜合國(guó)力競(jìng)爭(zhēng)的優(yōu)勢(shì),都非常重視本國(guó)核心價(jià)值觀的對(duì)外傳播。美國(guó)作為世界上最大的發(fā)達(dá)資本主義國(guó)家,在核心價(jià)值觀外傳播的渠道、方式、途徑等方面積累了許多經(jīng)驗(yàn),也留下了不少教訓(xùn)。批判地吸收和借鑒美國(guó)核心價(jià)值觀對(duì)外傳播的經(jīng)驗(yàn)和教訓(xùn),將有助于構(gòu)建全方位、多層次、寬領(lǐng)域的當(dāng)代中國(guó)價(jià)值觀念對(duì)外傳播格局,推動(dòng)當(dāng)代中國(guó)價(jià)值觀念走向世界。美國(guó)核心價(jià)值觀對(duì)外傳播歷經(jīng)冷戰(zhàn)前的“理想主義外交”、冷戰(zhàn)期間的“自由”和“民主”的燈塔以及冷戰(zhàn)后“美國(guó)式的自由與民主價(jià)值觀”的推廣等不同階段,其戰(zhàn)略考量主要在于增強(qiáng)美國(guó)文化軟實(shí)力、擴(kuò)展美國(guó)價(jià)值觀同盟、維護(hù)美國(guó)全球戰(zhàn)略利益。美國(guó)通過(guò)輸出文化產(chǎn)品、進(jìn)行核心價(jià)值觀教育、利用大眾傳媒傳播、開展價(jià)值觀外交、發(fā)揮跨國(guó)公司和非政府組織的作用等方式進(jìn)行核心價(jià)值觀對(duì)外傳播。美國(guó)核心價(jià)值觀對(duì)外傳播既有經(jīng)驗(yàn)也有教訓(xùn),經(jīng)驗(yàn)主要在于:利用雄厚的經(jīng)濟(jì)科技優(yōu)勢(shì)、構(gòu)建發(fā)達(dá)的對(duì)外傳播體系、搶占價(jià)值體系制高點(diǎn)、掌握國(guó)際話語(yǔ)權(quán);其教訓(xùn)主要有:推廣“普世價(jià)值”造成思想混亂與文化沖突、利用核心價(jià)值觀肆意干涉別國(guó)內(nèi)政導(dǎo)致他國(guó)政權(quán)動(dòng)蕩、通過(guò)軍事手段推廣核心價(jià)值觀帶來(lái)諸多災(zāi)難后果。在批判地吸收和借鑒美國(guó)核心價(jià)值觀對(duì)外傳播的經(jīng)驗(yàn)和教訓(xùn)的基礎(chǔ)上,本文提出我國(guó)社會(huì)主義核心價(jià)值觀對(duì)外傳播的基本思路和對(duì)策:即提倡世界文明多樣性;堅(jiān)定文化自信;加大硬實(shí)力建設(shè);構(gòu)建強(qiáng)大的核心價(jià)值觀對(duì)外傳播體系。
[Abstract]:Core values are the core and soul of a country's cultural soft power. To promote the spread of core values, is to enhance the national cultural soft power, to safeguard national cultural security, create a good image of the country, an important measure to enhance the comprehensive national strength in the world. The major powers to obtain comprehensive national competition advantage, attaches great importance to foreign the dissemination of their core values. The United States as the world's largest developed capitalist countries, the concept of external communication channels in the core value, the way has accumulated a lot of experience, but also left a lot of lessons. Critically absorb and learn from the American core values of external communication experience and lessons will help the construction of all-round, multi-level, contemporary China values spread pattern of a wide range of areas, promoting contemporary China values to the world. The core values of the United States and abroad after the cold Before the war the "idealism", during the cold war, the "freedom" and "democracy" and "the lighthouse after the cold war, American style freedom and democratic values" to promote the different stages of the main strategic considerations is to enhance the soft power of American culture, the spread of American values alliance, maintain global strategic interests. The United States through the United States export of cultural products, the core values of education, the use of mass media, to carry out the values diplomacy, multinational companies and NGOs to play the role to the core values of external communication. American core values spread both experience and lessons, experience mainly lies in: the use of strong economic and technological advantages, the construction of foreign the communication system developed, to seize the commanding heights of value system, master the international discourse; the main lessons: the promotion of "universal value" caused by the confusion of ideas and cultural conflict, The core values of wantonly interfere in the internal affairs led to his regime unrest, through military means to promote the core values have many consequences of the disaster. Based on critical absorption and learning the core values of external communication experiences and lessons, this paper puts forward some basic ideas and Countermeasures of China's socialist core value concept of external communication: to promote the diversity of world civilization; strengthen cultural self-confidence; strengthen hard power construction; construction of strong core values of external communication system.
