【摘要】：國際舞臺上,政府話語沖突包括各國政府彼此之間對話溝通過程中所發(fā)生的動態(tài)的話語沖突,也包括靜態(tài)的沖突性話語。政府話語沖突發(fā)生在第一軌道(政府之間)與第二軌道(第三方機制如大眾傳媒),二軌的話語反映并且影響一軌的行動。話語沖突的過程實質(zhì)上是不同國家間利益、權(quán)力的平衡與再平衡的過程,不同國家(地區(qū))發(fā)起話語沖突時所考慮的因素不同,而且具有不同的議程設置能力,一軌權(quán)勢的不平衡決定了二軌不同國家(地區(qū))傳媒的牽制力不同。話語沖突的解決只有切實影響到國際行為主體的行為時,話語背后的權(quán)力才開始生效,并作用于已有的將權(quán)力固化的規(guī)則,從而對國際規(guī)則進行重建。
[Abstract]:On the international stage, government discourse conflicts include dynamic discourse conflicts that occur in the process of dialogue and communication among governments. The conflict of government discourse takes place between track one (between governments) and track 2 (third party mechanism such as mass media), the discourse of track 2 reflects and influences the actions of track one. The process is essentially in the interest of different countries, The process of balancing and rebalancing power, different countries (regions) have different factors when they initiate discourse conflicts, and have different ability to set the agenda. The imbalance of power determines that different countries (regions) have different restraining power. Only when the solution of discourse conflict affects the behavior of the international actors can the power behind the discourse come into effect. And act on the existing rules to solidify the power, so as to rebuild the international rules.
