【摘要】：本文的研究問題是:在國際體系這樣一個無政府的自助體系里,為什么還有二十多個國家沒有正規(guī)軍隊?這些國家既沒有通過自助發(fā)展自身的軍事力量,也沒有與它國正式結盟制衡大國,但是它們卻依然長期生存了下來。這一現(xiàn)象的大量存在,是主流的結構現(xiàn)實主義理論所無法解釋的“反�！笔吕�。論文主要就這一現(xiàn)象進行研究。通過對無正規(guī)軍隊國家進行統(tǒng)計分析、分類比較,可以發(fā)現(xiàn),它們主要集中分布在三個地區(qū):大洋洲南太平洋地區(qū)、北美洲加勒比海地區(qū)、歐洲內陸地區(qū)。在地區(qū)分類基礎上通過進一步的分析,可發(fā)現(xiàn)這些國家之所以沒有正規(guī)軍隊,主要是基于其地理位置、地區(qū)權力結構、殖民地歷史記憶與國際規(guī)范的原因。整體上,地理位置主要表現(xiàn)為島國或內陸國,而且這些不發(fā)展軍事力量的國家中,島國占據了大部分;殖民地歷史記憶則基本上是這些國家的共同歷史烙印,并深深地影響著它們國家發(fā)展軍隊的選擇;主權國際規(guī)范的不斷發(fā)展完善,使這些國家的威脅感知降低,對不發(fā)展軍事力量產生了規(guī)范和制約的作用;地區(qū)權力結構主要呈現(xiàn)為單極和兩極或多極的結構特點。其中,地區(qū)權力結構的重要性較為突出,單極、兩極或多極的地區(qū)權力結構能夠影響小國的安全認知和威脅感。論文在地區(qū)分類基礎上,對地區(qū)權力結構進行了比較研究,發(fā)現(xiàn)總體上單極的地區(qū)權力結構對國家不發(fā)展軍事力量的影響比較大。此外,地理因素始終占據著基礎性的地位和作用。這些國家在上述因素的疊加作用下,沒有發(fā)展軍事力量,但是它們反而成為世界上相對安全的國度。論文的這一研究豐富了我們對國際政治的理解,凸顯出現(xiàn)實主義理論在實踐中的不足,也為建構更加豐滿的國際政治理論提供啟發(fā)。
[Abstract]:The question of this paper is: in an anarchic self-help system like the international system, why do more than 20 countries have no regular troops? These countries have not developed their own military power through self-help, nor have they formally aligned themselves with other countries to counterbalance the great powers, but they have survived for a long time. Is an "abnormal" case that the mainstream structural realism theory cannot explain. This phenomenon is mainly studied in this paper. Through statistical analysis, classification and comparison of countries without regular military forces, we can find that, They are mainly concentrated in three regions: Oceania in the South Pacific, the Caribbean in North America, inland in Europe. Further analysis on the basis of regional classification reveals that these countries do not have regular military forces. Mainly because of their geographical location, regional power structure, colonial historical memory and international norms. Overall, geographical location is mainly manifested as an island country or a landlocked country, and among these countries that do not develop military power, The island countries occupied the majority; the colonial historical memory was basically a common historical mark of these countries and deeply influenced their choice of military development; and the continuous development of sovereign international norms, This reduces the perception of threats in these countries and has a normative and restrictive effect on the non-development of military forces. Regional power structures are characterized mainly by unipolar and bipolar or multipolar structures. Among them, the importance of regional power structures is more prominent. Unipolar, bipolar or multipolar regional power structure can affect the security perception and threat of small countries. Based on regional classification, this paper makes a comparative study of regional power structure. It is found that the overall unipolar regional power structure has a greater impact on the state's failure to develop military power. In addition, geographical factors have always occupied a fundamental position and role. Military forces have not been developed, but they have become relatively safe countries in the world. This study enriches our understanding of international politics and highlights the shortcomings of realism in practice. It also provides inspiration for the construction of fuller international political theory.
