【摘要】：美國作為當(dāng)今世界上唯一的超級大國，與世界各國在政治經(jīng)濟(jì)文化等各方面的融合與交流密切。在這一融合交流的歷史潮流之中，美國以國務(wù)院外事機構(gòu)為主體的駐外外交人員隊伍，對于推進(jìn)和維護(hù)美國的國家利益、促進(jìn)與各國的交流、保護(hù)美國公民在海外的合法權(quán)益等方面，發(fā)揮著至關(guān)重要的作用。根據(jù)美國國務(wù)院的公開數(shù)據(jù)，目前有將近11500名駐外外交人員在海外執(zhí)行美國外交政策，幫助在國外的美國公民，維護(hù)美國的國家利益。管理如此龐大的駐外外交人員隊伍和眾多的使領(lǐng)館等需要科學(xué)合理的制度建設(shè)和框架設(shè)置。本文試圖探討美國駐外外交人員的管理制度，，包括行政管理機構(gòu)設(shè)置、駐外外交人員選拔和管理、法律制度的創(chuàng)設(shè)等方面。梳理研究美國的制度設(shè)置和演進(jìn)過程，對我國外交管理制度建設(shè)的借鑒創(chuàng)新，進(jìn)一步推動改革開放事業(yè)深入發(fā)展，更好地讓外交為國內(nèi)經(jīng)濟(jì)建設(shè)大局服務(wù)，更加廣泛深入的與世界開展交流具有重要的啟發(fā)意義。
[Abstract]:As the only superpower in the world today, the United States is closely related to the political, economic, cultural and other aspects of political, economic and cultural integration and exchanges with other countries in the world. The foreign diplomatic staff of the United States, with the State Department foreign affairs agency as the main body, will promote and safeguard the national interests of the United States, promote exchanges with other countries, and protect the legitimate rights and interests of American citizens overseas. It has a vital role to play. According to public data from the United States Department of State, there are currently nearly 11500 foreign diplomats working on American foreign policy to help American citizens abroad. To safeguard the national interests of the United States and to manage such a large contingent of foreign diplomatic personnel and numerous embassies and consulates, it is necessary to establish a scientific and reasonable system and to set up a framework. This paper attempts to discuss the management system of American diplomatic personnel stationed abroad. Including the establishment of administrative organs, the selection and management of diplomatic personnel stationed abroad, the creation of legal system, and so on. It is of great significance to further promote the development of the cause of reform and opening up, better let diplomacy serve the overall situation of domestic economic construction, and conduct more extensive and in-depth exchanges with the world.
