【摘要】：本文通過對有關(guān)歷史當(dāng)事人的著述資料和美日兩國政府解密檔案的互證研究,闡明核密約問題①在美日返還沖繩施政權(quán)談判過程中產(chǎn)生的根源及其對美日關(guān)系發(fā)展的影響。在返還沖繩施政權(quán)談判的過程中,美國政府始終追求通過簽署秘密協(xié)定的方式解決緊急事態(tài)時期在沖繩重新部署核武器問題。日本政府的立場則從最初堅持"撤除核武器、沖繩基地與本土基地相同、不締結(jié)特別協(xié)定或秘密協(xié)定",逐漸轉(zhuǎn)向接受美國政府的各項要求。此乃美日核密約問題產(chǎn)生的根源。佐藤榮作首相的秘密外交路線,決定了若泉敬的特定作用。返還沖繩施政權(quán)以后,駐沖繩美軍基地的地位與功能并沒有發(fā)生根本性質(zhì)的變化。伴隨著美國海軍航空母艦戰(zhàn)斗群將橫須賀基地作為母港,直到冷戰(zhàn)終結(jié),美日兩國政府都是將搭載核武器的美軍艦船進(jìn)入日本領(lǐng)海作為"事前協(xié)商"的例外事項處理的。美日安保體制中的"事前協(xié)商"制度和日本政府的"無核三原則"日益空洞化。
[Abstract]:In this paper, the author studies the historical parties' writings and the archives declassified by the governments of the United States and Japan. Clarifying the root causes of the nuclear secret treaty issue 1 in the negotiation process of the return of the United States and Japan to Okinawa and its impact on the development of US-Japan relations. The United States Government has always sought to resolve the issue of the redeployment of nuclear weapons in Okinawa during the emergency period through the signing of a secret agreement. Instead of concluding special or secret agreements, they gradually turned to accepting the demands of the United States Government. This is the root cause of the issue of the US-Japan nuclear secret treaty. After returning the Okinawa regime, the status and functions of the US military base in Okinawa have not undergone a fundamental qualitative change. With the United States Navy aircraft carrier battle group using the Yokosuka base as its home port, Until the end of the Cold War, Both governments of the United States and Japan have treated the entry of US military vessels carrying nuclear weapons into Japanese territorial waters as an exception to "prior consultation", and the "prior consultation" system in the US-Japan security system and the "three non-nuclear principles" of the Japanese government have become increasingly empty.
