【摘要】：2000年初,普京當(dāng)選為俄羅斯總統(tǒng),俄羅斯進(jìn)入了一個(gè)新的發(fā)展時(shí)期。普京擔(dān)任俄羅斯總統(tǒng)期間,制定并實(shí)施了一系列卓有成效并符合俄羅斯國(guó)情的外交戰(zhàn)略,造就了俄羅斯如今舉足輕重的國(guó)際地位,實(shí)現(xiàn)了新的民族復(fù)興。普京時(shí)期的俄羅斯外交政策是在國(guó)際國(guó)內(nèi)都處于急劇變革的時(shí)期形成的,它不僅對(duì)俄羅斯發(fā)展有重要意義,而且深刻地影響了國(guó)際關(guān)系。即便是普京卸任后的今天,其外交戰(zhàn)略仍然指引著俄羅斯的外交發(fā)展方向。因此,普京的外交戰(zhàn)略成為中外學(xué)者研究的重要課題。 本文在掌握和參考大量資料的基礎(chǔ)上,以馬克思主義唯物史觀為指導(dǎo),運(yùn)用史學(xué)及國(guó)際關(guān)系學(xué)相關(guān)理論,闡述普京外交戰(zhàn)略的內(nèi)容、戰(zhàn)略成因、及其對(duì)后普京時(shí)代俄羅斯外交決策的影響。試圖通過(guò)對(duì)普京外交戰(zhàn)略的研究,揭示俄羅斯外交政策的真實(shí)意圖及未來(lái)的發(fā)展方向。 本文共分為三部分： 第一部分,闡述普京外交戰(zhàn)略的內(nèi)涵。這部分包括三方面內(nèi)容：其一是對(duì)普京外交戰(zhàn)略的整體發(fā)展脈絡(luò)進(jìn)行梳理；其二是對(duì)普京外交戰(zhàn)略在特定區(qū)域和國(guó)家的具體實(shí)踐進(jìn)行描述；其三是對(duì)普京外交戰(zhàn)略的特點(diǎn)進(jìn)行總結(jié)。 第二部分,論述普京外交戰(zhàn)略的成因,分別從俄羅斯面臨的國(guó)內(nèi)外局勢(shì)、俄羅斯的地緣傳統(tǒng)及普京個(gè)人因素等角度入手,全面分析影響普京外交戰(zhàn)略形成的各類因素。 第三部分,分析普京外交戰(zhàn)略的影響,分別從普京外交戰(zhàn)略對(duì)現(xiàn)代國(guó)際關(guān)系的影響、對(duì)俄羅斯本國(guó)外交決策的影響兩方面進(jìn)行評(píng)價(jià),并通過(guò)對(duì)后普京時(shí)代俄羅斯外交戰(zhàn)略的分析,尋求梅德韋杰夫?qū)ζ站┩饨粦?zhàn)略的繼承和創(chuàng)新之處。
[Abstract]:In early 2000, Putin was elected president of Russia, and Russia entered a new period of development. During his term as Russian president, Putin formulated and implemented a series of fruitful diplomatic strategies that are consistent with Russia's national conditions. The Russian foreign policy during Putin's time was formed during a period of rapid changes both at home and abroad. It is not only of great significance to Russia's development, Even after Putin leaves office, his diplomatic strategy still guides Russia's diplomatic development direction. Therefore, Putin's diplomatic strategy has become an important topic for Chinese and foreign scholars to study. On the basis of mastering and referring to a large number of materials, this paper, guided by Marxist historical materialism and using the relevant theories of historiography and international relations, expounds the contents and causes of Putin's diplomatic strategy. This paper attempts to reveal the true intention of Russian foreign policy and its future development direction through the study of Putin's diplomatic strategy. This paper is divided into three parts:. The first part expounds the connotation of Putin's diplomatic strategy, which includes three aspects: first, combing the overall development of Putin's diplomatic strategy; The second is to describe the specific practice of Putin's diplomatic strategy in specific regions and countries, and the third is to summarize the characteristics of Putin's diplomatic strategy. The second part discusses the causes of Putin's diplomatic strategy and analyzes all kinds of factors that affect Putin's diplomatic strategy from the angles of Russia's domestic and foreign situation, Russia's geographical tradition and Putin's personal factors. In the third part, the influence of Putin's diplomatic strategy is analyzed and evaluated from two aspects: the influence of Putin's diplomatic strategy on modern international relations and the influence of Russia's own diplomatic decision-making. Based on the analysis of Russian diplomatic strategy in post-Putin era, Medvedev's inheritance and innovation to Putin's diplomatic strategy are sought.
