【摘要】：聯(lián)合國千年發(fā)展目標(MDGs)緣起于20世紀90年代的一系列聯(lián)合國峰會,歷經(jīng)經(jīng)濟合作與發(fā)展組織的發(fā)展援助委員會(OECD/DAC)發(fā)布的《塑造21世紀》報告提出的"國際發(fā)展目標",并通過2000年《聯(lián)合國千年宣言》和2001年《執(zhí)行聯(lián)合國千年宣言的路線圖》予以正式確認,并由2002年《蒙特雷共識》和2005年世界首腦峰會《成果文件》加以豐富和完善。本文突出強調(diào),MDGs并非單純地緣起于聯(lián)合國千年峰會:一方面,其全球共識性基礎(chǔ)在于20世紀90年代所召開的一系列聯(lián)合國峰會所達成的諸多行動方案,這促進了MDGs的全球性廣泛認同;另一方面,OECD/DAC提出的"國際發(fā)展目標"也對MDGs有著重要影響,體現(xiàn)了MDGs形成塑造過程中的大國主導(dǎo)性和以"援助國為中心"的特征。目前,關(guān)于制定2015年后國際發(fā)展議程的討論已進入關(guān)鍵階段,能否夯實新目標的全球共識性基礎(chǔ)以及能否避免大國主導(dǎo)性,對于構(gòu)建更加平等均衡的新型全球發(fā)展伙伴關(guān)系將至關(guān)重要。
[Abstract]:The United Nations Millennium Development goals (MDGs) originated in a series of UN summits in 1990s. The "International Development goals" set out in the "shaping 21th century" report issued by the Development Assistance Committee of the Organization for Economic Cooperation and Development (OECD / DAC) and through the United Nations Millennium Declaration of 2000 and the implementation of the United Nations Millennium Declaration of 2001. The road map was formally confirmed, Enriched and refined by the Monterrey consensus of 2002 and the outcome document of the World Summit of 2005. This paper highlights that the MDGs do not originate solely from the UN Millennium Summit: on the one hand, Its global consensus is based on a series of UN summits held in 1990s, which promoted the global recognition of the MDGs. On the other hand, the "international development goals" proposed by OECD / DAC also have an important impact on the MDGs, reflecting the characteristics of the dominant power and the "donor center" in the shaping process of the MDGs. The discussion on the elaboration of the international development agenda beyond 2015 has entered a critical stage, whether the global consensual basis for the new goals can be consolidated and the dominance of the major Powers can be avoided, It will be crucial to build a new, more equitable and balanced global partnership for development.
