【摘要】：非洲國(guó)家自獨(dú)立后的發(fā)展道路歷經(jīng)坎坷，近期經(jīng)濟(jì)發(fā)展又有起色。圍繞非洲國(guó)家的發(fā)展經(jīng)歷，學(xué)術(shù)界和政策界都有激烈爭(zhēng)論，集中圍繞究竟是內(nèi)因還是外因從根本上決定了這一現(xiàn)象。必須承認(rèn)的是，純粹的內(nèi)因論或外因論都有失偏頗，而當(dāng)前結(jié)合內(nèi)外因的理論解釋又不夠有說(shuō)服力。作者認(rèn)為，新近出現(xiàn)的“發(fā)展—安全關(guān)聯(lián)”理論可有效改善這一理論貧乏。“發(fā)展—安全關(guān)聯(lián)”理論探討國(guó)內(nèi)經(jīng)濟(jì)發(fā)展關(guān)切和外部利益關(guān)切的不同組合及其影響，從而產(chǎn)生了非洲國(guó)家的三種不同發(fā)展道路選擇：發(fā)展優(yōu)先，安全優(yōu)先，抑或嘗試實(shí)現(xiàn)發(fā)展與安全的平衡進(jìn)而左右搖擺。這三種道路選擇在非洲都有明確的體現(xiàn)。為凸顯內(nèi)外因素結(jié)合的不同影響，本文基于經(jīng)濟(jì)結(jié)構(gòu)、資源稟賦、國(guó)家戰(zhàn)略地位等基本特征的相似性，選取尼日利亞、安哥拉和蘇丹三國(guó)作案例比較研究，，以觀察內(nèi)外因素的不同組織如何對(duì)具備相似基本特征的非洲國(guó)家的發(fā)展道路選擇產(chǎn)生影響，并導(dǎo)致完全不同的發(fā)展后果的。本文認(rèn)為，對(duì)仍處于較低經(jīng)濟(jì)發(fā)展水平的非洲國(guó)家而言，發(fā)展優(yōu)先道路或許更為適合，這就要求非洲國(guó)家對(duì)內(nèi)堅(jiān)持發(fā)展優(yōu)先、對(duì)外尋找更多合作伙伴緩解單向依賴；鑒于此，中國(guó)也需要秉承發(fā)展優(yōu)先思維，與非洲共享中國(guó)的發(fā)展經(jīng)驗(yàn)，促進(jìn)中非關(guān)系的可持續(xù)發(fā)展。
[Abstract]:African countries since independence the development road of ups and downs, the recent economic development and improvement. Around the development of African countries experience, academic and policy circles have a fierce debate, focusing on whether internal or external to this phenomenon fundamentally. It must be acknowledged that the internal and external causes of the pure theory or both biased, and combined with the current theory of internal and external causes are not convincing. The author believes that the newly emerging "development - Security Association" theory can effectively improve the poor. This theory of "development security association" theory to explore the different combination of domestic economic development concerns and external interests concern and influence, resulting in the three different development path choice of African countries: development priorities, safety first, or try to realize the safety and development of the balance and swing. The three roads in Africa have Clearly reflected. Different influence highlights combined the internal and external factors, based on the economic structure, resource endowment, similarity, the basic characteristics of national strategic position of Angola and Sultan from Nigeria, three case comparative study, development in different groups of internal and external factors to similar basic features of the fabric have the choice of African countries have an impact, and led to the development of a completely different consequences. This paper argues that, on is still at a relatively low level of economic development of African countries, giving priority to the development of road may be more suitable, which requires the African countries to adhere to the priority development, looking for more foreign partners to ease the one-way dependence; in view of this, Chinese also need to uphold the development priority thinking, sharing development experiences with African Chinese, promote the sustainable development of China Africa relations.
