【摘要】：新時(shí)期,隨著中國(guó)綜合國(guó)力的不斷增強(qiáng),中國(guó)在全球范圍內(nèi)的吸引力和影響力逐步提升,中國(guó)社會(huì)的未來走向越來越受到國(guó)際社會(huì)的關(guān)注,中國(guó)在世界格局中扮演的角色也越來越重要。作為負(fù)責(zé)任的大國(guó),以胡錦濤為代表的中國(guó)新一代領(lǐng)導(dǎo)人站在時(shí)代發(fā)展和人類進(jìn)步的高度、從全人類的共同利益和本國(guó)人民的根本利益出發(fā),提出了構(gòu)建“和諧世界”的新理念。從2005年4月,胡錦濤在雅加達(dá)亞非峰會(huì)上首次提出“和諧世界”理念,到2005年9月,胡錦濤在聯(lián)合國(guó)成立60周年首腦會(huì)議上對(duì)“和諧世界”理念進(jìn)行了全面系統(tǒng)的闡述,再到2007年,在舉世矚目的黨的第十七次代表大會(huì)上,胡錦濤總書記對(duì)“和諧世界”理念的內(nèi)涵及實(shí)現(xiàn)途徑進(jìn)行了全面精辟的論述。經(jīng)短短幾年的實(shí)踐探索,“和諧世界”理念已經(jīng)發(fā)展成較為完整成熟的理論體系,并逐漸達(dá)成廣泛共識(shí)。 “和諧世界”理念是我國(guó)國(guó)內(nèi)政治發(fā)展在國(guó)際政治領(lǐng)域的反映和深化,是新時(shí)期指導(dǎo)對(duì)外實(shí)踐和處理國(guó)際關(guān)系的新方針,是我國(guó)近階段對(duì)外戰(zhàn)略的新概括,是當(dāng)前國(guó)際關(guān)系的重大理論創(chuàng)新。它具有深刻的時(shí)代背景、深厚的理論淵源、豐富的科學(xué)內(nèi)涵以及重要的理論價(jià)值和現(xiàn)實(shí)意義。 “和諧世界”的構(gòu)建不是一蹴而就的短期行為,它是一個(gè)由量到質(zhì)、由低到高、由片面到全面的曲折的發(fā)展過程。雖然,當(dāng)前世界霸權(quán)主義和強(qiáng)權(quán)政治依然存在,傳統(tǒng)安全與非傳統(tǒng)安全威脅相互交織,貧富差距不斷拉大等問題使和諧世界的實(shí)現(xiàn)遇到了障礙,但是,經(jīng)濟(jì)全球化、政治格局多極化的深入發(fā)展以及世界人民對(duì)國(guó)際關(guān)系民主化、世界文明多樣化的迫切追求為構(gòu)建和諧世界創(chuàng)造了現(xiàn)實(shí)可能性。因此,只要我們?cè)谧裱瓨?gòu)建和諧世界基本原則的基礎(chǔ)上,堅(jiān)持以聯(lián)合國(guó)憲章與和平共處五項(xiàng)原則為指導(dǎo),堅(jiān)持以構(gòu)建國(guó)內(nèi)和諧社會(huì)為基礎(chǔ),堅(jiān)持以大國(guó)是關(guān)鍵、周邊是首要、發(fā)展中國(guó)家是基礎(chǔ)、多邊合作是舞臺(tái)的外交總布局為著力點(diǎn),堅(jiān)持與各國(guó)建立共同利益基礎(chǔ)為保證,就一定能促進(jìn)“和諧世界”的最終實(shí)現(xiàn)。
[Abstract]:In the new era, with the continuous enhancement of China's comprehensive national strength, China's attractiveness and influence on a global scale have gradually increased, and the future direction of Chinese society has attracted more and more attention from the international community. As a responsible big country, China's new generation of leaders, represented by Hu Jintao, stand at the height of the development of the times and the progress of mankind. Proceeding from the common interests of all mankind and the fundamental interests of our own people, we put forward a new idea of building a "harmonious world." from April 2005, Hu Jintao first put forward the idea of "harmonious world" at the Asian-African Summit in Jakarta, until September 2005. Hu Jintao gave a comprehensive and systematic exposition on the concept of a "harmonious world" at the summit meeting on the 60th anniversary of the founding of the United Nations. By 2007, at the 17th Congress of the Party, which attracted worldwide attention, General Secretary Hu Jintao has made a comprehensive and incisive exposition on the connotation and realization of the concept of "harmonious world". After a few short years of practical exploration, the concept of "harmonious world" has developed into a relatively complete and mature theoretical system. And gradually reached a broad consensus. The concept of "harmonious world" is the reflection and deepening of China's domestic political development in the international political field, the new policy of guiding foreign practice and handling international relations in the new period, and the new summary of China's foreign strategy in the near future. It has profound background, profound theoretical origin, rich scientific connotation, important theoretical value and practical significance. The construction of a "harmonious world" is not a short-term act that can be accomplished overnight. It is a tortuous process of development from quantity to quality, from low to high, from one-sided to comprehensive. Although, the current world hegemonism and power politics still exist. Traditional security and non-traditional security threats are intertwined, and the gap between the rich and the poor is widening. The realization of a harmonious world has encountered obstacles. However, economic globalization, The deep development of the multipolarization of the political pattern and the democratization of international relations among the people of the world and the urgent pursuit of the diversity of world civilization have created the realistic possibility for building a harmonious world. As long as we adhere to the basic principles of building a harmonious world, we should be guided by the United Nations Charter and the five principles of peaceful coexistence, adhere to the foundation of building a harmonious domestic society, insist that the major powers are the key, and that the periphery is the first. Developing countries are the foundation, multilateral cooperation is the overall diplomatic layout of the stage as the focus, adhere to the establishment of common interests with other countries as the guarantee, will certainly promote the "harmonious world" the ultimate realization.
