【摘要】：在互聯(lián)網(wǎng)普及以及公共外交復(fù)興的大背景下,網(wǎng)絡(luò)外交作為一種新型的公共外交方式開始興起。它是指國家為塑造良好的國際形象和為實現(xiàn)自身利益,利用國際互聯(lián)網(wǎng)平臺開展的對外交往、對外宣傳和外交參與等活動。美國是開展網(wǎng)絡(luò)外交最早的國家,也是最發(fā)達的國家。美國網(wǎng)絡(luò)外交的實質(zhì)就是借助網(wǎng)絡(luò)手段向?qū)ο髧凳勖绹膬r值觀念,推廣其政策主張,向?qū)ο髧┘虞浾搲毫?從而實現(xiàn)美國的國家利益。對美國網(wǎng)絡(luò)外交體系和效果進行研究對中國網(wǎng)絡(luò)外交的發(fā)展有很大的借鑒作用。 本文分為四個部分。第一部分介紹了美國網(wǎng)絡(luò)外交的興起背景和發(fā)展歷程,指出全球互聯(lián)網(wǎng)的興起和公共外交的復(fù)興是美國網(wǎng)絡(luò)外交開展的背景,美國網(wǎng)絡(luò)外交發(fā)展經(jīng)歷和小布什和奧巴馬兩任總統(tǒng)時期已經(jīng)日趨成熟;第二部分從網(wǎng)絡(luò)外交的目的、執(zhí)行者和基本方式三個方面,探討了美國網(wǎng)絡(luò)外交體系;第三部分從網(wǎng)站質(zhì)量、網(wǎng)絡(luò)外交推動互聯(lián)網(wǎng)自由的效果、網(wǎng)絡(luò)外交與美國國家形象構(gòu)建三方面對美國網(wǎng)絡(luò)外交進行效果評估;第四部分在分析中國網(wǎng)絡(luò)外交現(xiàn)狀的基礎(chǔ)上,吸取美國網(wǎng)絡(luò)外交經(jīng)驗與教訓,尋求提高中國網(wǎng)絡(luò)外交水平的具體方法。結(jié)語部分提到任何國家都不能對網(wǎng)絡(luò)外交抱有不切實際的幻想,它只是眾多公共外交方式中的一種,一國軟實力和國家形象的提升還需要依靠好的內(nèi)政外交政策舉措。
[Abstract]:Under the background of the popularization of the Internet and the revival of public diplomacy, network diplomacy, as a new type of public diplomacy, begins to rise. The United States is the first country to carry out online diplomacy by using the Internet platform to carry out activities such as external contacts, foreign propaganda and diplomatic participation. It is also the most developed country. The essence of US cyber diplomacy is to sell the value of the United States to the target country by means of the network, to promote its policy and propositions, and to exert pressure of public opinion on the target country. Therefore, to realize the national interests of the United States, the research on the system and effect of American network diplomacy has great reference to the development of China's network diplomacy. This paper is divided into four parts. The first part introduces the background and development of American network diplomacy, and points out that the rise of the global Internet and the revival of public diplomacy are the background of the United States network diplomacy. The second part discusses the network diplomacy system of the United States from three aspects: the purpose, the executor and the basic way of the network diplomacy, the second part discusses the network diplomacy system of the United States from three aspects: the purpose, the executor and the basic way of the network diplomacy. The third part evaluates the effect of Internet diplomacy from three aspects: website quality, the effect of Internet diplomacy promoting Internet freedom, network diplomacy and the construction of American national image. Part 4th is based on the analysis of the current situation of China's network diplomacy. Learn from the experience and lessons of US cyber diplomacy, and seek concrete ways to improve the level of China's cyber diplomacy. In the concluding part, it is mentioned that no country can have unrealistic illusions about cyber diplomacy. It is just one of many public diplomacy methods. The improvement of a country's soft power and national image also depends on good domestic and foreign policy measures.
