【摘要】： 由于特殊的地理位置和和重要的戰(zhàn)略地位以及復(fù)雜的民族、宗教、歷史、文化、國內(nèi)政治經(jīng)濟(jì)發(fā)展的現(xiàn)狀、國內(nèi)的矛盾及其社會問題和周邊以及國際局勢的影響,特別是豐富的自然資源,中亞地區(qū)的國際局勢不僅關(guān)系到該地區(qū)和周邊地區(qū)的國際格局,也關(guān)系到整個(gè)國際格局和國際局勢的走向。為此,傳統(tǒng)的大國和中亞周邊大國出于不同的戰(zhàn)略需要,紛紛介入到中亞的新一輪格局構(gòu)建的博弈中。在參與中亞新一輪大格局構(gòu)建的博弈的主角中土耳其是不可忽視的一員。土耳其與中亞各國的關(guān)系既是中亞格局演變的重要因素,也是土耳其在國際和地區(qū)國際舞臺上的地位和作用的晴雨表。 土耳其與中亞各國的關(guān)系如同任何其他國際關(guān)系一樣包括以下基礎(chǔ)：思想基礎(chǔ)、土耳其和中亞國家奉行的對外政策的原則和追求的目標(biāo)、土耳其與中亞國家在彼此的對外政策中的地位和土耳其與中亞各國簽訂的雙邊或者多邊條約和協(xié)定等。 衡量土耳其與中亞國家關(guān)系程度的指標(biāo)為政治關(guān)系、經(jīng)貿(mào)關(guān)系和文化教育合作的狀況：政治關(guān)系主要體現(xiàn)在外交關(guān)系建立的概況、高層互訪、議會間的關(guān)系、合作和協(xié)商的組織機(jī)制、在國際組織和國際問題上的協(xié)調(diào)、軍事和安全領(lǐng)域的合作和簽證制度等方面；經(jīng)貿(mào)關(guān)系主要表現(xiàn)在雙邊經(jīng)貿(mào)關(guān)系、經(jīng)濟(jì)一體化機(jī)制和能源合作等方面；文化教育關(guān)系主要體現(xiàn)在文字統(tǒng)一運(yùn)動、文化領(lǐng)域的合作和教育合作等內(nèi)容。 土耳其與中亞國家的關(guān)系不僅受民族、宗教和地緣影響,也受不同的社會政治經(jīng)濟(jì)制度和中亞國家內(nèi)部關(guān)系的影響。雖然土耳其與中亞國家的關(guān)系中存在著一體化進(jìn)程停滯不前、雙邊熱和多變冷以及組織機(jī)制不足等問題,但是近年來土耳其與中亞國家的關(guān)系中又出現(xiàn)一些積極的發(fā)展趨勢：經(jīng)貿(mào)關(guān)系成為雙邊關(guān)系重點(diǎn)、文化交流在多邊關(guān)系中占據(jù)重要地位、區(qū)別對待和分別打交道以及軍事關(guān)系開始深化和擴(kuò)大等。 本文共分三部分。第一部分為土耳其與中亞國家關(guān)系的原則基礎(chǔ),主要概括了土耳其與中亞國家關(guān)系的基礎(chǔ),包括思想基礎(chǔ)、土耳其和中亞各國的對外政策的原則和中亞各國的對外政策的原則、土耳其與中亞國家在彼此的對外政策中的地位和作用和法律基礎(chǔ)等內(nèi)容。 第二部分為土耳其與中亞國家的關(guān)系綜述,主要包括冷戰(zhàn)后土耳其與中亞各國關(guān)系的演變、土耳其與中亞各國的政治關(guān)系、土耳其與中亞國家的經(jīng)貿(mào)關(guān)系和土耳其與中亞國家在文化和教育領(lǐng)域的關(guān)系等內(nèi)容。第三部分為對冷戰(zhàn)后土耳其與中亞國家關(guān)系的評析,主要包括影響土耳其與中亞國家關(guān)系的因素、土耳其與中亞國家關(guān)系中存在的問題和近年來土耳其與中亞國家的關(guān)系出現(xiàn)的新趨勢等內(nèi)容。
[Abstract]:Due to the strategic position of the special geographical position and the important and complex ethnic, religious, historical, cultural, political and economic status of domestic development, domestic contradictions and social problems and the surrounding and the international situation, especially the rich natural resources, Central Asia, the international situation is not only related to the area and the surrounding area the international situation, but also to the international pattern and international situation trend. Therefore, the traditional country and neighboring countries in Central Asia requires a different strategy, have been involved in the construction of a new round of Central Asia game pattern. In Central Asia, a new round of construction pattern of the game's protagonist is a member in Turkey can not be an important factor in evolution is ignored. The relationship between Turkey and Central Asian countries in Central Asia, Turkey is also in the international arena on regional and international status and role of the barometer.
The relationship between Turkey and Central Asian countries like any other international relations as following: ideological foundation, basic principles and the pursuit of Turkey and Central Asian countries to pursue foreign policy goals, Turkey and Central Asian countries in each other's foreign policy and the status of Turkey and Central Asian countries signed bilateral or multilateral treaties and agreements.
A measure of the relationship between Turkey and Central Asian countries as indicators of the degree of political relations, economic relations and cultural and educational cooperation situation: political relations are mainly embodied in the general situation, the establishment of diplomatic ties, high-level visits, relations between the parliaments of the organization mechanism of cooperation and consultation and coordination in International organizations and international issues, cooperation and visa system etc. the military and security fields; economic and trade relations mainly in the bilateral economic and trade relations, economic integration and energy cooperation; relationship between culture and education is mainly reflected in the text field and movement of cultural cooperation and education content.
The relationship between Turkey and the Central Asian countries not only by ethnic, religious and geopolitical influence, is also affected by the internal relations between different social and political and economic system and the Central Asian countries. Although the relationship between Turkey and the Central Asian countries exist in the integration process stalled bilateral heat and cold and changeable lack of organization mechanism, but in recent years, the relationship between Turkey and Central Asian countries in some positive trends: Economic and trade relations have become the focus of bilateral relations, cultural exchanges play an important role in multilateral relations, the distinction and respectively dealing with military relations began to deepen and expand.
This paper is divided into three parts. The first part is the basic principle of the relationship between Turkey and the Central Asian countries, mainly summarized the basic relationship between Turkey and the Central Asian countries, including the ideological foundation of Turkey and the Central Asian countries of the foreign policy and the principle of Central Asia's foreign policy principles, Turkey and Central Asian countries in each other's foreign policy and the status of the the role and legal basis and so on.
The second part is the summary of the relationship between Turkey and the Central Asian countries, including the evolution of the relationship between Turkey and the Central Asian countries after the cold war, Turkey and the Central Asian countries of the political relations, Turkey and Central Asian countries and economic and trade relations between Turkey and the Central Asian countries in the field of culture and education. The third part is the relationship between Turkey and the Central Asian countries after the cold war the relationship between the main influence factors, including the relationship between Turkey and Central Asian countries, Turkey and Central Asian countries in the relationship between problem and the relationship between Turkey and Central Asian countries in recent years the emergence of new trends and so on.
