【摘要】：進(jìn)入新世紀(jì),隨著中非關(guān)系的發(fā)展,在國際社會(huì)上出現(xiàn)了所謂的中國在非洲推行“新殖民主義”的論調(diào)。這種現(xiàn)象的發(fā)生不是毫無緣由的,中國的和平發(fā)展沖擊了現(xiàn)有的國際格局,西方大國出于非洲戰(zhàn)略地位和自身利益考慮,對中國在非洲的行為進(jìn)行誤讀和指責(zé),這給中非關(guān)系的良好發(fā)展帶來了負(fù)面影響,抹黑了中國的國家形象,也使得中國在非洲的利益受到了一定程度的損害。 本文先梳理了國內(nèi)外的研究現(xiàn)狀,簡要闡述西方國家的“新殖民主義”的具體表現(xiàn),分別從政治、經(jīng)濟(jì)、軍事和文化這四個(gè)方面加以簡介。在文章的正文部分,總結(jié)了西方國家眼中中國在非洲實(shí)行“新殖民主義”論調(diào)的具體表現(xiàn),包括掠奪資源、踐踏民主、漠視人權(quán)、傾銷商品、輸出發(fā)展模式等。在此基礎(chǔ)上,分析了產(chǎn)生這一論調(diào)的原因,其具體包括中國國力的增強(qiáng)對國際格局所帶來的沖擊,中國在非洲的活動(dòng)危害到了西方國家在非洲的利益,中西價(jià)值觀、意識形態(tài)的差異以及美國等西方國家的冷戰(zhàn)思維。所以,面對中國崛起的沖擊和在非洲活動(dòng)帶來的挑戰(zhàn),西方國家對此抱有疑慮和警惕。 中國被扣上“新殖民主義”這頂帽子,給中國在非洲的行動(dòng)帶來了諸多不利影響,如若不對此觀點(diǎn)加以批駁,將會(huì)損害中國的國家利益并對中國的國家形象造成極大的負(fù)面影響。消除這一論調(diào)不是不可能的,中國要消除所謂的“新殖民主義”論調(diào)的影響,需要在國際層面做好新聞輿論宣傳活動(dòng),在中西層面加強(qiáng)對話和交流,在中非層面進(jìn)一步夯實(shí)中非合作的政治基礎(chǔ),加強(qiáng)中非合作的機(jī)制建設(shè),繼續(xù)發(fā)展相互之間的經(jīng)貿(mào)關(guān)系以推動(dòng)中非合作的可持續(xù)發(fā)展,同時(shí)中國企業(yè)也需要加強(qiáng)自律。相信,通過中國長期不懈的努力,可以消除所謂的中國在非洲實(shí)行“新殖民主義”論調(diào)帶來的消極影響,還原中非合作的真相。
[Abstract]:In the new century, with the development of China-Africa relations, the so-called "neocolonialism" in Africa has emerged in the international community. China's peaceful development has impacted on the existing international structure. Western powers have misinterpreted and criticized China's behavior in Africa out of consideration of Africa's strategic position and self-interest, which has had a negative impact on the good development of China-Africa relations. It tarnishes China's image and undermines its interests in Africa. This article first combs the domestic and foreign research present situation, briefly elaborated the western country "neocolonialism" concrete performance, separately from the politics, the economy, the military and the culture these four aspects brief introduction. This paper summarizes the concrete manifestations of China's "neocolonialism" theory in Africa in the eyes of Western countries, including plundering resources, trampling on democracy, ignoring human rights, dumping goods, exporting development models, etc. On this basis, The reasons for this argument are analyzed, including the impact of China's strengthening of national strength on the international situation, China's activities in Africa have jeopardized the interests of Western countries in Africa, and the values of China and the West. Ideological differences and the Cold War mentality of the United States and other Western countries. Therefore, in the face of the impact of China's rise and the challenges posed by its activities in Africa, Western countries are sceptical and wary of this. The fact that China has been labelled "neocolonialism" has had a lot of adverse effects on China's actions in Africa, and if this view is not refuted, It will harm China's national interests and have a great negative impact on China's national image. It is not impossible to eliminate this argument. China should eliminate the influence of the so-called "neocolonialism" argument. We need to do a good job in public information and publicity activities at the international level, strengthen dialogue and exchanges between China and the West, further consolidate the political foundation of China-Africa cooperation at the China-Africa level, and strengthen the establishment of mechanisms for China-Africa cooperation. Continue to develop economic and trade relations between China and Africa in order to promote the sustainable development of China-Africa cooperation. At the same time, Chinese enterprises also need to strengthen self-discipline. We believe that through China's long-term and unremitting efforts, It can eliminate the negative effects of the so-called "neocolonialism" in Africa and restore the truth of China-Africa cooperation.
