【摘要】：隨著國(guó)家實(shí)力和國(guó)際地位的不斷提升,中國(guó)作為一個(gè)負(fù)責(zé)任的大國(guó)在消除和減輕國(guó)際恐怖主義對(duì)人類(lèi)的危害的過(guò)程中扮演著重要的角色,雖然建立國(guó)際反恐大聯(lián)盟的方式已經(jīng)得到國(guó)際社會(huì)的普遍共識(shí),但是如何組建聯(lián)盟、以什么方式組建聯(lián)盟以及聯(lián)盟組建之后如何運(yùn)作才能達(dá)到預(yù)期的效果,這都是在當(dāng)前的實(shí)踐中需要認(rèn)真考慮的問(wèn)題。 但兒成功的實(shí)踐一定少不了正確的理論指導(dǎo),國(guó)際反恐聯(lián)盟的組建能否發(fā)揮它預(yù)期的作用,進(jìn)而解決根本問(wèn)題,理論的選擇尤為重要。本文著重探討的就是用馬克思主義國(guó)際政治聯(lián)盟理論作為指導(dǎo),為我國(guó)參與國(guó)際反恐聯(lián)盟提出對(duì)策。然而學(xué)術(shù)界對(duì)于馬克思主義國(guó)際政治聯(lián)盟理論研究還比較淺顯、比較零碎,因此在本文中筆者會(huì)對(duì)馬克思主義國(guó)際政治聯(lián)盟理論進(jìn)行梳理和深化,從馬克思主義國(guó)際政治聯(lián)盟理論發(fā)展史的角度總結(jié)完善該理論,整理出了包括經(jīng)典形態(tài)的和發(fā)展形態(tài)的馬克思主義國(guó)際政治聯(lián)盟思想,嘗試構(gòu)建起系統(tǒng)完整的馬克思主義國(guó)際政治聯(lián)盟理論,并用馬克思主義學(xué)派的理論去指導(dǎo)國(guó)際社會(huì)的反恐怖主義實(shí)踐。 誠(chéng)然,9·11事件的發(fā)生加快了國(guó)際社會(huì)成員組建反恐聯(lián)盟的步伐,作為9·11事件最大也是最直接受害國(guó)的美國(guó),在其全球戰(zhàn)略的調(diào)整下以國(guó)家利益為出發(fā)點(diǎn)首先參與并主導(dǎo)了國(guó)際反恐聯(lián)盟的形成和建立,然而由于意識(shí)形態(tài)和國(guó)家性質(zhì)的影響,決定了美國(guó)主導(dǎo)下的反恐聯(lián)盟必定帶有霸權(quán)主義和強(qiáng)權(quán)政治的色彩、是不平等的國(guó)際聯(lián)盟、是不可能消除或減輕恐怖主義危害的聯(lián)盟。因此,為聯(lián)盟的組建尋找一個(gè)正確的理論指導(dǎo)是必不可少的,作為馬克思主義當(dāng)代較成功的繼承人的中國(guó),不管是從國(guó)家利益還是從全人類(lèi)利益的角度出發(fā)都應(yīng)該積極運(yùn)用馬克思主義的理論指導(dǎo)國(guó)際反恐的實(shí)踐,因此本文也對(duì)近些年來(lái)中國(guó)參與的國(guó)際反恐怖主義斗爭(zhēng)的具體實(shí)踐進(jìn)行了總結(jié),對(duì)于我國(guó)參與國(guó)際反恐聯(lián)盟的必要性、發(fā)展歷程以及未來(lái)趨勢(shì)都做了相應(yīng)的評(píng)析,并針對(duì)中國(guó)參與國(guó)際反恐聯(lián)盟的策略問(wèn)題,從馬克思主義理論的角度給予了一定的思考。
[Abstract]:With the continuous improvement of national strength and international status, China, as a responsible big country, plays an important role in the process of eliminating and mitigating the harm caused by international terrorism to mankind. Although the way of establishing the international coalition against terrorism has been generally agreed by the international community, but how to form the alliance, how to form the alliance and how to operate after the formation of the alliance can achieve the desired results. These are issues that need to be seriously considered in current practice. However, successful practice must not be without correct theoretical guidance. Can the formation of the international anti-terrorism alliance play its expected role and then solve the fundamental problem? The choice of theory is particularly important. This paper focuses on the Marxist theory of international political alliance as a guide, To put forward countermeasures for our country to participate in the international anti-terrorism alliance. However, the theoretical research on Marxist international political alliance in academic circles is relatively simple and fragmented. Therefore, in this paper, the author will comb and deepen the Marxist theory of international political alliance, summarize and perfect the theory from the perspective of the history of the development of Marxist theory of international political alliance. Sorting out the Marxist thought of international political alliance, including the classical form and the developing form, and trying to construct a systematic and complete Marxist theory of international political alliance. And the Marxist school of theory to guide the international community's anti-terrorist practice. It is true that the events of 9 / 11 accelerated the pace of members of the international community to form a coalition against terrorism. As the largest and most direct victim of the September 11 incident, the United States, Guided by the readjustment of its global strategy, with the national interest as the starting point, it first participated in and led the formation and establishment of the international coalition against terrorism, however, owing to its ideological and national character, Determined that the anti-terrorist coalition under the leadership of the United States must be characterized by hegemonism and power politics, an unequal international coalition that cannot eliminate or mitigate the dangers of terrorism. It is essential to find a correct theoretical guide for the formation of the alliance. China, as the more successful successor to Marxism in modern times, Whether from the point of view of national interests or the interests of all mankind, we should actively use Marxist theory to guide the practice of international counter-terrorism. Therefore, this paper also summarizes the specific practice of China's participation in the international fight against terrorism in recent years, and makes a corresponding assessment of the necessity, development process and future trend of China's participation in the international anti-terrorism alliance. In view of the strategic problem of China's participation in the international anti-terrorist alliance, it gives some thoughts from the angle of Marxism theory.
