【摘要】：進入21世紀以來,由于氣候變暖導致自然環(huán)境發(fā)生了深刻變化,北極地區(qū)迎來前所未有的發(fā)展機遇,同時也面臨諸多嚴峻挑戰(zhàn)。冰島地處北大西洋和北冰洋交匯處,緊貼北極圈,戰(zhàn)略位置十分重要。作為環(huán)北極國家和北極理事會創(chuàng)始成員,冰島將北極事務(wù)視作自己外交政策的優(yōu)先事項,努力維護冰島在北極地區(qū)的經(jīng)濟、環(huán)境和安全利益。長期以來,冰島的北極政策比較分散、零碎,只能從冰島出席北極理事會、北歐部長理事會等的發(fā)言、政府規(guī)劃等材料中加以概括。2011年3月28日,在冰島的立法會議上批準通過了《關(guān)于冰島北極政策的議會決議》,標志著冰島北極政策的正式形成。該決議闡述了北極在國際事務(wù)中不斷增強的重要性、自然資源利用、生態(tài)因素、主權(quán)權(quán)利、國際法、大陸架權(quán)利爭端、安全問題、與北極地區(qū)居民相關(guān)的問題等,具體提出了關(guān)于冰島北極政策的12條原則。從該決議內(nèi)容來看,冰島北極政策是全面系統(tǒng)的國家北極事務(wù)指導綱領(lǐng),賦予北極地區(qū)在其國家戰(zhàn)略中的崇高地位,體現(xiàn)出冰島通過“軟手段”維護其北極利益。冰島開展了關(guān)于北極事務(wù)的一系列地緣政治實踐,例如重視發(fā)揮北極理事會的主導作用,加強北極問題全方位國際合作,著力促進北極地區(qū)可持續(xù)發(fā)展,積極開展北極問題科學研究以及搶抓北極開發(fā)新機遇等。冰島北極政策在實施過程中仍然面臨著諸多困難,主要體現(xiàn)在:開發(fā)和保護北極的能力有限,北極沿海國地位尚未得到承認,與周邊國家存在海洋權(quán)益糾紛等。冰島的北極政策及其實踐為我國提供了有益的借鑒和參考:應(yīng)當制定正式的全面的北極政策,深化北極事務(wù)國際合作,突出北極科學研究,從而在激烈的北極爭奪戰(zhàn)中爭取我國在北極更多的正當權(quán)益。
[Abstract]:Since 21th century, as climate change has caused profound changes in the natural environment, the Arctic region has faced unprecedented development opportunities as well as many serious challenges. Iceland is located at the junction of the North Atlantic and the Arctic Ocean. Close to the Arctic Circle, strategic position is very important. As a founding member of the Arctic Rim and Arctic Council, Iceland regards Arctic affairs as a foreign policy priority and strives to preserve the Icelandic economy in the Arctic region, Interests in environment and security. Iceland's Arctic policy has long been fragmented and fragmented, and can only be summarized in Icelandic statements to the Arctic Council, the Nordic Council of Ministers, and government planning. March 28th 2011, The adoption of the Parliamentary Resolution on Iceland's Arctic Policy, approved at the Legislative Assembly of Iceland, marks the formalization of Icelandic Arctic policy. The resolution sets out the growing importance of the Arctic in international affairs, the use of natural resources, The ecological factors, sovereign rights, international law, disputes over the rights of the continental shelf, security issues, issues relating to the inhabitants of the Arctic region, etc., specifically propose 12 principles on Iceland's Arctic policy. Iceland's Arctic policy is a comprehensive and systematic programme of guidance for national Arctic affairs, giving the Arctic region a high place in its national strategy, Reflecting Iceland's safeguarding of its Arctic interests through "soft means". Iceland has carried out a series of geopolitical practices on Arctic affairs, such as the importance of giving play to the leading role of the Arctic Council and strengthening the full range of international cooperation on Arctic issues, Efforts will be made to promote sustainable development in the Arctic region, actively carry out scientific research on Arctic issues, and seize new opportunities for Arctic development. Iceland's Arctic policy still faces many difficulties in the process of implementation. Mainly reflected in the limited capacity to develop and protect the Arctic and the fact that the status of the Arctic coastal State has not yet been recognized, Iceland's Arctic policy and its practice provide a useful reference for China: we should formulate a formal and comprehensive Arctic policy, deepen international cooperation on Arctic affairs, and highlight Arctic scientific research. Thus in the fierce Arctic fight for our country in the Arctic more legitimate rights and interests.
