【摘要】：本論文以冷戰(zhàn)后國際關(guān)系的深刻變化為背景,從國際戰(zhàn)略視角,運用地緣政治理論和方法,深入地研究中俄關(guān)系的戰(zhàn)略地位,系統(tǒng)地分析中俄關(guān)系發(fā)展進(jìn)程,全面闡述中俄兩國在各領(lǐng)域的合作關(guān)系,針對中俄關(guān)系發(fā)展中的問題提出對策性建議,對未來中俄關(guān)系發(fā)展進(jìn)行前瞻性分析。 在當(dāng)代國際關(guān)系中,研究中俄關(guān)系具有重要的理論和現(xiàn)實意義。首先,中俄關(guān)系是當(dāng)代國際關(guān)系體系中舉世矚目的國家關(guān)系,中俄兩國都是世界強國,在國際關(guān)系體系中占據(jù)重要地位。國際關(guān)系體系正處于歷史轉(zhuǎn)型重要時期,中俄關(guān)系對世界格局發(fā)展產(chǎn)生重要影響。其次,中國與俄羅斯是山水相連的兩大鄰國,同時也是歐亞地區(qū)領(lǐng)土面積最大,人口最多,資源最豐富,經(jīng)濟發(fā)展最快,綜合實力最強大的國家。中俄關(guān)系發(fā)展直接涉及中俄兩國國家安全與周邊國際環(huán)境的和平與穩(wěn)定。因此,中俄關(guān)系的研究具有重要學(xué)術(shù)意義。最后,中俄兩國經(jīng)濟具有極大的互補性,積極發(fā)展中俄關(guān)系有利于開展平等互利的經(jīng)濟合作。 本論文立足國際戰(zhàn)略視野,首先運用地緣政治理論與方法對中俄兩國關(guān)系展開研究。其次運用歷史主義方法,全面回顧蘇聯(lián)解體后中俄關(guān)系發(fā)展歷程,對中俄關(guān)系發(fā)展變化有明晰的縱向把握。再次,論文采用文獻(xiàn)研究法和比較分析法,利用大量的中俄關(guān)系相關(guān)文件以及現(xiàn)實資料進(jìn)行比較分析,對中俄兩國關(guān)系進(jìn)行全面跟蹤研究,不僅論述中俄關(guān)系的歷史和現(xiàn)狀,而且對中俄關(guān)系形成比較系統(tǒng)的認(rèn)識。此外采用描述性研究法和總結(jié)分析法,將中俄兩國國家關(guān)系中的現(xiàn)象、規(guī)律通過作者的理解和驗證予以敘述并解釋。在對地緣政治理論和國家戰(zhàn)略理論等諸多理論一般敘述的基礎(chǔ)上,通過對中俄關(guān)系中的具體情況進(jìn)行歸納與分析,揭示中俄兩國關(guān)系建立和發(fā)展的動因,發(fā)現(xiàn)兩國關(guān)系發(fā)展中存在的問題并提出相應(yīng)的對策,總結(jié)兩國關(guān)系發(fā)展的規(guī)律和前景。最后則采用實例研究法,對中俄兩國關(guān)系中的某一特定領(lǐng)域或方向進(jìn)行研究,加以調(diào)查分析。 中俄均致力于內(nèi)部發(fā)展,相同的任務(wù)產(chǎn)生了兩國爭取和平穩(wěn)定周邊環(huán)境的總體外交和安全戰(zhàn)略,并由此產(chǎn)生了在雙邊關(guān)系中奉行睦鄰友好的政策；在過去二十年里中俄兩國建立起了良好的政治基礎(chǔ),這為兩國緩解因誤讀、誤判造成戒備創(chuàng)造了良好的環(huán)境；中俄兩國的綜合國力在最近二十年里不斷接近,力量大體均衡歷來是最有可能促使雙方合作解決問題的關(guān)鍵因素,也是獲取相對安全的基礎(chǔ)；在許多國際和地區(qū)問題上中俄有著相同或相近的立場,存在諸多利益交匯。這些都為兩國關(guān)系能夠繼續(xù)沿著健康軌道向前發(fā)展提供了有利條件和不竭動力。
[Abstract]:Based on the profound changes in international relations after the Cold War, this paper, from the perspective of international strategy, makes a thorough study of the strategic position of Sino-Russian relations and systematically analyzes the development process of Sino-Russian relations from the perspective of international strategy, using geopolitical theories and methods. This paper comprehensively expounds the cooperative relations between China and Russia in various fields, puts forward corresponding suggestions for the development of Sino-Russian relations, and makes a forward-looking analysis of the future development of Sino-Russian relations. In contemporary international relations, it is of great theoretical and practical significance to study Sino-Russian relations. First of all, Sino-Russian relations are world-renowned national relations in the contemporary international relations system. Both China and Russia are world powers. The system of international relations is in an important period of historical transformation, and Sino-Russian relations have an important impact on the development of the world pattern. Secondly, China and Russia are two major neighbors connected by mountains and rivers. At the same time, the Eurasian region has the largest territory, the largest population, the most abundant resources and the fastest economic development. The development of Sino-Russian relations is directly related to the national security of China and Russia and the peace and stability of the surrounding international environment. Therefore, the study of Sino-Russian relations is of great academic significance. Finally, The Chinese and Russian economies are highly complementary, and the active development of Sino-Russian relations is conducive to the development of economic cooperation based on equality and mutual benefit. Based on the international strategic vision, this thesis firstly studies Sino-Russian relations by using geopolitical theories and methods. Secondly, by using historicism, it comprehensively reviews the development of Sino-Russian relations after the disintegration of the Soviet Union. There is a clear vertical grasp of the development and change of Sino-Russian relations. Thirdly, the paper uses the method of literature research and comparative analysis, using a large number of documents related to Sino-Russian relations as well as the actual data for comparative analysis. A comprehensive follow-up study of Sino-Russian relations not only discusses the history and current situation of Sino-Russian relations, but also forms a relatively systematic understanding of Sino-Russian relations. In addition, descriptive research and summary analysis are used. The phenomena in the relations between China and Russia are described and explained by the author's understanding and verification. On the basis of the general narration of many theories, such as geopolitical theory and national strategy theory, Through the induction and analysis of the specific conditions in the Sino-Russian relations, the causes of the establishment and development of the Sino-Russian relations are revealed, the problems existing in the development of the relations between the two countries are found, and the corresponding countermeasures are put forward. The law and prospect of the development of Sino-Russian relations are summarized. Finally, a case study method is used to investigate and analyze a particular field or direction of Sino-Russian relations. China and Russia are committed to internal development, the same task has produced the two countries for peace and stability of the surrounding environment of the overall diplomatic and security strategy, and thus the implementation of a good-neighborly and friendly policy in bilateral relations; In the past two decades, China and Russia have established a good political foundation, which has created a good environment for the two countries to ease their vigilance caused by misreading and miscalculation. The comprehensive national strength of China and Russia has been getting closer and closer in the last two decades. The general balance of power has always been the key factor that is most likely to promote cooperation between the two sides in resolving the problems, and is also the basis for obtaining relative security. China and Russia have the same or similar positions on many international and regional issues. There is a great deal of convergence of interests, all of which provide favorable conditions and inexhaustible impetus for the relationship between the two countries to continue to develop along a healthy track.
