【摘要】：從地理位置上講，美國并不是東北亞國家，但是美國又是東北亞這一地區(qū)的名副其實的“外來支配力量”。美國在東北亞地區(qū)的戰(zhàn)略利益和力量存在，這就決定了它必然會積極介入到東北亞地區(qū)的具體事務(wù)中來。美國作為世界上唯一的超級大國，對東北亞地區(qū)事務(wù)的參與，一定會對東北亞的區(qū)域合作產(chǎn)生影響。圖們江區(qū)域合作作為東北亞區(qū)域合作的重要組成部分，也必然受到一定程度的美國因素影響。 圖們江區(qū)域合作離不開與周邊國家的良性互動，離不開東北亞地區(qū)良好的國際環(huán)境。東北亞區(qū)域合作和圖們江開發(fā)進行了這么多年，進展一直不是很大，其主要原因就是地區(qū)之間存在著一些障礙，比如說，不同國家之間的經(jīng)濟發(fā)展水平巨大的差異性、尚未完全解決的歷史遺留問題等。而且，隨著冷戰(zhàn)的結(jié)束，東北亞地區(qū)對全世界范圍內(nèi)的重要性已經(jīng)不言而喻，這里己經(jīng)成為世界上主要大國之間進行合作與角逐的“競技場”。這一地區(qū)也糾結(jié)著的各種矛盾，成為制約圖們江區(qū)域合作的掣肘。其中，美國因素是影響圖們江區(qū)域合作的重要變量。因此，如何處理好圖們江區(qū)域合作與美國的關(guān)系，對圖們江區(qū)域合作進程的速度、方向、模式甚至性質(zhì)，將具有重要的影響。也可以說，如何處理圖們江區(qū)域合作與美國的關(guān)系，直接關(guān)系到圖們江區(qū)域合作進程能否進一步向前推進,甚至直接關(guān)系其成敗。為此，條分縷析美國對區(qū)域一體化的態(tài)度、立場和實踐，探求美國在圖們江區(qū)域合作中的影響和可能的政策走向，因勢利導(dǎo)，化消極為積極，這對于推動圖們江區(qū)域合作具有重要的理論價值和現(xiàn)實意義。
[Abstract]:Geographically speaking, the United States is not a country in Northeast Asia, but the United States is a truly "foreign dominant force" in this region of Northeast Asia. The strategic interests and strength of the United States in Northeast Asia exist. This determines that it is bound to be actively involved in the specific affairs of Northeast Asia. As the only superpower in the world, the United States is involved in the affairs of Northeast Asia. As an important part of regional cooperation in Northeast Asia, Tumen River regional cooperation is bound to be influenced by American factors to a certain extent. Tumen River regional cooperation can not be separated from the benign interaction with neighboring countries, nor from the good international environment in Northeast Asia. After so many years of regional cooperation and development of the Tumen River in Northeast Asia, the progress has not been very great. The main reason is that there are some obstacles between regions, for example, the huge differences in the level of economic development among different countries, the outstanding historical problems left unsolved, and so on. Moreover, with the end of the Cold War, The importance of Northeast Asia to the whole world has become self-evident, and it has become a "arena" for cooperation and competition among the world's major powers. The United States factor is an important variable that influences the Tumen River regional cooperation. Therefore, how to deal with the relationship between the Tumen River regional cooperation and the United States, and the speed and direction of the Tumen River regional cooperation process, The model or even nature will have an important impact. It can also be said that how to deal with the relationship between the Tumen River regional cooperation and the United States is directly related to whether the Tumen River regional cooperation process can be further advanced or even directly related to its success or failure. By analyzing the attitude, position and practice of the United States towards regional integration, and exploring the influence and possible policy direction of the United States in the regional cooperation on the Tumen River, it is necessary to guide the situation and turn the negative into a positive one. This has important theoretical value and practical significance for promoting Tumen River regional cooperation.
