【摘要】：自亞洲金融危機(jī)以來(lái),中國(guó)發(fā)揮"負(fù)責(zé)任大國(guó)"作用的努力持續(xù)深入,"負(fù)責(zé)任大國(guó)"的形象日趨豐滿(mǎn)。與其他地區(qū)相比,中國(guó)在非洲發(fā)揮的作用仍有其獨(dú)特性,主要體現(xiàn)為三方面,即:中國(guó)一貫主動(dòng)地、單向地設(shè)定在非洲的自我責(zé)任;絕不向非洲強(qiáng)加各種消極意義上的責(zé)任;與非洲攜手共同促進(jìn)涉及中非雙方的國(guó)際責(zé)任的承擔(dān)。但是,中非之間存在有關(guān)相互責(zé)任的期望差距,特別是非洲更多向中國(guó)提出消極意義上的責(zé)任要求,為中非雙方帶來(lái)潛在不利影響。要夯實(shí)中非利益共同體、建構(gòu)中非命運(yùn)共同體,就必須完善中非責(zé)任共同體建設(shè),特別是遵循一種雙向的、合理的和積極的責(zé)任界定。
[Abstract]:Since the Asian financial crisis, China's efforts to play the role of "responsible power" have continued to deepen, and the image of "responsible power" has become increasingly full. Compared with other regions, China's role in Africa remains unique. It is mainly embodied in three aspects: China has always taken the initiative and unilaterally set up its own responsibility in Africa, and will never impose any negative sense of responsibility on Africa; Join hands with Africa to promote the assumption of international responsibilities involving both China and Africa. However, there is a gap in expectations of mutual responsibility between China and Africa, and in particular, Africa has made more negative demands on China for responsibility, In order to strengthen the community of interests of China and Africa and construct the community of destiny of China and Africa, we must perfect the construction of the Community of responsibility of Central Africa, especially follow a kind of bidirectional, reasonable and positive definition of responsibility.
