【摘要】：20世紀70-80年代的美國對印外交政策的調(diào)整主要是在尼克松、福特、卡特、里根四位總統(tǒng)任期內(nèi)實行。尼克松總統(tǒng)上臺后實行的尼克松主義是收縮美國全球態(tài)勢的政策。但收縮不是取消而是調(diào)整,通過這些調(diào)整,試圖使美國能更長久更牢靠地維護其利益。根據(jù)國內(nèi)外局勢,美國對印度地區(qū)的策略不得不服從于他的全球戰(zhàn)略計劃,竭盡全力避免使印度地區(qū)成為不安定因素,所以美國采取一系列措施使南亞地區(qū)特別是印度盡可能穩(wěn)定下來。尼克松下臺以后,福特基本延續(xù)了其前任的南亞政策,未做大的改動,但是值得注意的就是福特認為南亞地區(qū)的穩(wěn)定有賴于改善美印兩國之間的關(guān)系,在他的任期內(nèi)他也非常注意做到這一點。到1976年卡特上任時,他提倡美國與南亞所有國家發(fā)展不偏不倚的國家關(guān)系,所有國家一視同仁。這一政策使美印關(guān)系得到了一些改善,里根執(zhí)政時,出于冷戰(zhàn)形勢發(fā)展的需要,美國大大提高了南亞地區(qū)在其全球戰(zhàn)略中的地位,與此同時,發(fā)展加強與印度的關(guān)系也越來越得到重視。本文內(nèi)容除了緒論和結(jié)語部分外,主要分為三章,第一章主要介紹20世紀70-80年代的美印關(guān)系調(diào)整的表現(xiàn)以及這一時期美印關(guān)系調(diào)整的特點。第二章重點分析美印關(guān)系調(diào)整的原因,分別從國際背景、美國及印度三個方面進行分析。第三章主要分析美印關(guān)系調(diào)整的影響,分別從對兩國自身的影響、周邊國家的影響和對中國的影響來展開論述,對周邊國家影響包括對南亞地區(qū)國家尤其對巴基斯坦的影響突出出來,以及對中國的影響和中國對美印關(guān)系調(diào)整的對策。本文通過梳理20世紀70-80年代美印關(guān)系的調(diào)整,分析了美印關(guān)系調(diào)整的主要因素,以揭示美印關(guān)系的調(diào)整給當時的國際關(guān)系帶來的影響。說明從尼克松政府時期到里根政府時期對印度的政策變化是統(tǒng)籌在美國的全球戰(zhàn)略大體系之下,其本質(zhì)上是為了維護美國自身的利益。
[Abstract]:In 20th century, the adjustment of American foreign policy to India in the 1970s and 1980s was mainly carried out by Nixon, Ford and Carter. During the four years of Reagan's presidency, President Nixon's Nixon doctrine was a policy of shrinking the global posture of the United States. But the contraction was not a cancellation but an adjustment, through these adjustments. In an attempt to enable the United States to defend its interests for a longer and more secure period of time and in the light of the domestic and foreign situation, the United States strategy for the Indian region has had to follow its global strategic plan and do its utmost to avoid turning the Indian region into a destabilizing factor. So the United States has taken a series of measures to make South Asia, especially India, as stable as possible. After Nixon stepped down, Ford basically extended his predecessor's South Asia policy without major changes. But it is worth noting that Ford believes that stability in South Asia depends on improving relations between the United States and India, and that during his term in office he also paid great attention to doing so. By the time Carter took office in 1976, He advocated the development of unbiased relations between the United States and all countries in South Asia, without discrimination. This policy has led to some improvements in US-India relations. When Reagan was in power, he was in need of the development of the Cold War situation. The United States has greatly enhanced the position of the South Asian region in its global strategy. At the same time, more and more attention has been paid to the development and strengthening of relations with India. In addition to the introduction and conclusion, this paper is mainly divided into three chapters. The first chapter mainly introduces the performance of the adjustment of the US-India relationship in the 1970s and 1980s in 20th century and the characteristics of the adjustment of the US-Indian relationship in this period. The second chapter focuses on the analysis of the reasons for the adjustment of the US-India relationship, respectively from the international background. The third chapter mainly analyzes the impact of the adjustment of US-India relations, respectively, from the impact on the two countries themselves, the influence of the neighboring countries and the impact on China. The influence on the neighboring countries, including the influence on South Asian countries, especially on Pakistan, as well as the influence on China and the countermeasures to adjust China's relations with the United States and India, are highlighted. This paper reviews the adjustment of US-India relations in the 1970s and 1980s in 20th century. The main factors in the adjustment of US-India relations are analyzed. In order to reveal the impact of the adjustment of US-India relations on the international relations at that time. It shows that the changes in policy towards India from the Nixon administration to the Reagan administration were coordinated under the global strategic system of the United States. Its essence is to defend America's own interests.
