【摘要】：可持續(xù)安全觀念作為一種新的安全觀念與范式，對于新的國際環(huán)境機制的創(chuàng)立及克服集體行動的難題有重要的推動作用�？沙掷m(xù)安全觀的核心理念是:對于全球性問題采取可持續(xù)和根本性處置手段和策略，，而非是僅僅處理其外在表現(xiàn)和控制危機。 更廣的層面講，氣候變化、資源消耗、南北差距問題和武器的擴散是可持續(xù)安全產(chǎn)生的動因和治理的目標。就氣候變化而言，它已由科學問題轉(zhuǎn)變成國際關(guān)系中最為重要的議題之一。環(huán)境合作與治理機制由制度建設(shè)中升級為可持續(xù)理念的做法，會使國際環(huán)境機制在國際環(huán)境問題上的效力增強，更好地解決環(huán)境問題并且有助于可持續(xù)性發(fā)展。① 建構(gòu)主義理論范式作為一種國際政治的進化理論，重視理念和知識的作用，認為理念的內(nèi)化與傳播可以形成國際規(guī)范，進而影響國家行為。因此，通過可持續(xù)安全觀的建構(gòu)，可以推動國際環(huán)境機制的設(shè)立與轉(zhuǎn)型，通過可持續(xù)的方式應(yīng)對人類環(huán)境問題，促進國際安全狀況的提升和各個國家的發(fā)展。本文共分為三個部分： 第一部分是國際環(huán)境機制理論綜述，主要對國際環(huán)境機制的概念、特征、分類進行了系統(tǒng)深入的解讀，為理解可持續(xù)安全的理念奠定理論基礎(chǔ)。 第二部分是可持續(xù)安全的內(nèi)容。把定義、動因以及演進作為環(huán)境機制合作的建構(gòu)過程進行闡述，并分析了他們存在的特點及對應(yīng)對氣候變化的影響。 第三部分是可持續(xù)安全建構(gòu)可能性的討論。結(jié)合環(huán)境倡議網(wǎng)絡(luò)，聯(lián)合國的作用和全球治理等分析了可持續(xù)安全存在的特點、發(fā)展模式。在可持續(xù)安全的拓展論述可持續(xù)安全與發(fā)展的關(guān)系。在一個相互性不斷增強的系統(tǒng)中為爭取“可持續(xù)安全”的實現(xiàn)與未來,通過經(jīng)濟合作促進當?shù)亟?jīng)濟發(fā)展,最終在國際環(huán)境機制中建構(gòu)起可持續(xù)安全理念。
[Abstract]:The concept of sustainable security as a new security concept and paradigm, Important contributions to the creation of new international environmental mechanisms and to overcoming the challenges of collective action. The core philosophy of the concept of sustainable security is the adoption of sustainable and fundamental means and strategies for addressing global problems, It is not just dealing with its external performance and managing the crisis. More broadly, climate change, resource consumption, North-South disparities and the proliferation of weapons are the drivers of sustainable security and the goal of governance... in the context of climate change, It has changed from a scientific issue to one of the most important topics in international relations. The upgrading of environmental cooperation and governance mechanisms from institution-building to sustainable concepts will enhance the effectiveness of international environmental mechanisms in international environmental issues. Better addressing environmental problems and contributing to sustainable development.1. As an evolutionary theory of international politics, constructivist paradigm attaches importance to the role of ideas and knowledge, and believes that the internalization and dissemination of ideas can form international norms and thus affect the behavior of the state. Therefore, through the construction of the concept of sustainable security, It can promote the establishment and transformation of international environmental mechanism, deal with human environmental problems in a sustainable way, promote the improvement of international security and the development of each country. This paper is divided into three parts:. The first part is an overview of the theory of international environmental mechanism, mainly on the concept, characteristics and classification of international environmental mechanism. It lays a theoretical foundation for understanding the concept of sustainable security. The second part is the content of sustainable security. The definition, motivation and evolution are described as the construction process of environmental mechanism cooperation, and the characteristics of their existence and their impact on climate change are analyzed. The third part is a discussion on the possibility of sustainable security construction. It analyses the characteristics of sustainable security presence in the context of the network of environmental initiatives, the role of the United Nations and global governance. Development model. To discuss the relationship between sustainable security and development in the context of sustainable security. To promote local economic development through economic cooperation in an increasingly interactive system for the realization and future of "sustainable security", Finally, the concept of sustainable security should be constructed in the international environmental mechanism.
