【摘要】：中美環(huán)境外交興起于20世紀(jì)80年代,經(jīng)歷了幾十年的發(fā)展,取得了卓有成效的成果,而且在每任美國(guó)總統(tǒng)任職期間都有其特色。1993年克林頓上臺(tái),克林頓作為美國(guó)歷史上首位對(duì)環(huán)境問(wèn)題尤為重視的總統(tǒng),推動(dòng)了中美環(huán)境外交的蓬勃發(fā)展,因此本文主要分析了美國(guó)總統(tǒng)克林頓執(zhí)政時(shí)期(1993年至2000年)的中美環(huán)境外交。首先,分析克林頓執(zhí)政時(shí)期中美環(huán)境外交開(kāi)展的背景。隨著國(guó)際環(huán)境問(wèn)題的凸顯,美國(guó)、中國(guó)政治上將環(huán)境保護(hù)納入國(guó)家戰(zhàn)略,以及兩國(guó)國(guó)內(nèi)環(huán)境的惡化是中美兩國(guó)積極開(kāi)展環(huán)境外交的背景。其次,對(duì)克林頓執(zhí)政時(shí)期中美環(huán)境外交取得的成就進(jìn)行總結(jié)分析。中美兩國(guó)這一階段環(huán)保政策趨同,開(kāi)始進(jìn)行頻繁的高層互訪,力促環(huán)境合作,兩國(guó)形成了穩(wěn)定的環(huán)保合作機(jī)制。再次,分析克林頓執(zhí)政時(shí)期中美環(huán)境外交存在的問(wèn)題。雖然克林頓執(zhí)政時(shí)期中美環(huán)境外交蓬勃開(kāi)展,但是美國(guó)基于國(guó)家利益的驅(qū)動(dòng),以及中美兩國(guó)意識(shí)形態(tài)的不同,仍存在多方面的問(wèn)題。最后,對(duì)新時(shí)期中美環(huán)境外交開(kāi)展的途徑提出建議。推進(jìn)中美環(huán)境外交對(duì)中美以及世界環(huán)境的改善都有重要作用,中美環(huán)境外交取得的成就具有借鑒意義,對(duì)當(dāng)代中美環(huán)境外交的開(kāi)展具有指導(dǎo)作用。
[Abstract]:Environmental diplomacy between China and the United States rose in 1980s, has experienced decades of development, has achieved fruitful results, and has its own characteristics during the term of office of each US president. In 1993, Clinton came to power. As the first president in the history of the United States to pay special attention to environmental issues, Clinton has promoted the vigorous development of Sino-US environmental diplomacy. Therefore, this paper mainly analyzes Sino-US environmental diplomacy during President Clinton's administration (1993 to 2000). An analysis of the background of Sino-US environmental diplomacy during Clinton's administration. With the emergence of international environmental issues, the United States and China have politically incorporated environmental protection into their national strategy. And the deterioration of the domestic environment of the two countries is the background for China and the United States to actively carry out environmental diplomacy. Secondly, the achievements of Sino-US environmental diplomacy during the Clinton administration are summarized and analyzed. The environmental protection policies of China and the United States converge at this stage. Began frequent high-level exchanges of visits and urged environmental cooperation. The two countries formed a stable mechanism for environmental protection cooperation. Again, An analysis of the problems existing in Sino-US environmental diplomacy during the Clinton administration. Although Sino-US environmental diplomacy flourished during the Clinton administration, the United States was driven by national interests and the ideological differences between China and the United States were different. There are still many problems. Finally, suggestions are made on the ways to develop Sino-US environmental diplomacy in the new period. Promoting Sino-US environmental diplomacy plays an important role in improving the environment between China and the United States as well as in the world. The achievements of environmental diplomacy between China and the United States are of significance for reference and can guide the development of environmental diplomacy between China and the United States.
