【摘要】：海外利益是國家利益的重要組成部分，海外利益的維護(hù)與拓展對于一國的國家發(fā)展有著至關(guān)重要的作用。在當(dāng)今的國際環(huán)境下，能源安全已經(jīng)成為國家海外利益的核心議題之一。作為國家海外經(jīng)濟(jì)利益的一部分，能源安全的維護(hù)與實(shí)現(xiàn)與各部分海外利益的拓展情況息息相關(guān)，因此，，對于能源安全的維護(hù)圖拓展應(yīng)該在海外利益的整體框架下運(yùn)行。 作為世界上最大的發(fā)展中國家，中國的海外利益拓展歷經(jīng)萌芽期、起步期，已經(jīng)迎來了發(fā)展的新階段。伴隨著中國國力的增強(qiáng)，中國的海外利益布局也日漸龐大，能源安全在中國海外利益中的地位也逐漸上升。中國能源稟賦上的先天劣勢決定了中國海外能源資源拓展的必要性及緊迫性，拓展海外能源資源對于中國實(shí)現(xiàn)經(jīng)濟(jì)社會發(fā)展的目標(biāo)具有重大意義。 目前中國在能源安全維護(hù)方面已經(jīng)做出了諸多有益的嘗試，內(nèi)容覆蓋面廣且呈現(xiàn)出系統(tǒng)化、體系化的特征。但中國的能源安全尤其是海外能源安全依然面臨著很多困境與挑戰(zhàn)，這些困境更多的來自于中國海外利益的其他部分。因此，中國能源安全的維護(hù)需要新的解決思路。 有鑒于此，中國的能源安全維護(hù)需要在國家海外利益戰(zhàn)略框架下進(jìn)行，堅(jiān)持理念確立、方式選擇及形象展示“三位一體”的原則，在此基礎(chǔ)上做到“保障一個前提，四個方向發(fā)力”，只有這樣才能實(shí)現(xiàn)維護(hù)中國能源安全的目的。
[Abstract]:Overseas interests are an important part of national interests. The maintenance and expansion of overseas interests play a vital role in a country's national development. Energy security has become one of the core issues of national overseas interests. As a part of national overseas economic interests, the maintenance and realization of energy security is closely related to the expansion of overseas interests. The maintenance chart for energy security should operate within the overall framework of overseas interests. As the largest developing country in the world, China's overseas interests have experienced a new stage of development in its infancy and infancy. With the enhancement of China's national strength, China's overseas interest distribution is also growing larger and larger. The status of energy security in China's overseas interests is also gradually rising. China's innate inferiority in energy endowment determines the necessity and urgency of China's overseas energy resources development. The development of overseas energy resources is of great significance to China's economic and social development. At present, China has made many beneficial attempts in the maintenance of energy security, covering a wide range of contents and showing systematization. But China's energy security, especially overseas energy security, still faces many difficulties and challenges, which come from other parts of China's overseas interests. The maintenance of China's energy security needs a new solution. In view of this, the maintenance of China's energy security needs to be carried out within the framework of the national strategy of overseas interests, adhere to the principle of establishing the concept, choosing the way and displaying the "trinity", on the basis of which to "guarantee a prerequisite," Only in this way can we achieve the goal of maintaining China's energy security.
