【摘要】：安全困境是在國際社會(huì)無政府狀態(tài)下?lián)碛兄鳈?quán)的國家行為體相互之間出于安全目的和戰(zhàn)略調(diào)整需要,通過增加新型的軍事力量或者和其他行為體結(jié)盟而采取的一種擴(kuò)充實(shí)力的國家行為,這種行為最終導(dǎo)致在國家關(guān)系領(lǐng)域中擁有主權(quán)的國家行為體之間互信的嚴(yán)重缺乏、猜疑程度加深和安全普遍缺失的危險(xiǎn)境況。自古以來東北亞地區(qū)國家行為體間因國家安全和利益存在著普遍的安全困境,這種安全困境在冷戰(zhàn)后經(jīng)歷數(shù)次朝核危機(jī)在朝核試爆前后表現(xiàn)的更加淋漓盡致。本質(zhì)是在國際社會(huì)無政府狀態(tài)下東北亞地區(qū)國家行為體間一種權(quán)力相互依存和戰(zhàn)略互相調(diào)整的現(xiàn)實(shí)主義的政治困境,也是國家行為體間因缺乏互信和相互猜疑為維護(hù)國家主權(quán)而導(dǎo)致的安全認(rèn)知的困境。本文試圖通過對安全困境的成因和形成機(jī)理、朝鮮兩次核試爆前后的大國戰(zhàn)略及其產(chǎn)生的影響和對東北亞國家行為體間戰(zhàn)略調(diào)整的作用等微觀方面和目前東北亞地區(qū)國家行為體間安全困境的特征及成因表現(xiàn)等宏觀方面進(jìn)行分析,以尋求打破東北亞地區(qū)安全困境為根本目的,從而期待對東北亞地區(qū)國家行為體之間特別是中國在面對朝鮮兩次核試爆及制定東北亞安全困境時(shí)的戰(zhàn)略抉擇上提出一些戰(zhàn)略構(gòu)想。
[Abstract]:The security dilemma is the need for security objectives and strategic adjustments among sovereign national actors in the anarchy of the international community, (a) an expansion of State behaviour by increasing new military forces or alliances with other actors, which ultimately leads to a serious lack of mutual trust among sovereign State actors in the field of State relations, The perilous situation of heightened suspicion and general lack of security. Since ancient times there has been a general security dilemma among national actors in the North-East Asian region owing to national security and interests, This kind of security dilemma experienced several nuclear crises after the cold war. It is more incisive before and after the North Korean nuclear test. The essence is a kind of power interdependence and war among the actors of Northeast Asian countries under the anarchy of the international community. The political dilemmas of the slightly adjusted realism, It is also a dilemma caused by the lack of mutual trust and mutual suspicion among state actors to safeguard national sovereignty. This paper attempts to analyze the causes and formation mechanism of security dilemmas. The Great Power Strategy before and after the two Nuclear Tests of the DPRK and its influence on the Strategic Adjustment among National actors in Northeast Asia, and the characteristics and causes of the current Security Dilemma among National actors in Northeast Asia. And so on the macroscopic aspect carries on the analysis, In order to seek to break the security dilemma in Northeast Asia, Therefore, it is expected to put forward some strategic ideas on the strategic choice between the national actors in Northeast Asia, especially China, in the face of the DPRK's two nuclear test explosions and in formulating the security dilemma in Northeast Asia.
