【摘要】：地區(qū)主義是二戰(zhàn)之后世界政治發(fā)展的新趨勢(shì),現(xiàn)今世界各個(gè)區(qū)域都不同程度地構(gòu)建了屬于自己的地區(qū)主義。但由于地緣環(huán)境、區(qū)域權(quán)力結(jié)構(gòu)以及文化背景的差異,各個(gè)地區(qū)構(gòu)建和發(fā)展地區(qū)主義的模式不盡相同。早在上世紀(jì)四十年代,南太平洋地區(qū)就在區(qū)域內(nèi)各殖民大國(guó)的主導(dǎo)下開始了地區(qū)主義實(shí)踐,時(shí)至今日已有近七十年的歷史�？v觀這半個(gè)多世紀(jì)的發(fā)展歷程,澳大利亞和新西蘭、太平洋島國(guó)論壇以及地區(qū)多邊合作組織始終推動(dòng)著南太平洋地區(qū)主義的構(gòu)建與發(fā)展。三者在構(gòu)建地區(qū)主義這一目標(biāo)下各盡其能,形成了構(gòu)建和推動(dòng)南太平洋地區(qū)主義發(fā)展的“三環(huán)模式”。澳新作為地區(qū)中的“大國(guó)”,在構(gòu)建地區(qū)發(fā)展理念、資金提供和技術(shù)支持等方面發(fā)揮了主導(dǎo)作用；太平洋島國(guó)論壇作為南太平洋地區(qū)中最大的區(qū)域綜合性合作組織,自成立之初就一直為構(gòu)建地區(qū)合作與一體化發(fā)展提供了一個(gè)匯聚各方力量的平臺(tái),而今,它已成為貫徹執(zhí)行地區(qū)一體化總戰(zhàn)略——“太平洋計(jì)劃”的領(lǐng)導(dǎo)機(jī)構(gòu)；地區(qū)多邊合作組織是地區(qū)功能性合作的重要一環(huán),對(duì)南太平洋地區(qū)主義的構(gòu)建和發(fā)展提供了補(bǔ)充作用,由于南太平洋地區(qū)特殊的地緣環(huán)境,一個(gè)居間協(xié)調(diào)的綜合性組織并不足以支撐地區(qū)主義的建設(shè),而地區(qū)多邊合作組織的出現(xiàn),正好彌補(bǔ)了其他力量在某些專門領(lǐng)域所不能發(fā)揮的作用。在這三環(huán)促動(dòng)力的共同作用下,南太平洋地區(qū)主義已開始由地區(qū)主義合作向地區(qū)主義一體化階段邁進(jìn)。雖然,當(dāng)前區(qū)域內(nèi)出現(xiàn)了一些不同的聲音。但在今后相當(dāng)長(zhǎng)的時(shí)間內(nèi),南太平洋地區(qū)主義將繼續(xù)在“三環(huán)模式”的推動(dòng)下建設(shè)和發(fā)展。
[Abstract]:Regionalism is a new trend in the development of world politics after World War II. Nowadays, all regions of the world have constructed their own regionalism to varying degrees. However, due to the geographical environment, regional power structure and cultural background differences, The patterns of building and developing regionalism vary from region to region. As early as -60s, the South Pacific began to practice regionalism under the leadership of the colonial powers in the region. It has been nearly 70 years to date. Looking at the development of the past half century, Australia and New Zealand, The Pacific Island Forum and the Regional multilateral Cooperation Organization have been promoting the construction and development of regionalism in the South Pacific. Forming the "three-ring mode" of constructing and promoting the development of South Pacific regionalism. As a "big country" in the region, ANZ has played a leading role in constructing the concept of regional development, the provision of funds and technical support. The Pacific Islands Forum, the largest regional integrated cooperation organization in the South Pacific region, has provided a platform for building regional cooperation and integrated development since its inception. It has become the lead agency for the implementation of the overall regional integration strategy, the Pacific Plan, and the Regional multilateral Cooperation Organization is an important part of the regional functional cooperation, which complements the construction and development of regionalism in the South Pacific. Because of the special geographical environment in the South Pacific region, an integrated and coordinated organization is not enough to support the construction of regionalism, and the emergence of regional multilateral cooperation organizations, This makes up for the role that other forces cannot play in certain specialized areas. Under the combined action of these three links, regionalism has begun to move from regionalism cooperation to regionalism integration. At present, there are some different voices in the region. But for a long time to come, the South Pacific regionalism will continue to build and develop under the push of the "three-ring model".
