【摘要】：自第二次世界大戰(zhàn)以來，日本已經(jīng)五次修訂了防衛(wèi)計劃大綱。自民黨在冷戰(zhàn)時期追隨美國制定了日本的首個防衛(wèi)計劃大綱。之后在1995年、2004年、2010年、2013年執(zhí)政黨又先后對防衛(wèi)計劃大綱進(jìn)行了修改。從這點來看，可以說當(dāng)時的世界政治背景和日本周邊環(huán)境是其修訂的原因之一。但毫無疑問的是這其中最重要的原因則是美國的戰(zhàn)略變化。日美安保體制作為日本防衛(wèi)的基礎(chǔ)之一，美國對其防衛(wèi)戰(zhàn)略也應(yīng)對日本產(chǎn)生著不可忽視的影響。作為美國在亞太地區(qū)最重要的盟友，日本也一直順應(yīng)美國的戰(zhàn)略政策，這在各時期的防衛(wèi)計劃大綱的制定中也均有體現(xiàn)。1970年以后美國的實力逐漸衰退，隨之出現(xiàn)了尼克松主義。在冷戰(zhàn)結(jié)束后，美國考慮到世界格局的變化，相繼制定了國家安全戰(zhàn)略和東亞戰(zhàn)略報告。這在某種程度上對日本修訂防衛(wèi)計劃大綱產(chǎn)生了影響。但是，，日本并不是一味地追隨美國的戰(zhàn)略變化，通過大綱的修訂，日本想要實現(xiàn)本國軍事力量的提高。 本研究即圍繞這個問題，著眼分析日本各時期的防衛(wèi)計劃大綱，基于對大綱的構(gòu)成、時代背景的分析對其防衛(wèi)思想、自衛(wèi)隊的構(gòu)成以及最重要的防衛(wèi)特征進(jìn)行考察研究。同時，分析當(dāng)時美國的戰(zhàn)略，從中探究美國的戰(zhàn)略和日本防衛(wèi)計劃大綱之間的聯(lián)系。從日本防衛(wèi)計劃大綱的變化這個視角出發(fā)分析大綱和美國的世界戰(zhàn)略之間的關(guān)系，對日本各時期大綱的特征予以總結(jié)，從而對日本軍事實力的增強(qiáng)以及對日本軍事、政治等總體的趨勢和發(fā)展方向進(jìn)行把握，為改善中日關(guān)系以及構(gòu)筑調(diào)整沖突的機(jī)制貢獻(xiàn)自己的一份力量。
[Abstract]:Since the second World War, Japan has revised the outline of its defense plan five times. The Liberal Democratic Party followed the United States in formulating Japan's first outline during the cold war. Then, on 1995, 2004, 2010 and 2010, the ruling party successively carried out the outline of the defense plan. Modification. From this point of view, It can be said that the world political background and Japan's surrounding environment at that time were one of the reasons for its revision. But there is no doubt that the most important reason for this is the strategic change in the United States. The Japanese-US security system is one of the bases of Japan's defense. As the most important ally of the United States in the Asia-Pacific region, Japan has always complied with the strategic policy of the United States. This was also reflected in the formulation of the defense plan outline for various periods. After 1970, the United States gradually declined in strength, followed by Nixon Doctrine. After the end of the Cold War, the United States took into account the changes in the world pattern. The National Security Strategy and the East Asia Strategy report have been formulated one after another. To some extent, this has had an impact on Japan's revision of the outline of the defense plan. However, Japan is not blindly following the strategic changes of the United States and adopting the revision of the outline. Japan wants to increase its military power. This study focuses on the analysis of Japan's defense plan outline for each period, based on the composition of the outline, the analysis of the background of the times to its defense thoughts. The composition of the Self-Defense Forces and the most important defensive characteristics were investigated and studied. At the same time, the strategy of the United States at that time was analyzed. Analyzing the relationship between the outline and the world strategy of the United States from the perspective of the changes in the outline of the Japanese Defense Plan, and summarizing the characteristics of the outline of each period in Japan. In order to improve the Sino-Japanese relations and build a mechanism to adjust the conflict, the author grasps the general trend and development direction of Japan's military strength and politics, and contributes its own strength to the improvement of Sino-Japanese relations and the establishment of a mechanism to adjust the conflict.
