【摘要】：亞太再平衡戰(zhàn)略的推進是美國國家安全戰(zhàn)略實施的主要組成部分，這一戰(zhàn)略的實施正在對東北亞地區(qū)的整體安全構(gòu)成連續(xù)性的影響。通過對美國亞太再平衡戰(zhàn)略的研究與分析，作為研究與分析美國對韓安全政策的基礎(chǔ)。透過針對美國對韓安全政策的研究與分析，將有助于認識對美國整體安全政策在亞太地區(qū)的影響乃至進行必要的預測。 本文在緒論中針對21世紀以來美國亞太再平衡背景下的韓國安全狀況研究進行了評估，提出開展針對美國亞太再平衡戰(zhàn)略背景下“美國對韓安全政策”的研究是具有一定必要性的——關(guān)注美國對韓安全政策是具有重要學理與現(xiàn)實意義的。 第一章關(guān)注于美國亞太再平衡戰(zhàn)略的基本狀況，涉及美國推進其亞太再平衡戰(zhàn)略的實施背景、目標與政策、方向與趨勢。具體包括對美國積極推進亞太再平衡戰(zhàn)略的相關(guān)因素進行分析、美國在亞太地區(qū)軍事優(yōu)勢的不斷突顯等；美國亞太戰(zhàn)略再平衡的實施是強化美國戰(zhàn)略優(yōu)勢之所在，對此是需要結(jié)合美國對韓安全政策進行論證的。 第二章關(guān)注于美國對韓安全政策調(diào)整的動因分析。在結(jié)合美國亞太再平衡戰(zhàn)略的同時，也結(jié)合了關(guān)于韓國的安全評估。首先，，注重韓國在亞太再平衡戰(zhàn)略中所發(fā)揮的作用；其次，關(guān)注朝鮮半島局勢變化與美國對韓安全政策變化的狀況；第三，注重美韓同盟的問題以及美國的安全政策。本章指出，美國正在通過其對韓安全政策的強化，使韓國在戰(zhàn)略上服從于美國。 第三章關(guān)注于美國對韓安全戰(zhàn)略調(diào)整的政策與措施，包括美韓同盟內(nèi)部的變化狀況，即同盟重塑與轉(zhuǎn)型的實施；以美韓導彈合作與戰(zhàn)區(qū)導彈防御為案例分析；關(guān)注美韓軍演；分析美日韓多邊聯(lián)盟的合作等。本章對美韓同盟的現(xiàn)狀進行詳盡、深入的研究與分析。 第四章關(guān)注于美國對韓安全政策調(diào)整的效果與影響，包括美國對韓政策調(diào)整的總體效果——美韓軍事同盟的強化；美韓安全政策調(diào)整對朝鮮半島局勢的影響；美韓安全政策調(diào)整對美國戰(zhàn)略的影響。本章的分析將美國對韓安全政策的影響進行全面論述。 第五章關(guān)注美國對韓安全政策的未來趨勢，本章就這一政策現(xiàn)今的變化為基礎(chǔ)，開展“美國對韓安全政策”趨勢的研究，主要涉及強化同盟仍然是美國對韓政策的主要方向，也包括美韓同盟在地區(qū)與全球范圍內(nèi)的行動與合作。其中相關(guān)的效應(yīng)涉及朝韓關(guān)系與美韓關(guān)系的趨勢，以韓美原子能協(xié)議為例分析，以“亞洲悖論”為范圍進行闡述等。 本文的結(jié)論提出：在21世紀的安全領(lǐng)域，美國對韓政策的積極調(diào)整中，實現(xiàn)了美韓關(guān)系的優(yōu)化與美韓同盟的強化；而未來的美國對韓安全政策則將需要美韓之間的有效協(xié)同。
[Abstract]:The promotion of the Asia-Pacific rebalancing strategy is the main component of the implementation of the US National Security Strategy, and the implementation of this strategy is forming a continuous impact on the overall security of Northeast Asia. Through the research and analysis of US security policy towards Korea, it will be helpful to understand the impact of the overall security policy of the United States in the Asia-Pacific region and to make necessary predictions. In the introduction, this paper evaluates the security situation of South Korea under the background of the rebalancing of the Asia-Pacific region since 21th century. It is necessary to carry out the research on American security policy towards Korea under the background of American Asia-Pacific rebalancing strategy. It is of great academic and practical significance to pay close attention to US security policy towards South Korea. The first chapter focuses on the basic situation of the American rebalancing strategy in the Asia-Pacific region, which involves the background, objectives and policies of the United States in promoting its Asia-Pacific rebalancing strategy. Direction and trend. Specifically including an analysis of the relevant factors of the United States actively promoting the Asia-Pacific rebalancing strategy, and the growing military superiority of the United States in the Asia-Pacific region, etc. The implementation of the US Asia-Pacific strategic rebalancing is where the strengthening of the US strategic advantage lies. This need to be combined with the United States security policy for South Korea to demonstrate. The second chapter focuses on the analysis of the reasons for the adjustment of US security policy toward South Korea. In combination with the US Asia-Pacific rebalancing strategy, it also combines the South Korean security assessment. First, it pays attention to the role played by South Korea in the Asia-Pacific rebalancing strategy. Secondly, we should pay attention to the changes in the situation on the Korean Peninsula and the changes in the United States' security policy towards South Korea. Third, we should pay attention to the issue of the US-ROK alliance and the security policy of the United States. This chapter points out that the United States is strengthening its security policy towards the ROK. South Korea is strategically subservient to the United States. The third chapter focuses on the policies and measures of US security strategic adjustment to South Korea, including the changes within the US-ROK alliance, namely, the implementation of alliance remodeling and transformation, the case study of US-ROK missile cooperation and theater missile defense, and the concern about US-ROK military exercises; This chapter makes a detailed, in-depth study and analysis on the current situation of the alliance. Chapter 4th focuses on the effect and influence of the adjustment of US security policy towards South Korea, including the overall effect of the adjustment of US policy towards South Korea, the strengthening of the US-ROK military alliance, the influence of the adjustment of US-ROK security policy on the situation on the Korean Peninsula, the strengthening of the military alliance between the United States and the Republic of Korea; This chapter analyzes the influence of American security policy on Korean security policy. Chapter 5th focuses on the future trend of US security policy toward South Korea. Based on the current changes of this policy, this chapter carries out a study on the trend of "US security policy towards South Korea", which mainly involves strengthening the alliance is still the main direction of US policy towards South Korea. It also includes the actions and cooperation of the US-Korea alliance in the regional and global scope. The related effects are related to the trend of the inter-Korean relations and the US-South Korean relations. The case study of the Korea-US Atomic Energy Agreement and the elaboration of the "Asian Paradox" are carried out. The conclusion of this paper is as follows: in the field of security in 21th century, the positive adjustment of American policy toward South Korea has realized the optimization of US-South Korean relations and the strengthening of US-Korea alliance, while the future US security policy towards South Korea will require the effective coordination between the United States and South Korea.
