【摘要】：“中國責任論”是近年來隨著中國改革開放進程不斷深入,國家實力持續(xù)穩(wěn)定增長,國際影響力不斷增強而興起的國際話語。尤其是2008年金融危機以后,中國采取了快速有效的得力措施,取得了逆勢發(fā)展的驕人成績,從而也再度被推至世界輿論的焦點�！爸袊熑握摗币膊粩嘁愿鞣N形式翻新,從政治到經(jīng)濟,再到軍事、文化等等,國際社會形成了新一波關于中國的國際輿論。 “中國責任論”的論調(diào)具有極大的隱蔽性,其在夸贊與熱捧的外衣之下,最終目標是要中國承擔更多的國際責任。對此,中國政府做出了積極回應,一再強調(diào)中國要做現(xiàn)存國際體系內(nèi)和平合作的負責任大國,在維護和發(fā)展自身利益、對內(nèi)負責的同時,承擔更多的國際責任。很顯然,中國和國際社會對于中國要做“負責任大國”的理解是很不一樣的。國外聲音關注的是“責任”,即中國所做的國際貢獻,而中國更多的是出于自身的大國形象、國際地位和影響的考慮。 當前,在國家利益分化及其嚴重,而國際競爭又日益激烈的世界局勢下,中國政府要對各式各樣的“中國責任論”保持清醒的認識,進一步明確中國的國際責任,調(diào)整和重塑中國的外交理念,為中國改革開放與和平發(fā)展提供相對穩(wěn)定的國際環(huán)境保障。中國在塑造“負責任大國”形象的時候,也要辨清國內(nèi)責任與國際責任的先后秩序與緩急輕重。按照黨的十七大報告上所說的,就是要統(tǒng)籌好國內(nèi)、國際兩個大局。在外交實踐中,要秉承均衡的責任觀,實現(xiàn)國家實力與國際責任,國際責任與國際效益之間的兩大平衡。
[Abstract]:The theory of China's responsibility is an international discourse rising in recent years with the deepening of China's reform and opening up process, the sustained and steady growth of national strength and the increasing international influence, especially after the financial crisis in 2008. China has adopted rapid and effective measures and made remarkable achievements against the trend of development, which has been pushed back to the focus of world public opinion. "China's responsibility Theory" has been constantly renovated in various forms, from politics to economy. To the military, culture and so on, the international community has formed a new wave of international public opinion about China. The theory of "China's responsibility" has great concealment. Under the cloak of praise and popularity, the ultimate goal is to make China bear more international responsibilities. The Chinese government has made a positive response to this. It has repeatedly been stressed that China should be a responsible big country in the existing international system for peaceful cooperation, while safeguarding and developing its own interests and taking on more international responsibilities while taking responsibility for itself at the same time. China and the international community have a very different understanding of China as a "responsible power." what foreign voices focus on is "responsibility", that is, the international contribution made by China. China is more out of its own image, international status and influence considerations. At present, in the world situation where the national interests are divided and the international competition is increasingly fierce, the Chinese government should keep a clear understanding of all kinds of "China's responsibility theory". We should further clarify China's international responsibilities, readjust and reshape China's diplomatic concepts, and provide a relatively stable international environment for China's reform, opening up and peaceful development. It is also necessary to distinguish the order and priority of domestic and international responsibilities. According to what was stated in the report of the 17th National Congress of the Party, it is necessary to coordinate the overall situation at home and abroad, and in diplomatic practice. The balance between national strength and international responsibility, international responsibility and international benefit should be maintained.
