【摘要】：韓國(guó)與印度自1973年建交以來(lái),兩國(guó)關(guān)系的發(fā)展可以分為冷戰(zhàn)時(shí)期的緩慢發(fā)展和冷戰(zhàn)后的迅速發(fā)展兩個(gè)階段。尤其進(jìn)入21世紀(jì)后,兩國(guó)關(guān)系得到迅猛發(fā)展。冷戰(zhàn)時(shí)期韓印關(guān)系的發(fā)展為冷戰(zhàn)后韓國(guó)對(duì)印度實(shí)施促進(jìn)全面合作政策奠定了重要基礎(chǔ)。 韓國(guó)對(duì)印度采取的促進(jìn)全面合作政策包括加強(qiáng)韓印高層互訪,推動(dòng)兩國(guó)政治互信；推動(dòng)簽署CEPA(經(jīng)濟(jì)合作伙伴關(guān)系協(xié)定),促進(jìn)經(jīng)濟(jì)全面合作；實(shí)施引進(jìn)人才制度,招攬人才；加強(qiáng)防務(wù)合作,擴(kuò)大軍事技術(shù)交流。其中推動(dòng)簽署CEPA協(xié)定,促進(jìn)經(jīng)濟(jì)全面合作是核心。為貫徹促進(jìn)全面合作政策,韓國(guó)與印度正在建立戰(zhàn)略合作伙伴關(guān)系。韓國(guó)與印度間CEPA的實(shí)施必然會(huì)帶來(lái)些良好的效應(yīng),這也是該政策制定的出發(fā)點(diǎn)和基本立足點(diǎn)。總的來(lái)講,韓國(guó)對(duì)印度實(shí)施促進(jìn)CEPA帶來(lái)的效應(yīng)就是拉動(dòng)雙方經(jīng)濟(jì)增長(zhǎng)。 冷戰(zhàn)后韓國(guó)對(duì)印度采取促進(jìn)全面合作政策具有以下戰(zhàn)略意圖：一是搶占貿(mào)易先機(jī)；二是提高韓國(guó)的國(guó)際市場(chǎng)競(jìng)爭(zhēng)力；三是開(kāi)拓南亞的商品和消費(fèi)市場(chǎng)；四是鞏固戰(zhàn)略伙伴關(guān)系。 韓印關(guān)系的迅速發(fā)展不僅對(duì)韓國(guó)和印度關(guān)系產(chǎn)生了重要影響,而且對(duì)中國(guó)也產(chǎn)生了影響。依照韓印兩國(guó)關(guān)系發(fā)展速度及其趨勢(shì)展望韓印關(guān)系,韓印關(guān)系一定會(huì)在各方的努力下得到更為全面及深入的發(fā)展。研究韓印關(guān)系的發(fā)展,對(duì)把握韓印關(guān)系發(fā)展脈絡(luò),正確認(rèn)識(shí)韓印關(guān)系發(fā)展對(duì)中國(guó)產(chǎn)生的影響,積極地應(yīng)對(duì)國(guó)際形勢(shì)的變化具有重要意義。
[Abstract]:Since the establishment of diplomatic relations between South Korea and India in 1973, the development of relations between the two countries can be divided into two stages: the slow development during the Cold War period and the rapid development after the Cold War period, especially after 21th century. The development of the relations between Korea and India during the Cold War laid an important foundation for South Korea to implement the policy of promoting all-round cooperation with India after the Cold War. South Korea's policy of promoting comprehensive cooperation with India includes strengthening high-level exchanges of visits between South Korea and India and promoting political mutual trust between the two countries. Promote the signing of CEPA (Economic Partnership Agreement) and promote full economic cooperation; Implementing the system of introducing talents and recruiting talents; Strengthening defense cooperation and expanding military and technological exchanges. Among them, promoting the signing of the CEPA Agreement and promoting comprehensive economic cooperation are the core. South Korea and India are establishing a strategic partnership. The implementation of CEPA between South Korea and India will inevitably bring some good effects, which is also the starting point and basic foothold of the policy. The effect of South Korea's promotion of CEPA on India is to boost economic growth between the two sides. After the Cold War, South Korea adopted the policy of promoting comprehensive cooperation with India with the following strategic intent: first, to seize the first opportunity of trade; Second, to improve the competitiveness of South Korea's international market; Third, to open up the commodity and consumer markets in South Asia; Fourth, consolidate the strategic partnership. The rapid development of Korea-India relations not only has an important impact on the relations between South Korea and India, but also on China. The study of the development of Korea-India relations will help grasp the development of Korea-India relations and correctly understand the impact of the development of Korean-Indian relations on China. It is of great significance to actively respond to the changes in the international situation.
