【摘要】：中國"走出去"規(guī)模的急劇擴大導致海外安全需求增加,而安全供給的嚴重不足則誘發(fā)了"高風險、低安保、損失重、救濟弱"的安全困境。為化解矛盾,中國亟須構(gòu)建與海外安全利益相匹配的海外安保體系。這既能為"一帶一路"建設提供支持,又能拓展護僑手段,還能為海外維和提供后勤保障。中國應借鑒發(fā)達國家經(jīng)驗,在繼續(xù)運用"自上而下"的外交與政治手段的同時,輔之以"自下而上"的市場與民間手段,打造立體防護體系。在繼續(xù)發(fā)揮政府主導作用的同時,應充分調(diào)動社會和市場主體的積極性,打破橫向分隔,以建立一種跨單元的橫向協(xié)作型海外安保體系。中國應從海外安全保障的供給側(cè)角度出發(fā),在國家安全委員會的統(tǒng)籌下建構(gòu)"五位一體"的海外安保體系,以領(lǐng)事保護機制為核心,以企業(yè)、私營安保公司、保險公司、海外僑團為支柱,相互配合、相互支撐,形成一個官民結(jié)合、體系完備、運轉(zhuǎn)有序、反應快速的橫向協(xié)作型互動架構(gòu),從而實現(xiàn)海外安全供給的長期性、穩(wěn)定性和連續(xù)性。
[Abstract]:China "going out" the scale of the rapid expansion of overseas demand increase and lead to safety, a serious shortage of supply security is induced by the "high risk, low security, weight loss, safety relief weak". In order to resolve the contradiction, the urgent need to build the China match with the interests of overseas security overseas security system. This can provide support "The Belt and Road" construction, and to develop the means to protect overseas Chinese, but also provide logistical support for overseas peacekeeping. China should learn from the experience of developed countries, continue to use diplomatic and political means from top to bottom "at the same time, supplemented by" market and folk means from bottom to top ", build three-dimensional protection system. In the play the leading role of the government at the same time, we should fully mobilize the enthusiasm of the society and the main body of the market, break the horizontal separation, to establish an inter unit cooperation overseas security system. Chinese should from overseas security supply side Point of view, the construction of "five in one" overseas security system in the National Security Council under the aegis of the consular protection mechanism as the core, to the enterprise, private security companies, insurance companies, overseas overseas Chinese organizations as the pillar, mutual cooperation, mutual support, the formation of a government bond, complete system, orderly operation, quick response transverse cooperative interaction framework, so as to realize the long-term supply of overseas security, stability and continuity.
