【摘要】：對(duì)外援助是國際政治經(jīng)濟(jì)關(guān)系中一個(gè)存在已久的現(xiàn)象,是一國獲得經(jīng)濟(jì)利益的重要途徑。現(xiàn)實(shí)主義等對(duì)外援助理論認(rèn)為對(duì)外援助已經(jīng)成為援助國獲取國家利益的重要手段,特別是獲得本國的經(jīng)濟(jì)利益,即援助國通過向受援國提供對(duì)外援助為本國企業(yè)出口商品和服務(wù)開辟市場,為本國對(duì)外直接投資鋪平道路,參與受援國能源資源的開發(fā)和供應(yīng),保障國內(nèi)能源資源供應(yīng)等。對(duì)外援助動(dòng)機(jī)是援助國進(jìn)行援助活動(dòng)的動(dòng)力,決定著援助國如何選擇受援國、援助內(nèi)容和援助方式等,同時(shí)還直接關(guān)系著如何評(píng)價(jià)援助國對(duì)外援助所取得的成效,因此本文以主要DAC成員和新興援助國為研究對(duì)象,研究援助國對(duì)外援助的動(dòng)機(jī),是否如前面所說是為了獲得本家的經(jīng)濟(jì)利益。首先,本文對(duì)DAC成員和新興援助國對(duì)外援助的現(xiàn)狀進(jìn)行了簡單介紹,并對(duì)對(duì)外援助動(dòng)機(jī)的研究背景、研究意義和研究對(duì)象進(jìn)行了一般性地概括。在研究援助國對(duì)外援助動(dòng)機(jī)的問題上,發(fā)現(xiàn)美國、德國、法國、英國和日本在對(duì)外援助領(lǐng)域中具有重要地位,因此本文在研究DAC成員(即傳統(tǒng)援助國)對(duì)外援助動(dòng)機(jī)問題上主要選取這五個(gè)國家為主要研究對(duì)象進(jìn)行研究。在南南合作中印度和中國起到主要的推動(dòng)作用,所以選取印度和中國作為研究新興援助國對(duì)外援助動(dòng)機(jī)的對(duì)象。其次,通過總結(jié)國外大量文獻(xiàn)中使用的研究理論、變量和實(shí)證方法,分析影響對(duì)外援助的影響因素,本文選取了更多能夠反映援助國對(duì)外援助動(dòng)機(jī)的變量,并建立模型方程,使用Stata軟件和相應(yīng)計(jì)量分析方法分析各變量對(duì)對(duì)外援助的顯著性影響,再從顯著性變量中找到相對(duì)應(yīng)的對(duì)外援助動(dòng)機(jī)。由實(shí)證結(jié)果可以發(fā)現(xiàn),經(jīng)濟(jì)動(dòng)機(jī)是各國對(duì)外援助的首要和主要?jiǎng)訖C(jī),對(duì)外援助已成為援助國獲取經(jīng)濟(jì)利益的主要手段。再次,本文對(duì)新興援助國的定義、其對(duì)外援助的發(fā)展和動(dòng)機(jī)等進(jìn)行了一般性地理論介紹,并對(duì)印度和中國對(duì)外援助的分配現(xiàn)狀進(jìn)行介紹,發(fā)現(xiàn)這兩個(gè)國家在對(duì)外援助的動(dòng)機(jī)方面具有各自的特點(diǎn),印度對(duì)外援助的動(dòng)機(jī)具有地域性,而中國對(duì)外援助動(dòng)機(jī)具有時(shí)代特征,但是在當(dāng)代經(jīng)濟(jì)動(dòng)機(jī)已經(jīng)成為兩國對(duì)外援助的首要?jiǎng)訖C(jī)。最后,在當(dāng)代對(duì)外援助環(huán)境下,對(duì)外援助的經(jīng)濟(jì)動(dòng)機(jī)已成為大部分援助國提供援助的首要?jiǎng)訖C(jī),結(jié)合對(duì)外援助的特點(diǎn)和存在的問題,本文對(duì)中國對(duì)外援助如何做到互利共贏,實(shí)現(xiàn)對(duì)外援助中的經(jīng)濟(jì)動(dòng)機(jī)提出了四點(diǎn)建議。
[Abstract]:Foreign aid is a long-standing phenomenon in the international political and economic relations, is an important way for a country to obtain economic benefits. Realism theory believes that foreign aid has become an important means of foreign aid assistance in obtaining the interests of the state, especially for their own economic interests, which aid in providing foreign assistance to the recipient opens the market for domestic enterprises, exports of goods and services, paving the way for foreign direct investment, development and supply of energy and resources involved in the protection of domestic energy resources supply. Foreign aid motivation is a dynamic state aid assistance activities, determines how to choose the recipient of aid, aid and assistance content etc, but also directly related how to evaluate the country's foreign aid assistance achievements, so this paper takes the main members of DAC and emerging donors as the research object, research China's foreign aid assistance motivation, whether as previously mentioned is to obtain his economic benefits. First of all, the status of the members of DAC and emerging donors of foreign aid were introduced, and the research background of foreign aid motivation, research significance and research object for the general summary. In the Research Assistance China's foreign aid motivation, found in the United States, Germany, France, Britain and Japan has an important position in the field of foreign aid, so in this paper, the members of the DAC (i.e., traditional donors) of foreign aid on the main motive of choosing these five countries as the main research object. India and Chinese played a major the role in promoting South South cooperation, so choose India as the research object and China emerging donors of foreign aid motivation. Secondly, through the research on the theory of using a large number of foreign literature in summary, Variables and empirical methods, analysis of influence factors of foreign aid, the more can reflect the country's foreign aid assistance motivation variables, and establish the model equation, using the Stata software and the corresponding quantitative analysis method for the analysis of the significant influence of each variable on foreign aid, and then find the corresponding foreign aid motivation from the significant variables from the empirical results show that economic motivation is the primary motivation of foreign aid and main countries, foreign aid has become the main means of assistance in obtaining economic benefits. Once again, the definition of emerging donors, the foreign aid development and motivation are introduced the general theory, and distribution situation of India and Chinese foreign aid were introduced, found that the two countries have their own characteristics in the motivation of foreign aid, India foreign aid motivation has regional, and China foreign aid motivation has the characteristics of the times, but in the motivation of contemporary economy has become the primary motive of the two foreign aid. Finally, in the contemporary environment of foreign aid, foreign aid has become the primary economic motivation motivation to provide assistance to most donor countries, combined with the characteristics of foreign aid and the existing problems, this paper on how to China foreign aid to achieve win-win situation, to achieve foreign aid in economic incentives put forward four proposals.
