【摘要】：朝鮮核問題逐步演變成牽動?xùn)|北亞安全格局變化的戰(zhàn)略性問題,是朝鮮內(nèi)部政治因素以及外部安全因素共同促成的。冷戰(zhàn)時期,蘇聯(lián)與朝鮮的全面核能合作為朝鮮跨過核武器門檻奠定了基礎(chǔ),而美國對朝敵視政策,以及20世紀(jì)90年代初半島安全結(jié)構(gòu)劇烈傾斜,迫使朝鮮加快核武裝步伐。朝開發(fā)核武的目的不是要"先發(fā)制人"打"核大戰(zhàn)",而是要擁核自保、擁核自重,既遏制韓美同盟侵朝,又調(diào)動美國重視朝鮮,同朝鮮"建立一種著眼長遠(yuǎn)的戰(zhàn)略關(guān)系"。中國堅定堅持無核化,堅持通過"雙軌談判"實現(xiàn)"兩個徹底":必須徹底清除半島核武器,同時必須徹底解決朝鮮在政治安全經(jīng)濟等各方面的合理關(guān)切,以實現(xiàn)半島無核化,建立半島永久和平體制。
[Abstract]:The Korean nuclear issue gradually evolved into a strategic issue that affected the change of the security pattern in Northeast Asia, which was contributed by the internal political factors and external security factors of the DPRK. The comprehensive nuclear cooperation between the Soviet Union and North Korea laid the foundation for North Korea to cross the threshold of nuclear weapons, while the United States hostile policy towards North Korea, and the security structure of the peninsula at the beginning of 1990s slanted sharply. The purpose of the DPRK's development of its nuclear weapons is not to "pre-empt" the "nuclear war," but to support nuclear self-protection and nuclear self-respect, both to contain the invasion of the Korean-US alliance and to mobilize the United States to attach importance to the DPRK. China firmly adheres to denuclearization and insists on achieving "two thoroughness" through "two-track negotiations": the Korean Peninsula nuclear weapons must be completely eliminated. At the same time, it is necessary to thoroughly solve the legitimate concerns of North Korea in all aspects of political security and economy in order to realize the denuclearization of the peninsula and to establish a permanent peace system on the peninsula.
