【摘要】：隨著經(jīng)濟(jì)全球化、社會信息化的深入發(fā)展,以國家為主體的國際體系正處于前所未有的變革調(diào)整過程中。非政府組織在國際關(guān)系中發(fā)揮日益突出作用,成為外交工作中不容忽視的因素。作為發(fā)展中國家最集中的大陸,非洲是西方非政府組織開展海外活動的重要目的地,也是中國非政府組織走出去的“試驗田”。本文通過研究中美兩國非政府組織在非洲活動,客觀比較雙方異同點,分析其深層次原因,總結(jié)經(jīng)驗教訓(xùn),為中國非政府組織更深入地參與中非關(guān)系提出建議。論文除緒論和結(jié)語外,共分為六章:第一章對非政府組織概念進(jìn)行闡述,重點討論外交社會化背景下非政府組織在外交工作中發(fā)揮的作用。第二章對中美非政府組織在非洲活動的歷史和現(xiàn)狀進(jìn)行梳理,總結(jié)不同時期中美非政府組織在非洲活動的特點。第三章主要梳理非政府組織在中美各自對非洲政策中的作用。美國非政府組織是美國政府在非洲推進(jìn)民主和人權(quán)的重要工具。中國非政府組織則被視作民間交流的渠道。第四章從官方支持機(jī)制方面對中美非政府組織在非洲活動進(jìn)行比較。美國國務(wù)院是美國非政府組織在非洲開展活動的背后推手,與美國非政府組織建立了成熟的互動機(jī)制。中國非政府組織走出去由負(fù)責(zé)政黨外交的中聯(lián)部而不是外交部進(jìn)行協(xié)調(diào)。與美國非政府組織深度參與美國對非援助工作不同,盡管中國向非洲提供了大量援助,但中國非政府組織在其中發(fā)揮的作用有限。第五章嘗試從非洲視角看待中美非政府組織在非洲活動。中美各自發(fā)展模式在非洲受到歡迎,為雙方非政府組織在非洲開展活動提供了良好環(huán)境。非洲在歡迎美國非政府組織同時,對其干涉內(nèi)政等行為不滿。非洲對中國非政府組織寄予期待,同時對其獨立性和能力存在質(zhì)疑。第六章對中美非政府組織在肯尼亞活動進(jìn)行個案研究,進(jìn)一步印證前幾章分析結(jié)果。結(jié)語部分在比較分析基礎(chǔ)上,對中國非政府組織如何在中非關(guān)系中發(fā)揮更大作用進(jìn)行思考,建議打造中國對非外交中官方與非政府組織緊密互動、協(xié)調(diào)發(fā)力的新模式。
[Abstract]:With the development of economic globalization and social informatization, the international system with the state as the main body is in the process of unprecedented transformation and adjustment. Non-governmental organizations play an increasingly prominent role in international relations. Africa, as the continent with the largest concentration of developing countries, is an important destination for Western NGOs to carry out overseas activities. This paper studies the activities of Chinese and American NGOs in Africa, compares the similarities and differences between the two countries objectively, analyzes the deep-seated reasons and summarizes the experience and lessons. In addition to the introduction and conclusion, the thesis is divided into six chapters: the first chapter describes the concept of non-governmental organizations. Focus on the role of non-governmental organizations in the diplomatic work in the context of diplomatic socialization. Chapter two reviews the history and current situation of the activities of Chinese and American non-governmental organizations in Africa. This chapter summarizes the characteristics of the activities of Chinese and American NGOs in Africa in different periods. Chapter 3 mainly reviews the role of NGOs in the policies of china and the United states towards Africa. Us NGOs are the United states government to promote democracy and human beings in Africa. Chinese NGOs are seen as channels of communication. Chapter 4th compares the activities of American and Chinese NGOs in Africa in terms of official support mechanisms. The u. S. State department is an NGO in the United states. The driving force behind the activities in Africa. Established a mature interactive mechanism with American NGOs. Chinese NGOs go out to coordinate with the CPC International Department in charge of political party diplomacy, not the Foreign Office. Make a difference. Despite China's massive aid to Africa. However, the role of Chinese NGOs is limited. Chapter 5th tries to look at the activities of Chinese and American NGOs in Africa from an African perspective. This has provided a good environment for the non-governmental organizations of both sides to carry out their activities in Africa. Africa, while welcoming American non-governmental organizations, is dissatisfied with its interference in internal affairs and other acts. Africa has high expectations of Chinese non-governmental organizations. At the same time, there are doubts about its independence and ability. Chapter 6th makes a case study on the activities of Chinese and American NGOs in Kenya, which further confirms the results of the previous chapters. The conclusion part is based on comparative analysis. This paper discusses how Chinese NGOs can play a greater role in China-Africa relations, and suggests to create a new model in which Chinese officials interact closely with NGOs in non-government diplomacy and coordinate their efforts.
