【摘要】：2008年,奧巴馬在首次競(jìng)選總統(tǒng)時(shí),因?yàn)槌兄Z自己將會(huì)是以色列堅(jiān)定的朋友和同盟而得到了猶太游說(shuō)集團(tuán)的支持,進(jìn)而在選舉中贏得了猶太裔美國(guó)人五分之四的選票,但是他上臺(tái)初期就宣稱巴以問(wèn)題有“和平解決的可能性”,并且稱“以色列應(yīng)該承擔(dān)美國(guó)在中東地區(qū)‘生命和財(cái)產(chǎn)’的損失”。這種做法不得不讓人心生質(zhì)疑。那么,奧巴馬政府這么做的原因究竟是什么?猶太游說(shuō)集團(tuán)又應(yīng)該如何應(yīng)對(duì)這種挑戰(zhàn)?以美以公共事務(wù)委員會(huì)為代表的猶太游說(shuō)集團(tuán)在美國(guó)中東政策的影響力是下降了嘛? 本文主要論述了猶太游說(shuō)集團(tuán)在美國(guó)的游說(shuō)方式及對(duì)奧巴馬政府中東政策的影響,其中包括美國(guó)游說(shuō)制度的起源及理論基礎(chǔ)；美國(guó)猶太游說(shuō)集團(tuán)的興起及發(fā)展演變；美國(guó)猶太游說(shuō)集團(tuán)怎樣影響奧巴馬政府中東政策等內(nèi)容。并希望借助對(duì)猶太游說(shuō)集團(tuán)的研究和分析來(lái)總結(jié)其影響美國(guó)中東政策的手段和方式,尤其是在奧巴馬政府中東政策調(diào)整時(shí)期,猶太游說(shuō)集團(tuán)起到了怎樣的作用。最后,結(jié)合美國(guó)猶太游說(shuō)集團(tuán)與奧巴馬政府在伊朗核問(wèn)題上的博弈過(guò)程來(lái)具體分析其在奧巴馬政府中的影響力。
[Abstract]:In 2008, when Obama first ran for president, he was backed by Jewish lobbyists for his promise that he would be Israel's staunch friend and ally. He won 4/5 of the vote in the election, but he declared early on that there was a "possibility of a peaceful solution" to the Israeli-Palestinian problem. "Israel should bear the loss of American 'lives and property' in the Middle East," he said. This has to be called into question. So what is the reason for the Obama administration to do this? How should the Jewish lobby deal with this challenge? Is the influence of the Jewish lobby represented by the United States on the Public Affairs Committee on the Middle East policy in the United States declining? This paper mainly discusses the ways of Jewish lobbying in the United States and its influence on the Obama administration's Middle East policy, including the origin and theoretical basis of the American lobbying system. The rise and development of American Jewish lobby group; American Jewish lobby group how to influence Obama administration Middle East policy and so on, and hope to use the Jewish lobby group research and analysis to sum up its impact on the United States Middle East policy means and methods. What did the Jewish lobby do, especially during the Obama administration's Middle East policy shift. Finally. Combined with the U.S. Jewish lobby and Obama administration on the Iranian nuclear issue of the game process to specifically analyze its influence in the Obama administration.
