【摘要】：對(duì)外援助作為國(guó)際關(guān)系中的一種重要現(xiàn)象，受到世界各國(guó)的重視。近年來(lái)，非政府組織在國(guó)際對(duì)外援助中的重要性日益上升，甚至可以說(shuō)是超過(guò)政府組織在對(duì)外援助中所發(fā)揮的作用。中國(guó)的對(duì)外援助自建國(guó)以來(lái)就沒(méi)有中斷過(guò)，尤其是對(duì)非洲國(guó)家的援助。 本文主要研究新世紀(jì)中國(guó)對(duì)非洲國(guó)家的援助中，非政府組織所發(fā)揮的作用。文中以中國(guó)扶貧基金會(huì)這一非政府組織為具體研究對(duì)象，在論文概述中簡(jiǎn)單闡述了選題的目的和意義，以及國(guó)內(nèi)外對(duì)非政府組織對(duì)外援助研究的文獻(xiàn)回顧。第一章主要介紹中國(guó)扶貧基金會(huì)對(duì)非洲國(guó)家援助的概況，包括三個(gè)部分：中國(guó)扶貧基金會(huì)的介紹，中國(guó)扶貧基金會(huì)對(duì)非援助的背景以及中國(guó)扶貧基金會(huì)對(duì)非洲之角地區(qū)國(guó)家的具體援助項(xiàng)目的介紹。第二章概括了中國(guó)扶貧基金會(huì)對(duì)非援助的偏好與機(jī)會(huì)。在歷史淵源及現(xiàn)實(shí)需要的背景之下，在中非友好、雙方政府政策的支持之下，，中國(guó)扶貧基金會(huì)作為中國(guó)非政府組織的典型代表，對(duì)非洲國(guó)家進(jìn)行了大量的援助。第三章是本文的重點(diǎn)，即中國(guó)扶貧基金會(huì)對(duì)非援助項(xiàng)目評(píng)估，筆者將中國(guó)扶貧基金會(huì)對(duì)非得援助項(xiàng)目分為設(shè)備類、資金類及培訓(xùn)類三大類，分別分析了其項(xiàng)目目標(biāo)、實(shí)行情況以及實(shí)施效果，由此總結(jié)出中國(guó)扶貧基金會(huì)對(duì)非援助的特點(diǎn)與實(shí)質(zhì)。概括出中國(guó)非政府組織在對(duì)外援助中的不足之處以及改進(jìn)方法。第四章主要總結(jié)中國(guó)非政府組織對(duì)外援助的現(xiàn)狀及前景展望。
[Abstract]:As an important phenomenon in international relations, foreign aid has been attached great importance to by many countries all over the world. In recent years, the importance of non-governmental organizations in international foreign aid has been increasing. It can even be said to outweigh the role played by government organizations in foreign aid, which has not been interrupted since the founding of the country, especially to African countries. This paper focuses on the role played by non-governmental organizations in China's assistance to African countries in the new century. In the summary of the paper, the purpose and significance of the topic are briefly described, as well as the literature review of the foreign aid research of non-governmental organizations at home and abroad. The first chapter mainly introduces the general situation of China Poverty Alleviation Foundation's aid to African countries. It includes three parts: the introduction of China Poverty Alleviation Foundation. The background of china poverty alleviation foundation's aid to Africa and the specific aid project of china poverty alleviation foundation to countries in the Horn of Africa. Chapter 2 summarizes the preference and opportunity of china poverty alleviation foundation for African aid. Under the background of origin and realistic need. With the support of Sino-African friendship and government policies, the China Foundation for Poverty Alleviation, as a typical representative of Chinese non-governmental organizations, has given a lot of assistance to African countries. Chapter three is the focus of this paper. That is, the evaluation of non-aid projects by the China Poverty Relief Foundation, the author divides the projects into three categories: equipment, funds and training, and analyzes their project objectives respectively. Implementation and effectiveness. From this, the characteristics and essence of china poverty alleviation foundation's aid to Africa are summarized. The deficiencies and improvement methods of china's non-governmental organizations in foreign aid are summarized. Chapter 4th mainly summarizes china's non-governmental organizations' foreign aid. Present situation and prospect.
