【摘要】：這篇論文研究的目的是比較美國、歐盟、中國,這三個(gè)在塔吉克斯坦很重要的三個(gè)國家和地區(qū)對塔的援助。其對塔國的援助是否成功的達(dá)成了它們的目的,實(shí)現(xiàn)了其設(shè)定的目標(biāo)? 塔吉克斯坦是中亞地區(qū)一個(gè)多山且處于內(nèi)陸的國家。蘇聯(lián)解體之后,塔國經(jīng)歷了七年的內(nèi)戰(zhàn),這使得該國的經(jīng)濟(jì)轉(zhuǎn)型遭受了極大的挫折和中斷。塔吉克斯坦成了該地區(qū)最窮的國家,它的發(fā)展極大的依賴國外的援助。 911事件之后,塔吉克斯坦成為反恐的前線地區(qū),美國對其提供援助最主要的考量就是希望在塔國建立軍事基地并保護(hù)其與阿富汗的邊界地區(qū)。歐盟在塔吉克斯坦的利益主要是：安全和穩(wěn)定；經(jīng)濟(jì)轉(zhuǎn)型；民主和人權(quán)。中國的外交援助通常都服務(wù)于其外交利益,其對塔吉克斯坦的援助主要是為了確保自己國家的政治穩(wěn)定,并促進(jìn)與塔吉克斯坦的經(jīng)濟(jì)合作。 美國對塔吉克斯坦過度的安全方面的訴求使得其極大的忽視塔國的民主狀況,而對塔國的民主建設(shè)是美國在其對塔的援助目的里重要的一條。歐盟在對塔國的援助中,提倡與國際組織和其他援助國的援助協(xié)調(diào)以提高對塔援助的效率,但是多年以來塔吉克斯坦的民主狀況依然沒有得到提高。中國對塔的援助,在一定程度上達(dá)到了其預(yù)定的目標(biāo),并持續(xù)保持著本國在塔吉克斯坦的影響力,同時(shí)也應(yīng)提高援助的透明度來防止腐敗的發(fā)生。
[Abstract]:The purpose of this paper is to compare the three American, European Union and China's aid to the three important countries and regions in Tajikistan. Did they achieve their goals successfully and achieve their goals?
Tajikistan is a mountainous and landlocked country in Central Asia. After the collapse of the Soviet Union, Tajikistan has experienced seven years of civil war, which makes the economic transformation of the country suffered a great setback and interrupt. Tajikistan has become the region's poorest countries, it is greatly dependent on foreign aid.
After the 911 incident, Tajikistan became the anti-terrorism front area in the United States, to provide assistance to the most important considerations is to establish military bases in Tajikistan and protect its border with Afghanistan. The EU's interests in Tajikistan are: security and stability; economic transformation; democracy and human rights. China foreign aid usually serve the diplomatic interests, its assistance to Tajikistan is mainly in order to ensure political stability of our country, and enhancing economic cooperation with Tajikistan.
The United States of Tajikistan over the security demands of the largely ignored the state of democracy in the tower, and the democratic construction of the tower in the United States is in the tower to aid in the important one. In the EU to Tajikistan assistance, and promote international organizations and other donors to increase aid coordination the efficiency of the tower of aid, but over the years the condition of Tajikistan's democracy is still not improved. Chinese's assistance, achieved its goal in a certain extent, and continue to maintain their influence in Tajikistan at the same time, should also improve the transparency of aid to prevent corruption.
