【摘要】：中國特色社會主義制度是改革開放以來,在中國共產(chǎn)黨的領導下,經(jīng)過各族人民共同探索形成的。它的形成,是對建國初期我國確立的社會主義政治制度、經(jīng)濟制度以及文化制度的繼承和發(fā)展,是中華民族數(shù)千年文明的歷史積淀,同時,它也是在中國不斷深化對外開放的過程中,在和世界其他文明、其他制度不斷互動中形成的,來自外部的國際影響對它的形成發(fā)揮著不可替代的作用。因此,本文以外部因素為切入點來研究中國特色社會主義制度的形成。建國初期,我國在借鑒蘇聯(lián)模式的基礎上,建立起以高度集中為主要特點的政治、經(jīng)濟、文化體制。這種制度對當時的社會主義建設起了巨大的作用,但是由于其體制僵化、缺乏活力,未能根據(jù)中國的國情作及時的調(diào)整。因此,它在很長一段時間嚴重制約了我國社會社會主義的發(fā)展。改革開放以來,在全球化不斷深化、國際競爭日趨激烈以及激烈的意識形態(tài)斗爭的背景下,我國積極總結社會主義建設的經(jīng)驗、教訓,在保留我國基本的政治、經(jīng)濟制度的基礎上,既大膽地吸收、借鑒歐美發(fā)達國家的先進經(jīng)驗,同時也對來自外部的不良影響進行抵制,對一些具體的政治、經(jīng)濟和其他制度、體制進行變革,逐步推進中國特色社會主義制度的發(fā)展與確立。2008年金融危機以來,隨著西方發(fā)達國家影響力的減弱以及新興經(jīng)濟體的興起,世界格局也發(fā)生了巨大的變化。這一國際環(huán)境的新變化必然深刻影響中國特色社會主義制度自身的發(fā)展。我們在日益復雜的國際環(huán)境中,必須把“四個全面”貫穿整個特色社會主義事業(yè)建設的過程,始終堅持和平發(fā)展、共贏共存,并提升中國國際話語權的地位,大膽地吸收西方文明成果,同時也要回擊外部的挑戰(zhàn),從而更好地推動中國特色社會主義制度的發(fā)展。首先,文章闡述了中國特色社會主義制度的內(nèi)涵,從基本政治制度、基本經(jīng)濟制度以及基本文化制度三個方面論述了其形成過程,并在此基礎上對制度的形成條件作了簡要分析,認為不僅新中國成立以來自身的建設以及中華民族數(shù)千年的文明積淀為其奠定了基礎,同時也有來自外部環(huán)境的影響；接下來,文章從影響這一制度形成的外部因素出發(fā),進一步分析了蘇聯(lián)模式對我國建國初期確立的基本政治、經(jīng)濟、文化制度的影響,并對改革開放以來影響我國社會主義制度建設的外部壓力和推動力作了重點分析,具體論述了經(jīng)濟全球化、西方強勢文化、福利國家模式、西方社會管理經(jīng)驗、全球治理等分別是如何推動我國的經(jīng)濟、文化、社會以及生態(tài)制度的發(fā)展和完善的。最后,文章的結尾部分又結合當下國際金融危機、西方國家影響力減弱以及新興經(jīng)濟體崛起等國際環(huán)境的新變化,探討了這些變化對中國特色社會主義制度的影響,進一步提出了中國特色社會主義制度建設對外部因素的反作用。我們的最終目標是通過不斷調(diào)整、變革,使我國的政治、經(jīng)濟、文化等體制符合我國的國情以及時代特征,進而推動中國特色社會主義制度日臻成熟、完善。
