【摘要】:區(qū)域間主義是不同區(qū)域之間的制度化的關(guān)系,它能促進(jìn)國(guó)際關(guān)系的制度化,已成為全球治理的一個(gè)新的層級(jí)。20世紀(jì)90年代以來(lái),隨著全球化和區(qū)域化的不斷加快,區(qū)域間主義也逐漸進(jìn)入發(fā)展的快車(chē)道。本文以區(qū)域間主義理論為框架,回顧了美國(guó)在不同歷史時(shí)期區(qū)域間主義進(jìn)程的不同特點(diǎn),從中總結(jié)出美國(guó)區(qū)域間主義的動(dòng)因和現(xiàn)實(shí)特性,并重點(diǎn)探究了美國(guó)區(qū)域間主義與全球治理的關(guān)系,對(duì)美國(guó)區(qū)域間主義參與治理的前景進(jìn)行了展望。 本文共分為導(dǎo)論、正文、結(jié)束語(yǔ)三個(gè)部分。 導(dǎo)論部分對(duì)文章選題意義、國(guó)內(nèi)外研究現(xiàn)狀、論文思路和框架進(jìn)行了介紹和闡釋。 正文的第一章介紹了區(qū)域間主義的理論框架,重點(diǎn)探究了大國(guó)參與和主導(dǎo)的準(zhǔn)區(qū)域間主義的研究現(xiàn)狀和意義。首先,本章梳理了學(xué)術(shù)界關(guān)于區(qū)域間主義概念的不同定義和認(rèn)識(shí),并在此基礎(chǔ)上對(duì)區(qū)域間主義的類(lèi)型進(jìn)行了歸納;其次,結(jié)合實(shí)證論述了區(qū)域間主義的功能;最后,重點(diǎn)探究了大國(guó)與區(qū)域間主義,即“準(zhǔn)區(qū)域間主義”,指出既有的區(qū)域間主義研究存在的不足,即沒(méi)有將大國(guó)參與和主導(dǎo)的準(zhǔn)區(qū)域間主義納入?yún)^(qū)域間主義的概念化之中,在此基礎(chǔ)上論述了大國(guó)參與和主導(dǎo)的區(qū)域間主義的發(fā)展空間和意義。 第二章對(duì)美國(guó)區(qū)域間主義的進(jìn)程進(jìn)行了分析。本章將這一進(jìn)程分為二戰(zhàn)之前、二戰(zhàn)至冷戰(zhàn)時(shí)期、冷戰(zhàn)結(jié)束后三個(gè)不同的歷史階段,每個(gè)階段都有不同的特點(diǎn)和變化。二戰(zhàn)前,美國(guó)區(qū)域間主義基本局限于政治合作,其主要體現(xiàn)是美洲國(guó)家組織。盡管建立美洲國(guó)家組織是美國(guó)和拉美雙方的共同意愿,但從實(shí)際來(lái)看,美國(guó)無(wú)疑主導(dǎo)了這一區(qū)域間主義進(jìn)程,這其實(shí)也是美國(guó)對(duì)拉美進(jìn)行區(qū)域治理的過(guò)程。美國(guó)的介入使得拉美國(guó)家長(zhǎng)期以來(lái)成功抵御了包括法西斯在內(nèi)的外部勢(shì)力的干預(yù)和入侵。未來(lái)美國(guó)在拉美的區(qū)域間主義進(jìn)程和治理還有較大空間和潛力。冷戰(zhàn)時(shí)期,美國(guó)區(qū)域間主義主要體現(xiàn)是北約,合作領(lǐng)域以軍事安全領(lǐng)域?yàn)橹鳌S捎跉v史和現(xiàn)實(shí)的原因,對(duì)歐政策長(zhǎng)期占據(jù)美國(guó)對(duì)外政策的中心位置。美國(guó)不斷介入歐洲事務(wù)的進(jìn)程其實(shí)也是對(duì)歐洲進(jìn)行區(qū)域治理的過(guò)程,而北約則是美國(guó)對(duì)歐洲進(jìn)行區(qū)域治理的主要依靠工具,并且美國(guó)在北約發(fā)揮了主導(dǎo)作用。借助于北約這—區(qū)域間組織,美國(guó)很好地實(shí)現(xiàn)了“排除蘇聯(lián)、限制德國(guó)、確保美國(guó)在歐洲存在”的目的。同時(shí),美國(guó)對(duì)歐洲的區(qū)域治理還促進(jìn)了歐洲一體化的發(fā)展。冷戰(zhàn)后,美國(guó)區(qū)域間合作開(kāi)始側(cè)重經(jīng)濟(jì)領(lǐng)域等,區(qū)域間主義進(jìn)程的范圍和領(lǐng)域也更加廣泛和多樣化。這一部分的重點(diǎn)是冷戰(zhàn)后美國(guó)區(qū)域間主義的新進(jìn)展、新變化,即圍繞美洲自由貿(mào)易區(qū)進(jìn)行的談判及合作進(jìn)程反映了美國(guó)在美洲影響力下降的端倪;北約的擴(kuò)大和政治功能的強(qiáng)化說(shuō)明美國(guó)還將在歐洲繼續(xù)存在和發(fā)揮影響;美國(guó)積極參與TPP進(jìn)程則反映了其亞洲戰(zhàn)略的變化,希望借此來(lái)樹(shù)立和強(qiáng)化自己作為亞太國(guó)家的身份及和存在的合法存在,以及在亞太地區(qū)來(lái)制衡中國(guó)日益擴(kuò)大的影響力。 第三章闡釋了美國(guó)區(qū)域間主義的動(dòng)因和現(xiàn)實(shí)特性。首先揭示美國(guó)區(qū)域間主義的戰(zhàn)略目標(biāo),包括制衡、制度建設(shè)、認(rèn)同建構(gòu)、治理等,認(rèn)為區(qū)域間主義一直在美國(guó)外交中發(fā)揮著重要作用,成為構(gòu)成美國(guó)外交戰(zhàn)略的重要組成部分和實(shí)現(xiàn)美國(guó)外交戰(zhàn)略的主要工具。其次是論述美國(guó)區(qū)域間主義的特性,包括“霸權(quán)”和“功利化” 第四章探討了美國(guó)區(qū)域間主義與全球治理的關(guān)系。美國(guó)是當(dāng)今世界唯一的超級(jí)大國(guó),也是唯一具有在全球多個(gè)領(lǐng)域行動(dòng)能力的國(guó)家。從二戰(zhàn)結(jié)束至今,美國(guó)在處理全球事務(wù)和治理全球公共問(wèn)題中一直發(fā)揮著至關(guān)重要的作用。美國(guó)在全球治理領(lǐng)域的戰(zhàn)略、政策及行動(dòng)對(duì)全球治理架構(gòu)具有舉足輕重的影響。美國(guó)區(qū)域間主義是其區(qū)域主義戰(zhàn)略的一種延伸,對(duì)區(qū)域(如歐洲、美洲、亞洲、非洲等)治理起著重要作用。本章還論述了美國(guó)區(qū)域間主義對(duì)全球治理影響。 結(jié)語(yǔ)部分對(duì)美國(guó)區(qū)域間主義及治理潛力進(jìn)行了展望,認(rèn)為區(qū)域間主義無(wú)疑具有促進(jìn)正在形成的全球治理體系的潛力,并且這種潛力還未得到有效地開(kāi)發(fā)利用。民族國(guó)家,尤其是作為超級(jí)大國(guó)的美國(guó)擁有更好地參與治理的機(jī)會(huì)。
[Abstract]:Interregionalism is the institutionalized relationship between different regions, it can promote the institutionalization of international relations, has since become a new level of.20 century global governance in 90s, along with the globalization and regional integration is accelerating, fast lane interregionalism has gradually entered the development. Based on the regional theory the framework, reviews the different characteristics of American region in different historical periods between the process, summed up the characteristics and realistic reason of American interregionalism from, and focuses on the relationship between the United States interregionalism and global governance, the United States interregionalism governance prospect.
This article is divided into three parts: introduction, text, and concluding remarks.
The introduction part introduces and explains the significance of the article, the current research situation at home and abroad, the idea and frame of the paper.
The first chapter introduces the theoretical framework of inter regionalism, focuses on the research status and significance of country participation and quasi regional leading the theory. Firstly, this chapter reviews the academic circles about the interregionalism concept definition and understanding, and on the basis of the regional doctrine types are summarized secondly, combined with the empirical; discusses the function of inter regionalism; finally, focuses on the country and interregionalism, namely "quasi inter regionalism", pointed out the deficiencies of the existing doctrine between regions, there is no quasi regional participation and leading into the concept of "inter regional protectionism. In this paper based on the development of space power participation and leading interregionalism and significance.
The second chapter of American interregionalism are analyzed. This chapter will before this process is divided into the Second World War, World War II and the cold war, after the end of the cold war in three different historical stages, each stage has different characteristics and changes. Before the Second World War, America interregionalism basically confined to the political cooperation, the main is the organization of American States. Although the establishment of the organization of American States is the common aspiration of both the United States and Latin America, but from a practical point of view, the United States has dominated the interregionalism process, this process is actually the United States to Latin America regional governance. American involvement in Latin American countries have long resisted fascist intervention, including the external forces and invasion. The future of the United States in this interregional governance process and there is a large space and potential. During the cold war, the United States interregionalism is mainly North About, cooperation in the field of military security. Due to historical and practical reasons, the center of American foreign policy has long taken a policy on Europe. America continued involvement in European affairs process is also on the European regional governance, but NATO is mainly rely on the tools of American Governance to the region of Europe and the United States. Played a leading role in NATO. With the help of the NATO regional organization, the good implementation of the "exclusion limit the Soviet Union, Germany, to ensure that the United States existence in Europe". At the same time, the United States of the European region governance also promoted the development of European Integration. After the cold war, the United States began to focus on regional cooperation the economic field, the scope of interregionalism process and fields are more extensive and diverse. This part focuses on the new progress in the United States after the cold war, interregionalism new changes, namely Wei Around the FTAA negotiations and cooperation process reflects the decline in American influence signs; the expansion of NATO and the intensification of the political function that the United States will also continue to exist in Europe and the United States exert influence; actively participate in the process of TPP reflected the change of its Asian strategy, hoping to establish and strengthen itself as Asia Pacific the national identity and the existence and legal existence, and in the Asia Pacific region to balance China growing influence.
The third chapter explains the motivation and the features of the reality of American inter regionalism. First reveals the strategic target, America interregionalism including balance, system construction, identity construction, governance, think interregionalism has been in the United States diplomacy plays an important role, has become an important part of American diplomatic strategy and the main tool to realize the United States diplomatic strategy. Secondly it discusses characteristics of American inter regionalism, including "hegemony" and "utilitarian"
The fourth chapter discusses the relationship between the United States interregionalism and global governance. The United States is the only superpower in the world, and only in a number of areas with global action ability of the country. Since the end of World War II, the United States in world affairs and governance of global public issues in a straight play a vital role in the field of American strategy. Global governance, policy and action have important influence on global governance. The United States interregionalism is an extension of the regionalism strategy, the region (such as Europe, America, Asia, Africa etc.) governance plays an important role. This chapter also discusses the influence of American interregionalism on global governance.
The conclusion part has carried on the forecast to the American inter regionalism and governance that potential, interregionalism undoubtedly has promote is the formation of the global governance system's potential, and this potential has not been effectively exploited. The nation, especially as a superpower the United States has a better chance to participate in governance.
