本文是一項(xiàng)關(guān)于1964年以來中法關(guān)系發(fā)展的研究。 全文共分為緒論、正文和結(jié)語三個部分。緒論部分,對本項(xiàng)研究的緣起、理由、目的、意義和方法進(jìn)行了說明,并對相關(guān)文獻(xiàn)進(jìn)行了簡略的介紹。正文部分由五章組成。 第一章對1964年以前中法關(guān)系的歷史和1964年以來中法關(guān)系發(fā)展的幾個階段進(jìn)行了簡略的考察。 中法交往歷史悠久。13世紀(jì)馬可波羅的東游,促成了中西方的首次接觸；約1600年,耶穌會傳教士進(jìn)入中國,中歐文明發(fā)生第一次碰撞。 第一次鴉片戰(zhàn)爭后(1839-1842),因法國將中國視為其可以開拓的新市場,故國王路易·菲力浦決定派出經(jīng)驗(yàn)豐富的外交家同中國議定通商條約。 1881-1885年,為了對抗英國在東南亞的擴(kuò)張,法國試圖擴(kuò)大在安南(即現(xiàn)在的越南)的勢力范圍,結(jié)果卻導(dǎo)致了與中國的沖突,中法戰(zhàn)爭爆發(fā),兩國關(guān)系進(jìn)入一個新的階段。 后來,戴高樂領(lǐng)導(dǎo)下的法國于1964年1月27日正式承認(rèn)中華人民共和國,這是中法雙邊關(guān)系的新起點(diǎn)。5月27日,法國第一任駐華大使呂西安·貝耶抵京,法國成為第一個向中國派出全權(quán)大使的重要西方國家。6月2日,中國駐法大使黃鎮(zhèn)抵達(dá)巴黎,至此,中法外交關(guān)系成功建立,并一直持續(xù)至今,這在一定程度上反映了中法之間的良好關(guān)系,但其中也因?yàn)橐恍┦录陌l(fā)生而使兩國關(guān)系出現(xiàn)裂隙。 第二章重點(diǎn)論述1997年5月16日中法伙伴關(guān)系建立后,兩國在政治、經(jīng)濟(jì)、科學(xué)、社會和文化發(fā)展等不同領(lǐng)域所取得的重大成就。其中最重要的成就之一就是中國加入世界貿(mào)易組織。 2001年9月17日,世界貿(mào)易組織完成了對中國加入世貿(mào)組織相關(guān)條件的談判；同年11月9-14日,在世貿(mào)組織多哈部長級會議上,中國正式簽訂入世協(xié)議。 歷經(jīng)15年的談判,中國成功加入世貿(mào)組織。長期以來,法國對中國的世貿(mào)組織成員國資格給予支持,并歡迎中國加入 中國加入世貿(mào)組織,反映了中國在全球經(jīng)濟(jì)和國際舞臺上起著越來越重要的作用,將對世界貿(mào)易產(chǎn)生積極的影響。 文中還以香港為例。香港作為中國對外交往的商業(yè)和金融平臺,對法國企業(yè)的發(fā)展起著基礎(chǔ)性的作用。 第三章就中法兩國在地方層次上的合作進(jìn)行分析。研究解決以下問題：中法地方性層次的合作大體上有哪些,以及它們是如何運(yùn)作的。首先對地方性層次合作的范圍進(jìn)行定義；其次探討地方性層次上的合作如何發(fā)展為國家層面上的合作；接著我們具體考察了地方合作系統(tǒng)中的參與者——中央政府機(jī)關(guān)和地方權(quán)力機(jī)構(gòu)的區(qū)別。除中央權(quán)力機(jī)關(guān)外,地方性合作的主要角色為選舉官員的國家協(xié)會(AMF：法國市長協(xié)會；CPAFFC:中國人民對外友好協(xié)會；CUF:法國聯(lián)合城市；ARF：法國地區(qū)集會；ADF；法國部門協(xié)會；等等)及其他角色(代理機(jī)構(gòu)、公司等)。最后對中法兩國友好城市的案例進(jìn)行了考察：圖盧茲—重慶以及歐貝維利耶—溫州。 第四章分析了法國在中國與歐盟關(guān)系發(fā)展中所起到的作用。事實(shí)上,法國是歐盟的創(chuàng)始成員國,是該組織中最有影響力的國家之一。歐盟雖然是一個經(jīng)濟(jì)聯(lián)盟,但其正試圖轉(zhuǎn)變?yōu)橐粋�政治聯(lián)盟。30年以來,盡管中國和歐盟之間存在差異,但還是建立了非常密切的關(guān)系。這些關(guān)系的不斷深化,促使它們成了重要的經(jīng)濟(jì)伙伴。在政治層面上,雖然中國與歐盟在全球治理和沖突管理上存在一致的看法,但兩者之間的伙伴關(guān)系還是受到了限制,因?yàn)橹袊⒉话褮W盟視為一個真正的政治實(shí)體。但不管怎樣,中歐之間伙伴關(guān)系的形成與發(fā)展應(yīng)該感謝法國。 歐盟和中國正試圖通過顯示它們欲建立起全球戰(zhàn)略伙伴關(guān)系的共同愿望來深化雙邊關(guān)系。 為了建立一個多極化的世界,法國是第一個表示歐盟應(yīng)該與中國建立更加緊密關(guān)系的國家。 所以,中法關(guān)系的發(fā)展似乎應(yīng)該引導(dǎo)中國與歐盟建立起地緣政治上的親善關(guān)系,但這一前景尚不明朗。 的確,雖然經(jīng)貿(mào)關(guān)系是中歐不斷加強(qiáng)對話的基礎(chǔ),法國領(lǐng)導(dǎo)下的歐盟也與中國有著相同的抱負(fù)和利益訴求,但是雙方在政治和戰(zhàn)略層面的關(guān)系發(fā)展依然任重道遠(yuǎn)。 第五章闡述了中法關(guān)系的主要問題和發(fā)展前景。 這使得兩國關(guān)系在20世紀(jì)90年代初跌入最低谷。 2008年,中法關(guān)系再次遭受狂風(fēng)暴雨。首先是(2008年4月)北京奧運(yùn)會火炬?zhèn)鬟f在巴黎遭遇破壞,接著法國政府試圖通過威脅抵制北京奧運(yùn)會開幕式來將奧運(yùn)會“政治化”。然后,在年尾(2008年12月),法國總統(tǒng)尼古拉薩科齊不顧中方反復(fù)的嚴(yán)正警告,堅(jiān)持在波蘭會見達(dá)賴?yán)�。達(dá)賴?yán)锸且幻瘟魍稣?長期從事旨在分裂中國的活動。 西藏問題事關(guān)中國的國家主權(quán)和領(lǐng)土完整,所以中國認(rèn)為這一問題極其重要,其他國家無權(quán)干涉。 法國的態(tài)度和立場嚴(yán)重?fù)p害了中國的核心利益,這使得兩國關(guān)系陷入了自上世紀(jì)90年代以來最嚴(yán)重的危機(jī)中。 為什么法國總是挑釁中國,造成兩國關(guān)系的緊張呢?首先,新的法國領(lǐng)導(dǎo)人上臺后對中國的原則性立場不熟悉,所以他們的對華政策不穩(wěn)定。另外,作為一個大國的領(lǐng)導(dǎo)人,他們還在人民幣匯率、貿(mào)易赤字、中國對非政策及其前任們對華友好合作等問題上干涉中國的事務(wù)。 隨著多極化世界的發(fā)展,“全球伙伴關(guān)系”成為(1997年5月16日)中法兩國進(jìn)行政治、經(jīng)濟(jì)和文化交流合作的基礎(chǔ)。 雖然法國在中國的經(jīng)濟(jì)和文化活動仍無法讓人完全滿意,但是多極化的觀念和文化多樣化的觀點(diǎn)主導(dǎo)著中法對話。這些對話雖在諸如人權(quán)和西藏問題上存在困難,但是確實(shí)有必要進(jìn)行。 在20國峰會期間(2009年4月2日,倫敦),兩國領(lǐng)導(dǎo)人(尼古拉薩科齊和胡錦濤)進(jìn)行了談話,胡錦濤概述了中法關(guān)系的發(fā)展前景。胡錦濤主席說道：“中法兩國友好、穩(wěn)定和持續(xù)的發(fā)展有利于兩國和兩國人民的基本利益,我們必須‘從戰(zhàn)略和長遠(yuǎn)的角度來考慮這些關(guān)系。”他進(jìn)一步說道,雙方應(yīng)“在相互尊重的基礎(chǔ)上正確處理差異和敏感問題,考慮各自的核心利益”。 結(jié)語部分,我們試圖對這一研究作出總結(jié)。盡管中法關(guān)系經(jīng)歷了多重危機(jī),但它依然為在政治、經(jīng)濟(jì)、科學(xué)、社會和文化領(lǐng)域上的雙邊合作樹立了一個良好的榜樣。
