        20世紀(jì)的50年代末60年代初，尤其是1959年古巴革命勝利之后，拉丁美洲地區(qū)出現(xiàn)了上百個游擊隊組織，在古巴革命勝利的鼓舞以及領(lǐng)袖人物如切·格瓦拉的領(lǐng)導(dǎo)下，拉美游擊運動由此展開并席卷整個拉美大陸并形成了一股強勁的地區(qū)勢力。而拉美游擊隊的崛起及其發(fā)展壯大嚴重的威脅了美國在拉美地區(qū)的利益，由此激發(fā)了美國采取相應(yīng)的措施來應(yīng)對其帶來的威脅。美國和拉美的關(guān)系演變也貫穿始終。本文在吸收國內(nèi)外研究成果的基礎(chǔ)上，從該運動的起源、背景、爆發(fā)歷程，主要國家，等方面對當(dāng)時的拉美游擊運動進行介紹和剖析。文章共分為四部分。文章第一部分主要介紹分析拉美游擊運動爆發(fā)的背景和根源。其中背景部分包括國際背景和地區(qū)背景，這兩部分從古巴和美國的外部因素以及整個拉美大陸長久并普遍存在著的土地問題入手，對拉美地區(qū)游擊運動爆發(fā)的大背景進行分析。在其國內(nèi)根源方面，以游擊運動在拉美的社會政治根源為切入點，分大學(xué)和政黨，以闡釋游擊運動最初發(fā)源于大學(xué)和左翼政黨，以及大學(xué)為游擊隊提供庇護所，政黨一方面依靠游擊運動增強自身的影響力，另一方面又為游擊隊提供支持促使其發(fā)展壯大這一系列客觀事實及原因。第二部分介紹了拉美游擊運動各個主要爆發(fā)國的概況。當(dāng)時的拉美大地，，幾乎每個國家都爆發(fā)了不同程度的游擊運動，但是事實上，只有五個國家的游擊運動達到了比較大的規(guī)模，即：危地馬拉、委內(nèi)瑞拉、哥倫比亞、秘魯和玻利維亞。本章分國別分析和總結(jié)了以上五個國家內(nèi)部游擊運動產(chǎn)生的原因，游擊隊發(fā)展的基本概況，以及最終的命運，并且對期間各國政府應(yīng)對游擊隊的措施和各左翼政黨的反應(yīng)也進行了相應(yīng)描述，從而更加具體和深入的了解各支著名的游擊隊以及其領(lǐng)導(dǎo)人究竟經(jīng)歷了怎樣的發(fā)展和斗爭歷程。第三部分主要是美國對拉美的反游擊戰(zhàn)政策的介紹和闡釋。由于拉美地區(qū)的游擊運動使美國感到其利益受到嚴重威脅，促使美國緊急出臺相應(yīng)舉措來遏制游擊運動的發(fā)展，其中首先發(fā)動各方力量對游擊運動的危險性進行判斷，繼而對拉美各國政府軍進行軍事援助和培訓(xùn)，助其增強鎮(zhèn)壓能力，穩(wěn)定國內(nèi)局勢。二者的聯(lián)手對游擊隊所造成的的最直接的影響就是促使了六十年代的拉美游擊運動的潰敗和衰落。本章還分兩部分對反游擊戰(zhàn)政策進行了評價，認為一方面是最初的判斷有誤，即高估了蘇聯(lián)和古巴對拉美游擊運動的影響力，第二是軍事援助的負作用，加重了拉美的軍人篡位和獨裁。第四部分，拉美游擊運動對美拉關(guān)系的影響。分析總結(jié)了三方面的影響，即刺激了美拉政府間的合作，促進了美拉軍事關(guān)系的轉(zhuǎn)變和緩解了戰(zhàn)后美拉的緊張關(guān)系。為應(yīng)對國內(nèi)游擊隊的威脅，拉美政府尋求美國方面的支持和援助，美國方面也加大了對拉美的軍事和經(jīng)濟援助，這無疑促進了二者間的合作；它放棄了拉美武裝力量應(yīng)對其所屬半球所受外來攻擊負責(zé)的觀點。取而代之的是，美國政府利用軍事援助作為激勵以說服拉美軍官應(yīng)該將注意力集中在其國家內(nèi)部安全和國家發(fā)展上，這就促使了美拉軍事關(guān)系在戰(zhàn)后的轉(zhuǎn)變。而拉美游擊運動的爆發(fā)引起美國對拉美的重新重視，繼而采取相對的援助以及鎮(zhèn)壓措施，這緩解了戰(zhàn)后拉美各國對美國未履行戰(zhàn)時承諾的不滿而導(dǎo)致的緊張關(guān)系。

    In the late1950s and the early1960s of the20thcentury, especially since thesuccess of Fidel Castro in1959,hundreds of guerrillas emerged in LatinAmerica,guiding by some leaders like Guevara,and became a very strong regionalpower,which swept over the whole area. At the same time,the rise of guerrillas hasthreatened the safety and interests of the U.S. So the U.S. Government took measuresto suppress the guerrillas. And the relations of the U.S and Latin America has beenevolved throughout the movement.The first part of the article introduces the background and causes of the outbreakof the guerrilla movement in Latin America.Background section includes theinternational and regional background.Cuba and the United States could be seen theexternal factors,and the widespread land problems as the deep-seatedreasons,according to these factors,we can analysis the background to the outbreak ofthe guerrilla movement in Latin America.In its domestic roots, social and politicalroots of the guerrilla movement in Latin America can been seen as the starting point,to explain that the guerrilla movement initially originated in the university andleft-wing parties.In the second part,we discussed the overview of the country’s major outbreak ofthe guerrilla movement in Latin America.At that time,varying degrees of guerrillamovement took place in almost every country in Latin America.But in fact, onlyfive of them reached a relatively large scale, namely: Guatemala, Venezuela,Colombia, Peru and Bolivia.Then we analysis and summarize the causes of the abovefive countries internal guerrilla movement, their development and finaldestination.according to those analysis,we can get more information about the trueexperience of each famous guerrillas and their leaders.The third part is the presentation and interpretation of the U.S. counterinsurgencypolicy in Latin America. The United States felt that its interests are seriouslythreatened since the guerrilla movement occurred in Latin America, which prompted the United States issued an emergency measure to curb the development of theguerrilla movement. First,the U.S. Government launched all forces to assess the riskfactor of the guerrilla movement, then provided Latin American countries armymilitary assistance and training, to help them enhanced repression ability to stabilizethe situation.This chapter is divided into two parts to evaluate counterinsurgencypolicy, the one hand, the initial judgment was wrong, that overestimated the SovietUnion and Cuba’s ability to intervene in Latin America, and the second was thenegative role of the military aid, adding to the Latin American soldiers usurper anddictatorship.The fourth part, the impacts of Latin American guerrilla movement on therelations between U.S. and Latin American,which can be divided into three aspects,namely, to stimulate cooperation between the governments of the United States andLatin America, and promote the transformation of the U. S.-Latin America relationsmilitary relationship and eased tensions between the United States and LatinAmerica after the World War II.
