【摘要】：日本占領(lǐng)蒙疆后,為向日本及偽“滿洲國”提供戰(zhàn)略資源,尤其是羊毛、皮革等畜產(chǎn)資源,日本占領(lǐng)當(dāng)局通過蒙疆聯(lián)合委員會,公布了《蒙疆畜產(chǎn)政策要綱》。關(guān)于牧野方面,有“制定有關(guān)旗地保全以及牧野的保存及利用、防治毛皮類的亂捕等法規(guī)”、“冬營地由旗直接經(jīng)營為原則,關(guān)于其設(shè)定及各種設(shè)施的設(shè)立各個機關(guān)擔(dān)當(dāng)”等牧野內(nèi)容。日本占領(lǐng)當(dāng)局制定及實施的這些保護草原牧野的政策及措施,本質(zhì)是為了持續(xù)掠奪開發(fā)該地域的畜產(chǎn)資源,為戰(zhàn)爭經(jīng)濟提供急需的戰(zhàn)略資源,以達到持久利用之目的。
[Abstract]:After the Japanese occupation of Mengjiang, in order to provide strategic resources to Japan and the puppet "Manchukuo", especially the livestock resources such as wool and leather, the Japanese occupation authorities, through the Mengjiang Joint Commission, published the "outline of the Mengjiang Livestock Policy". Regarding the pastureland, There are laws and regulations relating to the preservation of flag areas and the preservation and utilization of pastoral fields, and the prevention and control of the indiscriminate capture of furs. "the principle of direct management of winter camps by flags is adopted." Regarding its establishment and the establishment of various facilities, the various organs shall act as "pastoral elements". The policies and measures formulated and implemented by the Japanese occupation authorities to protect grasslands and pastures are essentially for the purpose of continuously plundering and developing livestock resources in the region, To provide badly needed strategic resources for the war economy, in order to achieve the purpose of sustainable utilization.
