【摘要】：黨的十八大以來,習(xí)近平總書記領(lǐng)導(dǎo)的新一屆黨的中央集體,在反腐敗上發(fā)實招,一連串的高級官員和黨員干部被查處,受到了人民群眾的擁護。這些年來腐敗分子有恃無恐的損害國家利益,人民群眾看在眼里,痛在心里,在為我黨的命運擔(dān)憂。黨中央已看到了事態(tài)的嚴峻性,對這些國家的蛀蟲行蹤加以控制,一旦時機成熟,毫不留情的出擊,并取得了顯著成績。這是我們黨能站在全局的戰(zhàn)略高度很重要的方面,是黨的制度建設(shè)必須完善的重要任務(wù),也是防治腐敗的根本路徑。本文以“十八大以來反腐倡廉制度建設(shè)”作為研究項目,總結(jié)了中國共產(chǎn)黨反腐倡廉制度所取得的成就,并從教育,監(jiān)督,糾風(fēng)和懲治四個整改分析成績、問題和措施,解決目前反腐敗的政黨制度中的有效性,然后提出如何進一步完善反腐倡廉制度的實施,提供一個參考,為強化和完善十八大以來反腐倡廉制度提供一定的參考。本文包括引言,四個章節(jié)和結(jié)語三部分。引言主要提出的話題,文獻綜述,研究方法和創(chuàng)新性研究論文的意義。正文部分由四章組成:第一章,反腐倡廉的理論基礎(chǔ)梳理。本章主要對反腐倡廉制度的基本內(nèi)涵、類型、特征和功能的概念進行概括,為以后的研究奠定堅實的理論基礎(chǔ)。第二章,闡述了中國特色反腐倡廉制度體系形成的歷史回顧。本章從新民主主義革命時期對反腐倡廉制度建設(shè)的初步探索,到十八大以來深化重要領(lǐng)域改革,使各方面制度更加成熟更加定型這一過程進行了詳細的梳理。第三章,對十八大以來加強反腐倡廉制度建設(shè)的必要性和意義進行分析。本章首先研究后,反腐倡廉制度建設(shè),是我們黨的一個重要選擇,適應(yīng)了新的社會環(huán)境。其次,以習(xí)近平總書記系列重要講話為指導(dǎo),貫徹“不敢腐”“不能腐”“不想腐”的制度理念。再次,闡明了反腐倡廉制度建設(shè)以習(xí)近平總書記系列重要講話為指導(dǎo),深化反腐倡廉制度建設(shè)理念;分析了反腐倡廉制度研究是有效防止腐敗、把建設(shè)廉潔政治作為奮斗目標。第四章,四大反腐倡廉制度建設(shè)的現(xiàn)狀、問題分析與及應(yīng)對措施。本章針對十八大以來教育、監(jiān)督、糾風(fēng)、懲治四項制度的現(xiàn)狀,指出了這四項制度還存在的不足之處,最后分別提出了加強反腐倡廉四項制度的措施。結(jié)論部分主要對全文的研究狀況進行了總結(jié),并提出本文值得進一步研究的地方。
[Abstract]:Since the 18th National Congress of the Party, the new central collective of the Party led by General Secretary Xi Jinping has made concrete moves in the fight against corruption, and a series of senior officials and party members and cadres have been investigated and dealt with. It has won the support of the masses of the people. In recent years, corrupt elements have done harm to the national interests without fear. The people's eyes are in the eyes, the pain is in their hearts, and they are worried about the fate of our party. The Party Central Committee has seen the seriousness of the situation. It is very important for our Party to control the movement of borers in these countries, once the time is ripe, to strike without mercy, and to make remarkable achievements. This is an important aspect of our Party's ability to stand on the strategic high plane of the overall situation. It is an important task that must be perfected in the construction of the Party's system, and it is also the fundamental way to prevent and control corruption. This paper, taking "the construction of the anti-corruption system since the 18th National Congress of the Communist Party of China" as a research project, summarizes the achievements of the anti-corruption system of the Communist Party of China. And analyze achievements, problems and measures from four aspects of education, supervision, rectification and punishment, and solve the effectiveness of the current anti-corruption party system, and then propose how to further improve the implementation of the anti-corruption system and provide a reference. In order to strengthen and perfect the anti-corruption system since the 18th National Congress of the CPC, this paper includes three parts: introduction, four chapters and conclusion. The main topics raised in the introduction, literature review, The main body part is composed of four chapters: chapter 1, combing the theoretical basis of fighting corruption and advocating clean government. This chapter summarizes the basic connotation, types, characteristics and functions of the anti-corruption system. The second chapter expounds the historical review of the formation of the anti-corruption system with Chinese characteristics. This chapter explores the construction of the anti-corruption system in the period of the New Democratic Revolution. To deepen the reform in important fields since the 18th National Congress of the CPC, and to make all aspects of the system more mature and more formalized, the process has been combed out in detail. Chapter three, This chapter analyzes the necessity and significance of strengthening the construction of the anti-corruption and promoting clean government system since the 18th National Congress of the Communist Party of China. After the first study of this chapter, the construction of the anti-corruption system is an important choice for our party and adapts to the new social environment. Secondly, Under the guidance of General Secretary Xi Jinping's series of important speeches, we should carry out the system concept of "not to corrupt" and "not to corrupt" and "do not want to corrupt". Thirdly, it is clarified that the construction of the anti-corruption system is guided by General Secretary Xi Jinping's series of important speeches. Deepen the concept of anti-corruption system construction, analyze the research of anti-corruption system is to effectively prevent corruption, to build clean politics as the goal of struggle. Chapter four, four anti-corruption system construction status quo, This chapter aims at the present situation of the four systems of education, supervision, rectification and punishment since the 18th National Congress of the CPC National Congress, and points out the shortcomings of the four systems. Finally, the author puts forward the measures to strengthen the four systems of fighting corruption and advocating clean government. The conclusion summarizes the research situation of the full text and puts forward some points worth further study in this paper.
