【摘要】：目前我國殘疾人最低生活保障制度未能充分發(fā)揮應有的作用,只局限于對絕對貧困人口的救助,忽略了包括殘疾人在內(nèi)的邊緣貧困人群的致貧風險,使得弱勢群體的合法權益得不到很好的保障。殘疾人最低生活保障標準體系存在著:最低生活保障標準的制定權限衍生諸多不良傾向;最低生活保障標準普遍偏低;最低生活保障標準地區(qū)差異較大;最低生活保障標準的確定不夠合理性;最低生活保障標準確定辦法不足;最低生活保障標準的測定方法不夠簡單實用、救助標準調(diào)整機制欠缺等問題,致使殘疾人的生活保障權益得不到充分的保障。因此,研究殘疾人的最低生活保障標準具有重要的意義。本文在前人研究最低生活保障標準的基礎上,分析了殘疾人最低生活保障標準的若干問題,并給出了提高我國殘疾人的最低生活救助標準和完善最低生活保障標準調(diào)整機制的政策建議。 要切實保障貧困殘疾人的基本生活,我們不僅要加大扶持殘疾人的強度和力度,還應該針對特殊的殘疾人家庭實施重點保障和特殊扶持,即采取“普惠+特惠”的救助標準體系,建立與物價相適應的最低生活保障標準適時調(diào)整機制,并研究制定針對重度殘疾人、一戶多殘、老殘一體和高齡空巢殘疾人等特殊困難群體的專項最低生活救助政策措施,建立和完善殘疾人最低生活保障體系。
[Abstract]:At present, the minimum living security system for the disabled in our country has not fully played its due role. It is limited to the relief of the absolute poor, and neglects the risk of poverty caused by the marginalized poor, including the disabled. Make the legal rights and interests of vulnerable groups not very good protection. The system of the minimum living security standards for the disabled exists: the limits of the minimum living security standards derive from many undesirable tendencies, the minimum living security standards are generally on the low side, the regional differences of the minimum living security standards are great; The determination of the minimum living security standard is not reasonable, and the determination method of the minimum living security standard is insufficient. The determination method of the minimum living security standard is not simple and practical, and the adjustment mechanism of the relief standard is not enough, which leads to the disabled people's life security rights and interests can not be fully guaranteed. Therefore, it is of great significance to study the minimum standard of living for the disabled. On the basis of the previous research on the minimum living security standard, this paper analyzes some problems of the minimum living security standard for the disabled. It also gives some policy suggestions on how to improve the minimum living standard for the disabled in China and how to perfect the adjustment mechanism of the minimum living security standard. In order to ensure the basic life of the impoverished disabled, we should not only increase the intensity and strength of supporting the disabled, but also give special protection and special support to families with special disabilities. That is, to adopt the "inclusive and preferential" relief standard system, to establish a timely adjustment mechanism for the minimum living security standards that are in line with the prices, and to study and formulate a mechanism aimed at the severely disabled, with a large number of disabled people living in one household. The special minimum living assistance policies and measures for the disabled and the disabled with empty nests have been adopted to establish and improve the minimum living security system for the disabled.
